The quotes below are from Bruce's remarks in the real-time captioning of the GNSO Public forum. I am not being at all critical of the way anything was expressed in that context, but as we proceed with the development of formal IDN policies we will need to become very precise in the terminology we use. > at the moment, the IDN guidelines suggest using a single script to > the left of the dot, so you don't have a mixture of, say, English or > Latin scripts and Cyrillic scripts in the same name or mixtures of > different scripts. The guidelines say not to mix scripts in a single _label_, unless the language being represented is normally written using multiple scripts. This allows for situations where there may be arguable need for having multiple scripts in a domain name even when the intended language is normally written using only one of them. (Examples of such cases have been provided by representatives of the Unicode Consortium, if memory serves, primarily via their own e-mail discussion list.) A large number of additional languages are written using that script. Some of these languages are more reliant than others on the ability to indicate diacritical marks in addition to the shared repertoire of basic characters (with it being a common misconception that English is entirely free from such need), but ASCII can comfortably be used for quite a few of those languages. Although we do urgently need to get beyond the constraints that it imposes, we should keep in mind that ASCII is not a synonym for English. Many of the individual languages that share the Latin script are used in more than one country. The same can apply to the different languages that are written -- listing only a few of many possible examples -- with the Arabic script (which, unlike the term English, does designate both a language and a script; Latin script is frequently called Roman script precisely to avoid this type of ambiguity), the Chinese script, the Cyrillic script, the Devanagari script, and all the other scripts that either are already under consideration or are going to appear in short order as we proceed with the internationalization of the namespace. There is certain to be some discussion of the extent to which countries may "own" the scripts used within their borders, but there are astonishingly few cases where there is any unique relationship between script and country. Corresponding conditions apply to languages. The first version of the IDN Guidelines was marred by its having been written under the assumption that the terms "language" and "script" were synonymous, with the preferential use of the former to avoid confusion (despite clearly differing opinions about the likely consequences of doing so). The 2.0 revision was prepared specifically to rectify the difficulties to which this led. I hope that I am not alone in feeling that the terminological stringency now reflected in the Guidelines should also be conveyed by the material that Council prepares. /Cary

Like Bruce at Melbourne IT, I don't believe that I would be able to list all of my law firm's clients, but I do think I should disclose those clients of the firm that have ICANN-related business (CFIT, previously disclosed). I don't know what other connections are material, but here are two additional notes. First, those of you have been around long enough may remember that I worked with the .iii team (Sarnoff Corporation and NextDNS, Inc.) in the 2000 bidding process for new gTLDs. They asked me then to keep them abreast of future developments in new gTLDs and let them know when it might be appropriate to resurrect their application. For the last six years, I've passed on news from time to time. We've recently discussed the fact that the time may be nearing for them to think more seriously about whether they want to pursue .iii again. I haven't received any compensation from them since 2000, and I have no promise of future compensation from them if they do decide to move forward. If .iii decides either to ask ICANN to reconsider the .iii application or to reapply whenever we allow new applications, I would hope to be a part of the team, in some capacity. I have no arrangements with, or promises from, anyone in that regard, however, so I don't view it as a "contingent interest." Since someone else might though, I note it here. Second, Jon Nevett, from Network Solutions and SRSPlus, has been proposed as a Chair of this Task Force. I have reseller account with SRSPlus. Is that material? I don't use it to sell to the public but maintain it for registrations of my own domain names and those used in my wife's business. I'm probably kindly disposed toward Jon because I use SRSPlus. -- Bret

