Councillors, FYI. I have responded to Katim explaining that as the GNSO Council has not approved the report yet, having a call may be premature at this stage. Obviously, I would welcome any other input from any of you. It does seem however that the Board is not clear on the fact that this report has not been approved. Discussions by them of a "way forward" on a report that hasn't yet been approved by us may just be thinking ahead, or it may be that they have not cottoned on to the fact that the report hasn't yet been approved... Today, the PDP-WT has submitted its Final Report http://gnso.icann.org/issues/pdp-wt-final-report-final-31may11-en.pdf [PDF, 1.39 MB] to the GNSO Council for its consideration. The Final Report contains amongst others forty-seven (47) recommendations, an outline of the proposed new Annex A as well as a supporting document that is envisioned to be included in the GNSO Council Operating Procedures as the PDP Manual. The Recommendations include amongst others: * Recommending the use of a standardized "Request for an Issue Report Template" * The introduction of a "Preliminary Issues Report" which shall be published for public comment prior to the creation of a Final Issues Report to be acted upon by the GNSO Council * A Requirement that each PDP Working Group operate under a Charter * Dialogue between the GNSO Council and an Advisory Committee in the event that an the GNSO Council decides not to initiate a PDP following an Issues Report requested by such Advisory Committee * Changing the existing Bylaws requiring a mandatory public comment period upon initiation of a PDP to optional at the discretion of the PDP Working Group * Clarification of ‘in scope of ICANN policy process or the GNSO’ * Changing the timeframes of public comment periods including (i) a required public comment period of no less than 30 days on a PDP Working Group’s Initial Report and (ii) a minimum of 21 days for any non-required public comment periods the PDP WG might choose to initiate at its discretion * Maintaining the existing requirement of PDP Working Groups producing both an Initial Report and Final Report, but giving PDP Working Groups the discretion to produce additional outputs * A recommendation allowing for the termination of a PDP prior to delivery of the Final Report * Guidance to the GNSO Council on the treatment of PDP WG recommendations * New procedures on the delivery of recommendations to the Board including a requirement that all reports presented to the Board are reviewed by either the PDP Working Group or the GNSO Council and made publicly available * The use of Implementation Review Teams Further details and background on the different recommendations, the proposed Annex A and PDP Manual can be found in the PDP-WT Final Report http://gnso.icann.org/issues/pdp-wt-final-report-final-31may11-en.pdf [PDF, 1.39 MB]. The GNSO Council will now consider this Final Report for adoption. Background On 26 June 2008 the ICANN Board approved a set of recommendations<http://www.icann.org/en/minutes/resolutions-26jun08.htm> designed to improve the effectiveness of the GNSO, including its policy activities, structure, operations, and communications. The following pertains to the PDP-WT's mission: Revising the PDP: The Policy Development Process (PDP) needs to be revised to make it more effective and responsive to ICANN's needs. It should be brought in-line with the time and effort actually required to develop policy and made consistent with ICANN's existing contracts (including, but not limited to, clarifying the appropriate scope of GNSO “consensus policy” development). While the procedure for developing "consensus policies" will need to continue to be established by the Bylaws as long as required by ICANN's contracts, the GNSO Council and Staff should propose new PDP rules for the Board's consideration and approval that contain more flexibility. The new rules should emphasize the importance of the preparation that must be done before launch of a working group or other activity, such as public discussion, fact-finding, and expert research in order to properly define the scope, objective, and schedule for a specific policy development goal and the development of metrics for measuring success. The revised PDP, after review and approval by the GNSO Council and ICANN Board, would replace the current PDP defined in Annex A of the ICANN bylaws. Reminder: ICANN Community Wiki is now fully operational!

