Dear Manuel, Thank you very much for the work you have done cleaning up the EURALO WIKI pages!. The WIKIs are a great tool, but we must keep it updated and do some periodic cleanup. As a general rule, we (staff) do not delete any pages, unless they are a duplicate or no longer needed, but we rather archive them. Older archives contain may contain relevant information such as past officers, background information on past WGs, etc. We would like to ask you and all the EURALO members to please be so kind to work with staff when using/updating/moving the wikis, and let us know the changes you are planning to do, so we can continue monitoring the most relevant spaces and we can assist members finding information when this is needed. I always rejected the notion of "inactive ALSes" because most of our member ALSes are quite *active* on their local or national ground, even if not participating much on the EURALO or ALAC level. Therefore, I prefer the term "not responding" ALSes what describes the situation or problem much better. And indeed, we have a small number of such ALSes which did not respond to anything (consultations, voting, GA invitations since Paris 2008 and the like) over years and it makes no sense to keep such members listed. So far, there were no further practical steps taken into this direction what could lead to a decertification by ALAC. On the second one on "Strategy 2009 - 11 This was a mandate from the F2F GA in March 2009 in Mexico-City (inline with the first At-Large Summit) when I drafted such a strategic outline for EURALO. This was circulated on the list afterwards (without much response) and included on the Workspace as a "working paper". As we had no more F2F GA meetings after Mexico and until Lisbon recently, it was never "officially" approved by the members or the Board. But it could serve as an input for the Board and related discussions now -- but it would need some updates and "refreshments" ;-) There was quite some work done over the last years and the Wiki became a sort of "file box" for it (but not completed any more the last two years) and hardly used as a main working instrument. Therefore, any cleaning up and better structuring etc. is a great job and big step ahead what makes our all efforts much easier ... ICANN NomCom July 2013 Report Card

This is to get back to you with the traditional, monthly NomCom report card - and so attached find please, the July 2013 Report Card. We, at 2013 Nominating Committee, are now deep into the evaluation phase of our work program. This involves detailed analysis of the record breaking 111 Statements Of Interest (SOI) received this year. As a correction to an early NomCom announcement, 111 is the highest number if SOIs received by any NomCom. Due to the intensity of the evaluation work, the NomCom has continued to meet by teleconference on a weekly basis and will do so until committee members meet face to face at the ICANN Durban meeting in mid July. This meeting will be crucial, and a lot of work, for the NomCom as it considers its final shortlist of candidates. The committee will announce Selected Nominees in September 2013. PROBLEM: VOTE CREDENTIALS: EURALO Secretariat

Dear All, Before I tried to vote for the EURALO Secretariat I made some observations. >From my background I always review and test voting systems. Reviewing and testing the voting system I now have to suspect a problem with the voting procedures and/or system. To explain the problem the following: The (concept) minutes of the last GA regarding the voting for the secretariat contains: Secret votes: 27 votes in total, proxies included, one missing due to delayed arrival at the meeting. Ms. Yuliya Morenets: 8 votes Ms. Oksana Prykhodko: 11 votes None of the above: 8 votes So voting was possible for Yuliya, Oksana or None. However the Bigpuls voting system said: Please select one of the two candidates below, listed in alphabetical order, for the position of EURALO Secretariat for the term of from the EURALO GA 2013 to the EURALO GA 2015: * Yuliya Morenets * Oksana Prykhodko Select one checkbox Yuliya Morenets Oksana Prykhodko So voting is possible for Yuliya, Oksana but NOT for None. This leads to the conclusion that this election process is inconsistent with the last week election at the GA. To be sure that this option is really really missing (some voting systems are no so well documented) I did a test. I didn't select any checkbook and hit "Submit vote". And indeed, the system responded: Error: check your submission EURALO Secretariat You must select at least one choice in this poll. My first impression is that one voting option ("none") is missing. At least this is confusing and leads to the question why is this implemented this way? My 2 cents

Dear all, I was hesitant about writing my opinion, but then I thought it was important to provide a contribution. I have seen things from the outside: I have not attended the GA, so I cannot know what happened exactly and how exact the minutes are, and I am not a voting member, so I am not involved in the choice of the Secretariat. The first impression you get from the outside is that there has been a lack of preparation of the event. I am not saying this to point fingers at anybody: not having contributed at all, I am the last person who can complain. My point is just "next time we have to do it better". We seem to need a review of the bylaws. Again, I am not in a position to complain, I am not a lawyer, I am the last person who can indicate what needs to be changed, but I am observing that there is at least a lack of clarity on what the bylaws indicate. I welcome wholeheartedly Manuel's effort in cleaning up the workspace and the documents: if things need to be revised, it is already a good start to have a baseline. On the election, first the good news. I remember the times when we needed to twist people's arms to accept a position in Euralo: I welcome now the fact that we cave competing candidates. This is a very good sign of growth of the organization, and a promising start for the future. However, I wonder whether this factual change in Euralo (higher interest from participants) should be matched by a cultural change, a paradigm switch. We need to transition from an organization in its infancy, who relies on heroes and personal initiative, to a mature organization, who relies on well-defined roles, well-written bylaws, well-designed recruitment and appointment systems. And (but this might be rather the object of another message, about priorities and mission) a well-defined strategy and plans to achieve the strategic objectives. Back to the election, I agree with Wolf when he states "I need to have confidence in my co-leadership what is the Secretariat at the moment", and with Werner when he states that according to the bylaws we do not need an election for the Secretariat. However, we have started a process, and we need to close it in the best way, without shortcuts at without giving the impression that we twist the results to suit what we believe would be the best outcome. My personal opinion would be that the election be continued with the same system that had been decided. This means that, since the first round did not provide a successful outcome, in the sense that no candidate got the absolute majority, we go to a second round with the same options (A, B or none) where a relative majority would be sufficient. If the two candidates get the same number of votes, I see no other option than to go to another vote. I believe that this course of action, besides being the one that is closer to a formal interpretation of the rules, will be the one that will leave least bitter feelings behind. With all due respect to the candidates, we need to think of a solution that puts the interest of the organization above the individual expectations, and that will allow us, whatever the result of the vote, to turn the page and progress until the next appointment, which I believe will be in London 2014. We need to use the time between now and London 2014 to build solid bases for Euralo 2.0, not to argue about what should/would have happened at the last election. Cheers, Roberto
