Dear Jen, Thank you for your soliciting the IPC’s feedback on the PDP’s for DNS Abuse and for your gracious extension of time to respond. The general consensus opinion from the IPC on the questions below is presented in red below. * The membership model as to whether it should be representative, open, or a weighted model by impacted parties. It was also raised, that since there will be two PDPs on this topic, the model does not necessarily have to be the same. The IPC favors a representative model. This model will allow for the most efficient feedback which is critical for these PDPs to stay on track and get done timely. The IPC also favors full transparency in the representative model including open and recorded calls, and the ability for WG Observers to join calls in real time (listen-only), which would assist newcomers to gain experience of how a PDP WG operates and would also make it easier for Observers to provide input to their WG representatives, thus allaying some of the concerns some may have over a representative model and/or the number of seats at the table. The representative model should also allow for alternates, who should be encouraged to join all calls but would only actively-participate where the representative is unavailable. * The Charter questions and their scope. No comments at this time. * The timeframe and the overlap of the two PDPs. The IPC supports the currently timeframe of the PDPs but reiterates that the PDPs should be efficient and completed within the timeframe. The IPC does not object to any overlap of the PDPs provided they do not extend the overall timeframe. Arguments raised against conducting this effort as a single PDP included that a single PDP would take longer, that there will not necessarily be the same participants or WG structure for the two identified issues, and that it would “fail the aspiration of a narrowly scoped PDP.” These arguments would support conducting the PDPs as near to in-parallel as possible, and so, at a minimum with a significant overlap. To also send this to the council list, here is the feedback from the RySG: Membership Model: * The group converged around a Representative Model (e.g., representative and alternate) for both PDPs to foster efficiency. * To address the call for openness and for opportunities to participate, the PDP WG Charter should allow for Observers. The Charter should also encourage creative ways to allow for input from the entire Community. E.g. Calls for input, open mic sessions, calls for Subject Matter Expert input, etc. * Regarding the representation model, the group is of the opinion that the make up of the PDP WG must be balanced. Charter Questions: * The group reserves its opinion until the Final Issue Report is published. Timeframe and the overlap: * The group reinforces the RySG comment to the Preliminary Issue Report, which indicated a strong preference to two distinct PDP, deployed in sequence. The GNSO Council and ICANN Staff are encouraged to find opportunities for efficiency. Wishing US colleagues and those who celebrate a Happy Thanksgiving. Kindly, Rida *********************************************** We would like to share an update on our work for your review (the update was presented during the GAC session with the NCSG in Dublin with attached HRILWG Options Paper for Human Rights Core Values too) As background, the GAC Human Rights and International Law Working Group explored four possible implementation options through an online questionnaire circulated to GAC Members and Observers in February 2019, followed by a discussion at ICANN64 in Kobe. 1. Option 1: Establishing a standing item or question to be considered during the Communiqué drafting process, such as "Does the subject-matter Communiqué have Human Rights impact and/or relevance? 2. Option 2: Implementing a similar standing item or question for other GAC communications where a position is conveyed. 3. Option 3: Creating the position of a GAC Human Rights Rapporteur, responsible for flagging issues and leading in Options 1 and 2. 4. Option 4: Providing for the participation of the GAC in Human Rights Impact Assessments or similar procedural steps established for Policy Development Processes, as outlined in the work from the Cross-Community Working Party on ICANN's Corporate and Social Responsibility to Respect Human Rights. The survey results provided valuable insights into members’ awareness, priorities, and challenges in integrating human rights within ICANN’s policy processes. Building on these findings, the most supported is the Option 4 by participating in Policy Development Processes (PDPs), as it offers the most practical and sustainable way to ensure that human rights are meaningfully considered where they matter most — within the policy development process itself. This option allows human rights to be addressed early and systematically, rather than as a separate or parallel process. Through this approach, we aim to ensure that human rights are not treated as an afterthought, but as a core element of evidence-based and inclusive policy development across ICANN. Dear Councilors, During the ICANN84 GNSO Working Session on 26 October 2025<https://icann-community.atlassian.net/wiki/spaces/gnsocouncilmeetings/pages…>, Leon Grundmann from ICANN org presented the updated Policy Status Report (PSR) on the Expired Domain Deletion Policy and the Expiration Registration Recovery Policy (ERRP) (collectively, the Expiration Policies). ICANN org published the PSR for Public Comment<https://www.icann.org/en/public-comment/proceeding/psr-on-expired-domain-de…> from 15 May 2025 - 30 June 2025, following which it has been updated to include the input received. Leon provided an overview of the updated PSR. As a reminder, the PSR is aimed at assisting the GNSO Council in determining whether the Expiration Policies require additional policy work. As noted during the GNSO Council meeting on 13 November 2025, Councilors are now asked to reach out to their groups (if they have not done so already) to see if any groups believe additional policy work is needed on the Expiration Policies at this time.
