"Just like the Internet, ICANN is global in scope in its operations," said Theresa Swinehart , ICANN's Vice President, Global and Strategic Partnerships. "Our fellowship program has had a lot of success at our last five meetings in making sure global voices are heard in the wide variety of public forums that it holds." For the upcoming meeting in Mexico City in March, there are 23 fellows from 21 countries, chosen from 105 applications received. There are nine fellowship alumni, nine fellows are first-time attendees to an ICANN meeting and the remaining five have attended past meetings, but are first time fellows. Priority is given to applicants who are current residents of developing and least developed nations and interested in participating in ICANN and its supporting organizations, such as the Governmental Advisory Committee, the Country Code Names Supporting Organization, and the Generic Names Supporting Organization. The fellowship will assist in covering airfare, hotel and a stipend. Recipients will be expected to actively participate in and contribute to ICANN processes. As always, registration for ICANN's meetings is free for anyone wanting to attend. Applications will be accepted from now until 1200 PDT ( UTC -7) on 9 March 2009. All members of the ICANN community are now invited to review those submissions and share comments and observations with the Board through 25 February 2009. Background: As part of the comprehensive GNSO Improvements effort, last Summer the ICANN Board directed existing GNSO Constituencies to report their adherence to ICANN's Bylaws by submitting confirming documents in advance of the February 2009 Board meeting. The Board believed that the submissions offered existing constituencies the opportunity to demonstrate their compliance with the Bylaws through their organizational structures, practices and processes. The Board also established a new requirement that GNSO Constituencies recognized by the Board formally confirm their status every 3 years to ensure that they continue to meet the requirements of Article X, Section 5, subsection 3 of the ICANN Bylaws regarding the principles of representativeness, openness, transparency and fairness. The Board directed the ICANN Staff to help with this effort by designing and developing a streamlined process and appropriate mechanisms to assist with the Board's timely recognition and approval of the existing constituencies. Explanation: The re-confirmation of existing IGNSO Constituencies is an important part of the overall GNSO Improvements Implementation effort. The existing constituencies will be the foundational structures for new Stakeholder Groups that are being created as part of the GNSO Improvements effort. They will also play a critical ongoing role in the functions of the GNSO. It is important that the constituencies remain committed to the principles of representativeness, openness, transparency and fairness set forth in the ICANN Bylaws. Community feedback on the practices and processes of the existing GNSO constituencies and their adherence to the existing Bylaws is an important component of the Board's evaluations of these groups and any improvements that the Board may recommend. GNSO letter to the ICANN Board regarding Public Participation

All, In Cairo I was asked to head a drafting team to author a letter to the ICANN Board conveying our disappointment in the Public Participation sessions at the Cairo Meeting and to address the concern that ICANN was trending to reduce the amount of "contact sessions" between the Public and the Board - a vital part of the ICANN Meetings. Please find attached the letter that we submit to the Council for approval to go to the Board. Avri, can you please provide the appropriate comment period and detail the process for this to happen. Chuck, Thank you for the detailed questions. I am working on a comprehensive response, but in the interim wanted to provide some initial feedback. The Statement of Work was shared with the Council as a draft, to solicit input from the Council as it was involved in the development of the funnel process through the PDP. The intention of the review is not to examine the creation of the Policy, but examine the implementation and operation of the process. I am happy to discuss this in the next available Council call or in Mexico City. Isn't the GNSO Council usually responsible for reviewing GNSO policies? That was certainly the case with the IRTP. So why is that not the case with regard to the RSEP? 2. The first sentence of the last paragraph in the Summary of the draft SoW says, "The review of the operation of the RSEP will allow ICANN to ensure the process is meeting intended goals efficiently and effectively." It is my opinion that the problem with the RSEP is not the process but rather implementation of the process that is not "meeting intended goals efficiently and effectively". The three recent examples I would cite are single character second level domain name services proposed by DotCoop, DotMobi and VeriSign. 3. In the section of the draft SoW titled Evaluation of Registry Services Proposals, the fourth paragraph reads, "Once ICANN determines that the request as submitted is complete, ICANN will notify the requesting registry operator or sponsoring organization that the 15-calendar day review process has commenced. ICANN will conduct within 15 days a preliminary determination on whether the proposed service raises significant security or stability issues or competition issues." It is my opinion that this this not occur with VeriSign's single character second level domain registry service proposal submitted in June 2008. If ICANN Staff believe that they were in compliance with this provision, then it would be helpful to receive an explanation of why they believe so. 4. In the section of the draft SoW titled Tasks to be Undertaken, item 2 says, "Deliver a report with observations and recommendations to ICANN for consideration by ICANN, gTLD registries and the GNSO Council. Those observations are expected to include: o whether the RSEP is meeting its intended purpose o whether RSEP is consistent with the approved policy and implementation plan o whether the process is timely, efficient and open in implementation o whether there is sufficient opportunity for and realization of public input or comment on proposed registry service requests o whether the process and outcomes are predictable o whether there is overlap with the PDP process o whether there is overlap between the Registry Services Technical Evaluation Panel (RSTEP) with the Security and Stability Advisory Committee (SSAC)" This could be perceived as a way to work around the GNSO PDP. Most of these issues are policy issues. On a different note, what is meant by "overlap with the PDP process" and "overlap between the Registry Services Technical Evaluation Panel (RSTEP) with the Security and Stability Advisory Committee (SSAC)"? Draft Statement of Work for Funnel Review

Dear Council, At the 20 November 2008 GNSO Council meeting, ICANN staff alerted Council members that efforts were underway to initiate a review of the gTLD registry funnel process - also known as the Registry Services Evaluation Policy (RSEP) - that was first implemented in July 2006. Staff reminded Council members that the RSEP was developed through the GNSO's policy development process, and applies to all gTLD registries and registry sponsoring organizations under contract with ICANN. The adoption of the RSEP by the ICANN Board did not call for a periodic review of the process, but ICANN staff is of the opinion that a review is consistent with ICANN's continuing efforts to evaluate and improve policies and procedures. A draft statement of work regarding the review has now been developed. The document will be used to identify and retain a reviewer to evaluate the process as it has worked to date. In view of the GNSO Council's critical role in developing the original RSEP, staff would like to give Council members the opportunity to review and comment on the draft document. A copy of the draft SOW is attached. Please feel free to send any comments on the document directly to me. An announcement will be made when the SOW is released and subsequent announcements will be made when the reviewer is selected and when other milestones in the review process take place. Also, if you are interested in being identified as a possible contact for the review process itself, please let me know of your interest.
