The draft Guidebook provides information for those interested in applying for new generic top-level domains. Designed to accompany the draft Applicant Guidebook is a set of Explanatory Memoranda that are intended to assist understanding of the implementation work for new gTLDs. Since these are not the final documents, applicants should not rely on the details contained in the documents since they remain subject to further consultation and revision. Some areas of the new gTLD program remain under development. These include details on: the duration of each stage of the application; third party service providers that will be part of the evaluation panels and manage the dispute resolution; and fees in addition to the "evaluation fee" that will apply only to some applicants depending on the application path. These areas will be made available for public consultation in the near future. ICANN expects to engage in a productive and robust dialogue with the Internet community through this consultative process. Staff will review all comments and provide a summary/analysis of comments to help production of the final Applicant Guidebook, to be released early 2009. New gTLDs and the Internet - Openness Change Innovation After years of discussion and thought, new generic top-level domains (gTLDs) are being expanded. They will allow for more innovation, choice and change to a global Internet presently served by only 21 generic top-level domain names. As a non-for-profit corporation dedicated to coordinating the Internet's addressing system, ICANN is not doing this to add to its revenue. An implementation plan is being developed with opportunities for public comment. There will be processes for objections. There has also been detailed technical scrutiny to ensure the Internet's stability and security. There will be an evaluation fee but it will recover costs only (expenses so far, application processing and anticipated legal costs). Many thousands of people representing organizations as diverse as domain name registries and registrars, businesses, engineers, scientists, governments, user, academics, and the legal community have contributed. Promoting competition and choice is one of the principles upon which ICANN was founded. In a world with 1.5 billion Internet users (and growing), diversity, choice and innovation are key. The Internet has supported huge increases in choice, innovation and the competition of ideas. Expanding new gTLDs provides further opportunities. Interested individuals are invited to submit a Statement of Interest to the 2009 Committee for the following positions: Three members of the ICANN Board of Directors Three At Large Advisory Committee (ALAC) representatives (one each from Africa, Asia/Australia/Pacific and Latin America & Caribbean regions) Two members of the Council of the Generic Names Supporting Organization (GNSO) One member of the Council of the Country-Code Names Supporting Organization (ccNSO) ICANN's Nominating Committee (Nom Com) is an independent committee tasked with selecting a majority of the members of ICANN's Board of Directors and other positions within ICANN's Supporting Organisations. ICANN is an internationally organised, public benefit, non-profit corporation dedicated to: preserving the operational security and stability of the Internet; promoting competition; achieving broad representation of global Internet communities; and supporting the development of policies appropriate to its mission through bottom-up, consensus-based processes. Individuals selected by the Nominating Committee will have a unique opportunity to work with accomplished colleagues from around the globe, address the Internet's intriguing technical coordination problems and policy development challenges with diverse functional, cultural, and geographic dimensions, and gain valuable insights and experience from working across boundaries of knowledge, responsibility and perspective. Those selected will gain the satisfaction of making a valuable public service contribution towards the continued function and evolution of an essential global resource. Considering the broad public interest, nominees will work to achieve the goals towards which ICANN is dedicated in order to facilitate the Internet's critically important societal functions. Background: The Nominating Committee is designed to function independently from the ICANN Board, Supporting Organisations, and Advisory Committees. Nominating Committee members contribute understanding of the broad interests of the Internet community as a whole, and knowledge and experience of specific Internet constituencies who have appointed them. The challenge for the Nominating Committee is to integrate these perspectives and derive consensus in its selections. Although appointed by Supporting Organisations and other ICANN entities, individual Nominating Committee members are not accountable to their appointing constituencies. Members