Reminder: ICANN Community Wiki is now fully operational! Effective June 1st 2011 the ICANN Socialtext wiki is being retired. All of the original data has been successfully migrated to the new Community Wiki, which is located at http://community.icann.org. Please be sure to update all of your Bookmarks or Favorites to reflect the new Community Wiki! ICANN will continue to maintain the system online till 30th June 2011, after which time a backup will be retained in case of an emergency. In order to ensure that this has been a smooth transition, we have been working closely with the various SO/AC groups and Policy Staff in strategizing a rollout plan. This involved setting up the new workspaces, migrating the data and any attendant clean-up required of the data or structure within a given workspace. (We thank these teams for all of their time and support on this effort!) In addition to the individual SO/AC workspaces, there are: 1. Board Resolutions Tab 2. Projects Tab - (Project workspaces can be created on request) 3. Help Tab - (contains training guides and offers advice on how to obtain assistance) Like before, during the Singapore Meeting next month we are also offering training on the new workspaces on the basic tools needed to navigate the Community Wiki. This is complimented by an annual Operating Plan and Budget. The 2011-2014 Strategic Plan<http://www.icann.org/en/announcements/announcement-28mar11-en.htm> evolved substantially from previous versions with collaborative input from the Community, and introduced strategic metrics to facilitate and communicate progress. To kick off the annual Strategic Planning process, a 2012-2015 Strategic Plan Timeline has been established. This high-level timeline commits to an organized, efficient process that will run from June 2011 to December 2011. [cid:image001.png@01CC1F8C.EFCB6AB0] The timeline includes the following next steps: * The process will begin in June during the Singapore Meeting, where we will have initial meetings with ICANN’s Supporting Organizations and Advisory Committees to obtain input on accomplishments, long term planning, ICANN’s Strategic Focus Areas and strategic metrics. * In July, ICANN will identify strategic positions and solicit community input through a public comment forum. * In late September, a Draft 2012-2015 Strategic Plan will be posted for public comment prior to the Dakar meeting. * Several consultations will occur with stakeholder groups to further refine the plan. * In November, we will incorporate Community, Staff and Board feedback and present the proposed plan to the Board for consideration and adoption. The development cycle for this year’s Strategic Plan recognizes ICANN’s ongoing commitment to the bottom-up, decision-making model and contained extensive engagement with the multi-stakeholder community, the Board, and with the ICANN Staff. Dear All, http://gnso.icann.org/announcements/announcement-19may11-en.htm Invitation for volunteers to form a Drafting Team to develop a survey to estimate the level of agreement that the conclusions and assumptions in the Inventory of Whois Service Requirements Report of 29 July 2010 have in the ICANN community. See: http://gnso.icann.org/issues/whois/whois-service-requirements-final-report-… . The goal of the Drafting Team would be to assist staff in developing the format, questions, response scale and scope of the survey. In May 2009 by the GNSO Council requested that staff prepare a compilation of potential future requirements for WHOIS service, based on current requirements and a review of previous GNSO WHOIS policy discussions. This resolution reflected increasing community concerns that the current WHOIS service is deficient in a number of ways, including data accuracy and reliability, as well as in other technical areas noted in recent SSAC reports, such as accessibility and readability of WHOIS contact information in an international environment. The report is a compendium of potential technical requirements and makes no policy recommendations. Some of the potential technical requirements included in the report are the following: a mechanism to find authoritative WHOIS servers; structured queries; a standardized set of query capabilities; a well-defined schema for replies; standardized error messages; improved quality of domain registration data; internationalization; security elements; thick vs. thin WHOIS; and a Registrar abuse point of contact. Staff published a first draft of the report 26 March 2010, solicited input from SOs and ACs, and posted a draft final report reflecting SO and AC input on 31 May. Thus, on 19 May the GNSO Council asked ICANN staff to begin the process of seeking community volunteers Drafting Team for the purpose of developing a survey of views. This invitation is extended to all members of the ICANN community. We urge you to forward to this to all members of the community who may be interested in participating. Expertise in the technical aspects of gTLD Whois, and background on the history of gTLD Whois policy development, would be particularly useful to this group. REMINDER: Invite for Volunteers to Form a Charter Drafting Team for the Outreach Task Force - closes 1 June

Dear All, http://gnso.icann.org/announcements/announcement-2-19may11-en.htm One of the recommendations of the ICANN Board Governance Committee was to develop and implement a targeted outreach program to explore the formation of new constituency groups. The Operations Steering Committee developed recommendations on a global outreach program and submitted them to the Generic Names Supporting Organization (GNSO) Council. (See http://gnso.icann.org/drafts/global-outreach-recommendations-21jan11-en.pdf.) On 24 February 2011 the GNSO Council acknowledged receipt of the recommendations by the Operations Steering Committee and directed staff to post the document for forty-five (45) days in the ICANN Public Comment Forum. On 28 April the GNSO Council directed the Operations Steering Committee to review the Summary and Analysis document as well as the comments and make any changes to the proposed recommendations as are deemed appropriate, or to make those changes directly as it sees fit. The Operations Steering Committee determined that no changes were ! necessary. Thus, on 19 May the GNSO Council directed ICANN staff to begin the process of seeking volunteers from the GNSO Council to form a Charter Drafting Team for the Outreach Task Force described in the recommendations as follows: "The GNSO Council should manage the development of the OTF [Outreach Task Force] through the creation of a Drafting Team to develop the OTF's [Outreach Task Force] Charter. The Charter shall include procedures for member recruitment, application, selection, terms and term limits. The Charter should also set goals for the completion of the membership selection process, establishment of a meeting schedule, and participation guidelines. The Charter should establish an initial term for the OTF [Outreach Task Force] of two years. After this period a review should be conducted to review the success of the OTF's [Outreach Task Force] initiatives and, if deemed successful, the OTF's charter could be extended annually." This invitation is extended to all members of the GNSO Community. We urge you to forward to this to all members of the community who may be interested in participating.
