Motion 1 Whereas a GNSO drafting team proposed a message relating to Board Resolution 07.89 regarding a fast-track for IDN ccTLDs http://gnso.icann.org/drafts/message-to-board-resolution-07-89-20dec07.pdf Whereas Chuck Gomes proposed an alternate Message to Draft 0.3 distributed by Avri relating to Board Resolution 07.89 regarding a fast-track for IDN ccTLDs http://gnso.icann.org/mailing-lists/archives/council/msg04378.html Council resolved that: Chuck Gomes will spend 2 days processing any editorial changes suggested on the Council mailing list. On 6 January 2008 a final version will be posted on the mailing list. If there are no substantive objections to the wording, the message will then be forwarded to the Board by the Chair. Motion carried unanimously by voice vote Motion 2 Whereas the GNSO council remains concerned about funding the council members to attend future ICANN meetings Resolved that the letter drafted in http://gnso.icann.org/mailing-lists/archives/council/msg04353.html be sent to the CEO of ICANN and to the COO of ICANN. The motion carried 12 votes in favour: Philip Sheppard, Bilal Beiram, Mike Rodenbaugh, Kristina Rosette, Tony Holmes, Tony Harria, Greg Ruth, Robin Gross, Carlos Souza, Olga Cavalli, Jon Bing, Avri Doria (one vote each). 6 votes against: Adrian Kinderis, Chuck Gomes, Edmon Chung (2 votes each). Hi, Back before the turn of the year I had mentioned that I had bracketed the question relating to the types of registry that would be assigned to the IDN ccTLDs. The enclosed revision of the note includes that bracketing. The only other changes since Draft 0.2 are: 1 I had to recreate the source from the PDF since I lost some work on my laptop due to an faulty update of OSX 10.5 and my lapse in confirming that my backups were working correctly. I believe I reproduced it faithfully, but some of the formating may have changed. I believe that the content, except for what is mentioned specifically in this note, remained the same. 2. I have added a placeholder annotation where the results vote, if taken, will be listed. 3. I have color coded the bracketed text for ease of discussion. I will ask Glen to update this in the draft page and will update the reference in the motion. thanks a.

Fwd: initial memo on propsed proxy voting change

Hi, After a conversation with Chuck and me, Liz and Dan produced the following memo on the issues involved in proxy voting. I would like to suggest that we discuss the issues in this memo on the list and in an upcoming meeting after which, if the Council wishes to proceed with a by-laws change we form a small drafting team to produce a recommended change that we could vote on in council and forward to the Board for consideration. As a point of information, I asked Glen to give us the figures for attendance comparing attendance while we were still using proxy voting with the period once we no longer had proxy voting. My reason for requesting this was to deal with the question of whether having proxy voting affects attendance. Once I have these figures, I will forward them on to the group. Dear Council members, Attached please find a summary chart of GNSO Council attendance for the years, 2004, 2005, 2006, 2007. The yellow blocks indicate the period during which proxy voting was practised. The last proxy vote was recorded at the GNSO Council teleconference on February 2, 2006. In the 4 years, full attendance was recorded only once at the April 12, 2006, teleconference! 'Tot' at the top of each column refers to the total number of GNSO Council meetings during that year.
