As a reminder, 'each house will be allowed to nominate one candidate for GNSO Council Chair. Each house is responsible for determining how to nominate its candidate. A candidate for GNSO Council Chair does not need to be a member of a house, but must be a member of the GNSO Council'. GNSO Council - Development & Induction Session - Friday 23 October 2015

FYI GNSO SG & Constituency Chairs Dear GNSO Colleagues, Following on from the successful sessions that we have held after the past two ICANN Annual General meetings the GNSO Council will again hold an induction and development session after the Dublin meeting on Friday, 23 October 2015. The primary purpose is to induct and introduce "new" councillors who are joining the Council for the first time following the annual meeting and to introduce the entire council to working together through some evaluation and planning work. In taking this initiative, we aim to avoid the situation where councillors joining the Council are not adequately inducted and also to ensure that the Council functions as effectively as possible from the outset. A key component of the induction and ongoing development of the Council is to ensure that the Council is also properly oriented within the GNSO. In the past this has been effectively handled by ensuring that Councillors are aware of the role and remit of the Council and moreover, by inviting GNSO Stakeholder Group & Constituency leadership representatives to participate in the first session of the Development and Induction day. Accordingly, you (or an appropriate alternate) are invited, together with the two ICANN GNSO selected board members, to participate on the morning of Friday 23rd October 2015. The initial session in which you are invited to participate is expected to run from approximately 10 to 11h30 and we will be very pleased if you could factor this into your planning for ICANN 54 in Dublin. We sincerely hope that you (or an appropriate alternate from your SG or Constituency) will be able to attend this important session and, in any event, look forward to meeting with you in October. For your action: GNSO appointees to the new IDN Guidelines Working Group

Hello everyone, Following from the discussion with Sarmad Hussein at the Buenos Aires meeting, please be informed that the IDN project team has now issued a Call for Experts to join the new Working Group to review the IDN Guidelines: see https://www.icann.org/news/announcement-2015-07-20-en. They are asking for three GNSO members to the WG, which must be endorsed by their respective SO/ACs and ideally applications should be sent in by 3 August. I¹d be happy to bring this up during AOB on the Council call this week, but in the meantime it would be good if you and your respective SG/Cs could think about who the GNSO could appoint. As I explained in Buenos Aires, this WG was supposed to build on a list of issues identified by the GNSO and the ccNSO; unfortunately, although a small group of community volunteers was formed in February, there has been no discussion or input provided by that group (which has been dormant). Nevertheless, one possibility is of course to endorse those volunteers from that small group should they indicate interest. Given the importance of this issue, we hope that the Council will give the matter due and timely consideration. Letter on IGO protections

Dear Councilors, In respect of the ongoing discussions between the Board¹s New gTLD Program Committee (NGPC) and the GAC on protection for IGO names and acronyms, please see the following letter, just sent by the Secretary-General of the OECD to ICANN CEO Fadi Chehade: https://www.icann.org/en/system/files/correspondence/gurria-to-chehade-20jul 15-en.pdf. Note that the letter refers to positive developments in this process that are expected to result in the delivery to the GNSO of an updated proposal. Given the GAC¹s recent Buenos Aires Communique calling for this to occur by the Dublin meeting, the Council may wish to note this as a possibility. You will recall that from the GNSO perspective there are two aspects to the topic of IGO protections. First, there are the remaining inconsistencies between GAC advice and the GNSO¹s policy recommendations (adopted by the GNSO Council in November 2013) regarding so-called ³preventative² (i.e. pre-registration) protections for IGO acronyms; and secondly, on so-called ³curative² rights (i.e. post-registration dispute resolution procedures), there is an ongoing PDP with a Working Group co-chaired by Council member Phil Corwin and former Council member Petter Rindforth. On the ³preventative² issue, you may recall further that in June 2014 the NGPC had requested the GNSO Council to consider the possibility of amending those of its previously adopted recommendations on IGO acronyms that are inconsistent with GAC advice received on the topic. Those recommendations, developed by a PDP Working Group chaired by Council member Thomas Rickert, had been adopted by the Council in November 2013 but have not to date been adopted by the ICANN Board. Following discussions with NGPC member Chris Disspain in September 2014, the Council had sent a clarifying letter to the NGPC, the upshot of which was that the Council would not act on any possible amendment until further confirmation could be provided by the NGPC as to the status of its ongoing discussions with the GAC. On the ³curative rights² issue, the Council has been receiving regular updates from Phil and Petter as to the progress of the WG that they co-chair, highlighting the need for close engagement with the GAC on this issue. This has also been referenced in recent GAC Communiques, and the WG has been in periodic correspondence with the GAC and the IGOs. There was also an informal meeting between the WG co-chairs, the GAC Chair and two Vice-Chairs, and Mason Cole (GNSO-GAC liaison) in Buenos Aires. We therefore draw this letter to your attention in light of the ongoing work within the GNSO on curative rights and the outstanding matter of preventative protection for IGO acronyms.
