PDP Improvements - status update

Dear All, Please note that an updated version of the PDP Improvements Tracker has been posted on the dedicated wiki page (see https://community.icann.org/x/e4OLD) to reflect the current status of the different improvements. You’ll note that a couple of items have been completed and there is a proposed next step for improvement #3 for Council consideration (“Build meeting between ICANN Board and GNSO Council to present PDP Final Report into the project plan for ongoing PDPs so that a meeting between ICANN Board and Council can be scheduled well ahead of time”). In relation to improvement #5, please find attached the proposed updates to the Initial Report template to address any direct or indirect implications on existing Consensus Policies, in line with the recent updates to the Charter Template (see redline on page 10). Please note that although the proposed next step identified the Final Report template as needing to be updated, we’ve realized that there is no Final Report template but it is the Initial Report template that is updated to become the Final Report. If you have any comments or concerns about this update, please share this with the Council mailing list by 24 March. If there are no comments / concerns received by that date, we’ll go ahead and post this updated version with the other GNSO Work Product templates (see https://gnso.icann.org/en/council/procedures) Best regards, Marika

For review - ICANN76 Council - Board session proposed speaking points and topics

Dear all, On behalf of the small group of volunteers (Anne, Susan, Mark and Tomslin) led by Paul McGrady, you can find here the proposed discussion points in response to the Board’s question for the meeting with the GNSO Council at ICANN76: https://docs.google.com/document/d/1igtbNSUBMc3cIFlR7-zTyg5epNwfm7ImkxaP_K-…. In addition, the small group took the liberty of reviewing the proposed questions from the Council to the Board that were circulated by Sebastien to the mailing list (see https://mm.icann.org/pipermail/council/2023-February/026507.html) and noted that some of these topics are expected to be addressed in upcoming conversations. Instead of listing specific questions that may already get answered, the small group is therefore suggesting creating placeholders for these two topics so that if there are any remaining questions after these conversations, these can get added on a need basis. In addition, a new topic was identified which would make the proposed list of questions for the Board as follows: 1. Ensuring Board and ICANN org input to PDP processes * How do we minimize the need for an ODP and minimize its impact when it is needed? * What further information or details should the GNSO integrate into a PDP Final Report to ensure it delivers Board-ready recommendations? 1. IGO Names * Can the Board give us a clear statement of: * What if any steps are still required to finally resolve the issue of IGO names, including, e.g.: * Timeline to approve the IGO curative rights recommendations; and then for implementation * What is the status of the notification system for second-level IGO names * What is the status of the Board-GAC consultation * What are the timelines for these steps * When the handful of 2-letter second level names which match IGO acronyms (such as au) can finally be released. 1. Placeholder (in case there are further questions following planned interaction on these topics prior to the meeting with the ICANN Board): * Getting to the next round of new gTLDs * Whois Disclosure System As the questions for the Board need to be submitted by 1 March, please share any comments or concerns you may have with the list as soon as possible. ICANN will collaborate with SO and AC chairs and support teams to schedule sessions in March and April 2023. This program is a joint effort of ICANN org, community, and Board to identify and track trends that are related to ICANN. This ensures that these opportunities and challenges are incorporated into current and future planning.