are, of course, accountable for adherence to the ICANN Bylaws and for compliance with the rules and procedures established by the Nominating Committee. It is also clear to me that the problems relating to both the current definition, the representation and participation issues (not to mention the anomalies and complexities created by the current definition and regions) have a serious impact upon not just the ccNSO but throughout the ICANN structure. The impact this has on the challenges to infuse diversity and enable representation and participation to what are now growing economic regions of the world which may conflict in terms of proportion with the current ICANN Regions are extremely relevant, particularly in the context of the various new challenges faced by ICANN including Restructuring, improvement in Board Governance, new gTLDs (especially those that might have geographic connections), Internationalisation of ICANN, Measures against Capture etc. Hence, decisions taken in the WG will have an impact not only throughout the entire ICANN Community and Structure but also impact several important policy and operational issues. It is vital that all these are considered by the WG vigorously in arriving at its recommendations and outcomes. The reality of the growing and changing densities of business interests, user groups and the technical community in several regions will need to be taken into account by the WG and ensure that improvements in both representation and participation of the latter are addressed in any recommendation or outcome. The WG should also ensure that mechanisms for review allow for changes in the definition and regions with regularity to keep up with the reality of the changes in these densities. Dear Council Members, REMINDER There is a tight window for voting, please vote as soon as possible. If you have lost your ballot and need a resend, please let me know as soon as possible. The nomination period for two GNSO representatives to the Community-Wide WG on Geographical Regions is closed. There are three nominations: 1. Olga Cavalli - NCA, GNSO Council, 2. Eric Brunner-Williams - CTO CORE 3. Zahid Jamil has not yet submitted a statement. The voting process: STARTS on Friday, 28 November 2008 at 20:00 UTC (12:00 noon PST, 15:00 EST, 18:00 Buenos Aires, 21:00 CET, 01:00 Karachi and 07:00 Melbourne on Saturday 29 November) ENDS on Thursday 4 December 2008 at 18:00 UTC. (10:00 PST, 13:00 EST, 16:00 Buenos Aires, 19:00 CET, 23:00 Karachi, 05:00 Melbourne on Friday 5 December) ALL GNSO COUNCIL MEMBERS ARE ELIGIBLE TO VOTE, that is, 3 representatives from each constituency, Registrars, gTLD registries, Commercial and Business Users (CBUC), Non Commercial Users (NCUC), Intellectual Property (IPC), and Internet Service Providers and Connectivity Providers (ISPCP) and the 3 Nominating Committee appointees. Weighted voting will apply. Liaisons from the ALAC and the GAC do not vote. The PROCEDURES PROPOSED for the FORMAL ELECTRONIC VOTE are the following: 1. Voting will take place by secret e-mail ballot. 2. Ballots will be sent out individually to each GNSO Council members' e-mail address. 3. The ballots will come from tally[at]icann.org, so please check your spam filter. 4. The ballot will list all the candidates names plus a choice of 'None of the Above'. 5. Councilors may vote no more than once each for up to two candidates or for 'None of the Above.' 6. Ballots should be filled out and returned to the e-mail address stated in the ballot. They should not be copied to any e-mail list. 7. The Secretariat will announce the results of the vote by sending a message to the council mailing list. This announcement will include: a. The number of votes received by each candidate; b. The names of the GNSO Council members from whom ballots were received; and c. The confidential code number of each ballot and the candidate for whom it was voted. Item 7(c) will allow each GNSO Council member to double-check that his or her ballot was properly understood, but will not allow others to determine how the member voted. 8. In exceptional cases where a GNSO Council member has no Internet access during the voting period, a voice vote may be registered with the GNSO Secretariat personally during the voting period, before the vote is closed. The election period will end on Thursday, 4 December, at 18:00 UTC thereby allowing the Council to communicate the selected representatives to the Board one week prior to their meeting on 11 December 2008. NOTE that the above allows Councilors to vote for two candidates, for one candidate or no candidates. If only one candidate is selected by a Councilor, that selection will only count as one vote (weighted if applicable) for that candidate; it would not be allowed to apply two votes to one candidate. The GNSO Council will confirm the results of the voting at the Council meeting on 18 December 2008. Thank you for your cooperation.
