The New gTLD Program office has posted today the DNS Stability paper for Public Comments. The paper can be viewed on the announcements page as well as New gTLD Program page. This announcement is another milestone on implementation work being developed by staff, more specifically, it relates to the GNSO Counsel recommendation that "Strings must not cause any technical instability." Input sought on ICANN budget and operating plan

Your opportunity to provide input -- collectively, and individually -- on ICANN's budget and operating plan for the next three fiscal years has begun. A public comment email list will be opened on the "Initial Operating Plan and Budget Framework" < http://icann.org/announcements/announcement-2-04feb08.htm>, and it will be discussed in Delhi at a workshop on Wednesday, 13 February from 16:30 - 17:30. Additionally, ICANN's COO, CFO, and I will be available to discuss the overall proposals, and elements directly related to Policy Development, with constituencies in Delhi and via conference calls afterwards. Please email me Glen to schedule a discussion. As I noted previously, a new approach has been taken this year to allow more time for community consultation and to provide a three year projection for ICANN's operating plan and budget. The process was launched four months earlier this year with the posting of initial proposals to jump-start discussions at the Delhi meeting. The proposed budget and operating plan is based on the June 2008 - July 2011 Strategic Plan < http://www.icann.org/strategic-plan/>, on which public comment was sought last year, and on the current operating plan and department budgets. A series of consultations and a public comment period will be held through March (approximately), and then staff will incorporate the input, as appropriate, and a proposed Operating Plan and Budget will be available for further public comment until mid-May (approximately). The Board is scheduled to consider and vote on the Operating Plan and Budget in June. ICANN's next fiscal year begins on 1 July 2008. Please take time to review these initial proposals and provide your input. Items that may be of particular interest to the GNSO include: - A revenue budget for FY09 of about $61MM. This assumes modest transaction growth, contractually planned increases in Registry fees, and factors in the proposal of the elimination of ICANN fee refunds during the AGP. - Increases in the new gTLD and IDN projects from a base cost of about $3.7MM in FY08 to almost $14.3MM. This includes expenses to complete the policy implementation elements, and the start-up expenses for going into operation. In the three-year projection model, total expenses go down by almost $5MM in FY2010 as these start-up expenses are no longer needed. - Increases in other initiatives from about $13.1MM to about $19.9MM, including compliance activities, registrant protection, infrastructure, and security. The deliverables are shown in the operating plan. - Increases to complete organizational reviews and implement organizational improvements, including funding operational and structural changes to the GNSO. - Increases in Policy Development support over the next three fiscal years, including funds to retain expert analysis to inform key policy discussions, and provide additional secretariat support to SOs, constituencies and Advisory Committees. Again, the intent is provide a rough draft to engage the community in meaningful budget and operating plan discussions that will help us produce a draft plans for further comment. New Registry Services Submitted

Earlier today ICANN commenced its 15-calendar day preliminary determination period on requests submitted by NeuStar and Afilias to address domain tasting. See http://www.icann.org/registries/rsep/. The NeuStar request is 2008001 (http://www.icann.org/registries/rsep/biz-proposal-full-version-05feb08.pdf) while the Afilias request is 2008002 (http://www.icann.org/registries/rsep/afilias-request-05-feb08.pdf) The requests are essentially the same except for where Afilias and NeuStar use different billing systems. Board meeting agenda for 15 Feb 2008 in New Delhi

Hello All, Below is the agenda for the Board meeting in New Delhi. Key topics of relevance to the GNSO are new gTLDs and IDNs. My understanding so far is that the Board is probably not going to approve the new gTLD recommendations in New Delhi, but will be considering some of the work done by staff on implementation. One thing worth noting is that while the GNSO struggles to meet the PDP timetable in the bylaws due to the complexity of the issues - it is also the case that the Board also struggles to take action on GNSO recommendations within a timeframe that was envisaged in the bylaws for the same reason :-) Having said that I do know that the staff has been doing extensive work on the new gTLD recommendations, and I will continue to encourage staff to discuss this work with the GNSO. The other topic for the GNSO to consider is the budget for the 1 July 08 to 30 June 08 year. Some of the areas of discussion include the proposal to charge registrars transaction fees during the 5 day add-grace period, and an appropriate travel policy for the many volunteers that contribute to ICANN policy development. When considering travel budgets - it is important to think in terms of relative priority of expenditure (e.g what expenditure could we give up to support more meeting participation, or could we invest in better audio/video conferencing techniques?), rather than simply adding more expenses to ICANN as an organisation. The proposed budget already raises expenses from $42 million in this financial year, to $57 million in 1 Jul 08 to 30 Jun 09 financial year (about a 35% increase). We need to consider this cost in the context of the tasks (allocation of IP addresses and domain names), and the context of the industry size. The travel and meeting budget is currently proposed to be around $10 million (or around 17% of total expenditure) to provide some context. The planning approach this year accelerates the date when information is available to the community, and extends the review period, so the community has the maximum opportunity to provide input and help mold the fiscal year 2009 budget. Some new characteristics of this year's approach to planning include: * Review of the operating plan activities and anticipated expenses at the same time (in the past, done separately). * A three-year budget model for ICANN, to better put fiscal year 2009 into perspective. Again, the three-year budget model points out the criticality of reaching community consensus on many of the questions/assumptions still to be addressed for new gTLDs. * A structured presentation of operating plan activities that both allows for summarization, thus making it more accessible and tractable, while still providing adequate detail in areas in which various community members have specific interest. Draft Initial Report for IDNC

Note that ICANN pusblished the Draft Initial Report for the IDNC for public comment: http://ccnso.icann.org/workinggroups/draft-initial-report-idnc-wg-01feb0 8.pdf <http://ccnso.icann.org/workinggroups/draft-initial-report-idnc-wg-01feb 08.pdf> A decision we need to consider is whether we want to provide GNSO comments on this. In particular, we could provide relevant comments from our response to the ccNSO/GAC Issues Paper on IDN ccTLDs. Because the comment period ends 26 February, we probably should decide this in New Delhi when we are talking about this topic. On a related note, the public comment period on the Introduction of IDN ccTLDs ends on 25 February. We had previously discussed whether we should submit our full response to the ccNSO/GAC Issues Paper on IDN ccTLDs. I personally support this because our response directly answers the questions in that issues paper. But we should decide that in New Delhi. Certainly, we need to provide our response to the Board because they requested it.
