NOMINATIONS A formal nomination period, for the election of GNSO Council vice chair for the period running concurrently with GNSO Council chair, from 1 February 2008 until 31 January 2009, is now open for two weeks from Wednesday, 9 January 2008 to Wednesday 23 January 2008 at 12:00 UTC. All nominations should be seconded within the nomination period. Only GNSO Council members are eligible to make nominations and second nominations. Please send all nominations and seconds to: gnso.secretariat[at]gnso.icann.org and/or the Council mailing list: <council[at]gnso.icann.org> Nominations and seconds will be acknowledged and posted to the council list. B. VOTING PROCEDURE The voting will be by a roll call vote at the GNSO Council meeting on 31 January 2008. The winning candidate must receive at least 14 affirmative votes. In case of a tie, there will be a second round of voting. C. GNSO COUNCIL MEMBERS ARE ELIGIBLE TO VOTE: All GNSO Council members are eligible to vote, that is, 3 representatives from each constituency, Registrars, gTLD registries, Commercial and Business Users (CBUC), Non Commercial Users (NCUC), Intellectual Property (IPC), and Internet Service Providers and Connectivity Providers (ISPCP) and the 3 Nominating Committee appointees. [To: council(a)gnos.icann.org] Dear Council members, The results of the vote for the GNSO Council Chair that took place from 13 December 2007 to 7 January 2008 are: Weighted voting results: 25 FOR Avri Doria 2 ABSTAIN 27 Total Without assigning ballot weights, then, there are 19 votes FOR, 2 votes ABSTAIN, 0 votes AGAINST. 21 Council members voted. There was one candidate, Avri Doria, who accepted her nomination by Norbert Klein, a NCUC representative, seconded by Jordi Iparraguirre, a gTLD Registry constituency representative. Submit comments to: whois-comments-2008(a)icann.org View comments at: http://forum.icann.org/lists/whois-comments-2008/ Background At the 31 October meeting in Los Angeles, the Generic Names Supporting Organization (GNSO) Council voted to conduct several studies of the WHOIS system, concluding that a comprehensive, objective and quantifiable understanding of key factual issues regarding the gTLD WHOIS system will benefit future GNSO policy development efforts. Before defining the details of these studies, the Council is soliciting suggestions from the community for specific topics of study on WHOIS that community stakeholders recommend be conducted. Possible areas of study might include a study of certain aspects of gTLD registrants and registrations, a study of certain uses and misuses of WHOIS data, a study of the use of proxy registration services, including privacy services, or a comparative study of gTLD and ccTLD WHOIS. If you would like to offer suggestions about topics of study on WHOIS, please do so by completing the online form available by clicking on the following link http://forms.icann.org/cgi/study-suggestions. Please submit a separate online form for each study that you recommend should be conducted and answer all questions with as much detail as possible. Council work

Avri, fellow Council members I am becoming increasingly concerned about the bureaucratisation of Council work. We seem to have slipped into Council meetings every 14 days whereas since Council's inception under Bruce and previous chairman, we always managed calls every month. Do we have a significantly increased workload now than before ? No Are we producing more output and more implemented policy than before ? No. Instead I fear we are wasting time on calls with work that should be done on the list and adding unnecessary duplication. Examples: - talking through the agenda at the start of the call - surely we can all read ? - talking through the work plan at the end of each call - surely this admin item is best left as a web page ? - seeing multiple motions on the same issue - surely the job of an efficient chair is to resolve these issues before a call, and present one motion to Council that has a good chance of success? - voting on motions that fail - again more background work is needed - voting on procedural motions - eg the time line for the WHOIS study - in the past this would have been proposed by the Chair on list and acted upon unless there was opposition - - confusing Council with multiple duplicate mailings before a call - in the past this coordination was done off list between the chair and secretariat, and then one clear mail sent to the list by the secretariat with all proposed motions in full text. - use of non ICANN work spaces like Google - what is the value of this above a list e-mail ( I cannot edit it on Google) ? - discussion on admin matters such as establishing a new group to discuss an issue - surely this is best done on list ? In short, more focus on output than process, more focus on policy than admin and consequently calls every 30 days would be welcome. Philip

Travel Funding Request for GNSO Council

Dear Sirs, I am writing on behalf to the GNSO council with a request for travel funding for all GNSO council members for all future ICANN meetings. While this issue originally came up in regard to an urgent need for the New Delhi meeting which has been partially resolved, it remains an issue of concern in the GNSO council. A majority of those in the council have voted to request that all GNSO council members receive the same consideration for their travel expenses as is received by Members of the ICANN Board.