Hello Cary, I support the technical trial. The more options available to an existing or new TLD operator the better for now. (note that you can achieve a similar result as DNAMES with NS records at the provisioning layer - ie a single registry database can populate two zonefiles). Likewise from a policy point of view - now is the time to identify some options and issues. In general we should not restrict options unless there is an security or stability issue with implementing a particular option. In contrast we could begin to create some initial policies that allows us to move forward with the initial introduction of IDNs where some of the choices are initially limited, much as we did with the initial introduction of new gTLDs. Hello All, Below is the output of our brainstorming session on possible issues to think about with respect to IDNs that was held with members of the President's Advisory Committee for IDNs (IDN-PAC) (Pat Kane, Ram Mohan, Cary Karp) on Sunday afternoon. Regards, Bruce Tonkin gTLD operator wishes to introduce an IDN based string that relates to the gTLD Another party may wish to introduce an IDN based string that relates to the gTLD in competition with the gTLD. ccTLD operator wishing to introduce an IDN based string that relates to the ccTLD. - the IDN based string may or may not relate to an official language within the country related to the ccTLD - Languages can be represented in multiple scripts (e.g Japanese language) - What is the accepted representation of the country name in non-ASCII characters - No IDN based standard that is equivalent to the ISO list for two or three letter country Another party may wish to introduce an IDN based string that relates to the ccTLD in competition with the ccTLD. That party may or may not be located within the geographic boundary associated with the ccTLD. A party wishes to introduces a new IDN string with no relationship to an existing TLD. A party wishes to introduce a set of strings using different characters including IDN that relate to the same purpose (e.g to allow a TLD to be used in several languages at once). Could be different implementation of IDNs at the second level that may or may not conform with the IETF standards or ICANN's IDN Guidelines. Make sure that cultural, language and local issues are addressed properly and by qualified people. Make sure new IDN TLDs are not a failure and what precautions will be taken. Selection and allocation policy for IDN strings. Dispute resolution process for IDN strings. Does a registrant in ASCII TLD have a prior right to register in the IDN version. Would current domain name holders feel that are forced to register in the IDN equivalent for brand protection. Does an intellectual property rights holder have a prior right to register in the IDN version. What are the economic implications. Need to focus on user experience, user expectations, and user need with respect to timeliness. May not be possible to get it perfect initially. Even though ASCII encodings of IDNs may be introduced into the domain name strings - there are still issues in using domain names in email and websites where other multiple languages often handled via UNICODE. End user confusion can result from alternative roots, alternative TLD operators, alternative registrants, alternative destinations for resolution. Consider from the broadest possible view.

Proposed workgroup for 'IDN for Dummies'

Dear Bruce, Council, In a follow-up of the proposal I made to the the Board/Council meeting last evening, I would clarify my proposal of creating a working group in the manner below. Please be advised my intent was NOT to create an additional working group aside from PAC, as some of you have asked me. However, in the interest of all the time we spent yesterday on IDN and the policy implications as well as the* technical issues and tests that are yet to be understood by Council*, I propose the composition of a work group that comprise the following: 1- Creation of an observer/liaison person(s) from GNSO who represents a non-registry position, have a regional representation with a non-ascii /non-latin language community. 2- Select a person in PAC that represents a true multi lingual party with non-ascii language experience. 3-The group will be organized under the Auspices of the GNSO oversight. 4-The Terms of Reference will include, - Review and understanding of the work of PAC - Review all test and technical procedures of proposal for upcoming testing of ICANN's proposed implementation for IDN i.e Dname and NS. - Liaise weekly with PAC designated person and report to GNSO accordingly 4- The expected outcome is to provide independent review and representation of the IDN proposed solutions and assist the GNSO policy formulation for IDNs. Please feel free to add top the TOR , although I thought this was adequate to start with. Certainly I found it MORE THANK a 'technical' presentation. Infact, I have contacted him for a copy of the presentation and learned that Yoav's company runs a *multi lingual registry in Israel* and would be very help full if he was one of the PAC members to join the above workgroup.

My relation to the Internet, and since 1999 to ICANN, originated from the fact that I created in 1994 the first possibility for people in Cambodia to have access to e-mail, and in 1996 I created the possibility to have an e-mail address in Cambodia: .kh Neither I nor the Open Forum of Cambodia have registered a top level domain – we use a secondary domain for our organization, under the ccTLD of Cambodia, .kh For myself, I use a webmail account by the German provider GMX, a GMX ProMail account, for which I pay the normal set fees. Here was the excerpt from the ALAC Statement I mentioned: "For the foreseeable future, the primary constraint on the introduction of new TLDs will not be technical limits on the number of entries in the root zone file but ICANN's ability to review and approve applications with its available personnel. Even if ICANN charges an application fee designed to cover the costs of additional evaluation staff, a new evaluation process will move slowly at the beginning due to a lack of institutional experience with the process." Given the fact that staff time may be a significant constraint on implementation, we should consider giving implementation priority to those applications that seek to reach the widest possible number of registrants (which might be one surrogate for "the public interest"). -- Bret

Some of this discussion, I believe, is inappropriate in that it fundamentally mischaracterizes the true essence of ICANN and the GNSO and will lead to a substantially different management framework than what we signed up for with the White Paper.
