Hi, as discussed yesterday in the conference call, and to start the discussion in our list, I am including possible options for assigning the role of the three NCAs in the new structure of the GNSO Council: Option a: The NCAs talk it through and figure out which roles seem right to them. Option b: Random selection. Option c: The council members decide with random selection of which House chooses first. Option d: The two Houses collaborate and decide among them where the NCAs will be assigned. Option e: The new, inexperienced NCA rep assumes the non-voting Council seat and one of the above options is used to assign the two House seats. Option f: The experienced NCA rep assumes the non-voting Coundil seat and one of the above options is used to assign the two House seats Option g: (Combination of option a and d) The two Houses collaborate and decide among them where the NCAs will be assigned, with a refusal option by any of the NCAs. Please iclude other options thay you may think of and share your comments about this in the list. We should decide about this in our next GNSO conference call on 24 September. Best regards Olga

Status Update: IDN ccTLD Fast Track Process Implementation

Overall, the implementation is tracking to the project plan and it is planned to be submitted to the Board during the ICANN meeting in Korea, Seoul, 26-30 October 2009. Discussion of the implementation plan will continue during the Korea meeting and the plan can be amended if a change is indicated. Anticipating positive Board consideration, the process can be launch within a very small timeframe after the Seoul meeting (in the fourth quarter of 2009). The proposed Final Implementation Plan will be posted online for public review at the end of September 2009, and a new status update of the overall implementation will be provided prior to the Korea meeting. Implementation Update: DNS Stability Panel: Interisle has been contracted to form the DNS Stability Panel that conducts the technical string requirement evaluations for requested IDN ccTLDs. This includes a verification that the delegations of new TLD strings will not result in user confusion with any existing strings in the DNS. Interisle is currently in the process of forming the DNS Stability Panel for Fast Track Process String Evaluation and providing on-boarding material to panel members. Online Request System: the online system through which IDN ccTLD requests will be submitted is in the final stages of development and testing. The next three weeks will be used: (i) finalize the online content (ii) perform a legal review (iii) undertake a live test. As part of the live test ICANN has consulted with representatives of five countries and invited them to participate in testing of the system. Testing includes: submitting a test request in the system, processing / qualification by staff, providing feedback on the test to participants. These tests will run from the end of September through 9 October after which a new status report of overall Fast Track implementation will be released. Online IDN area: the IDN area online will be revised with an FAQ, factsheets, and a manual reference for use of the online request system. The new and improved site will be released prior to the Fast Track Process launch time. Linguistic Processes: there are a few aspects of the Fast Track Process that are related to linguists or require the advice or statements from experts in writing systems. An important piece of this relates to the requested string(s) as a meaningful representation of a country or territory name. UNGEGN has agreed to support Fast Track participants as needed with referrals to such expertise. The referrals will be provided through an ICANN point of contact and the method for requesting such expertise will be described in the proposed Final Implementation Plan. ICANN plans to support to those requiring linguistic assistance. Outstanding issues: several topics that has been discussed in public comment on implementation proposals of the Fast Track Process since the initial draft implementation plan was released on 23 October 2008. These include: (i) the form of relationship between an IDN ccTLD manager and ICANN, (ii) cost considerations regarding contribution to processing and TLD support costs, (iii) management of variant TLDs. Solutions to these issues have been discussed, and it is believed that current opinions or positions of each community segment is well understood. This type of "internationalization" affects how information displays to Internet users, and how users submit information to applications. A recently published report on internationalized registration data (SAC037 <http://www.icann.org/en/committees/security/ssac-documents.htm> ) by the Security and Stability Advisory Committee (SSAC) explains that standard formats are defined for internationalized domain names (IDNs), but no standards exist for how contact information and other registration data can be submitted and displayed using character sets other than ASCII. Can Internet users continue to use Whois services effectively if data such as contact information, host names, sponsoring registrar and domain name status are submitted and displayed only in local languages, or in a random mix of languages ? I suggest that, if the GNSO decides to request additional support, you submit the request and if the budget impact is small, we might be able to adjust support. Fast Flux Hosting Motion - final results

Dear Councillors, The Fast Flux Hosting Motion before the GNSO Council on Thursday, 3 September 2009, which allowed for absentee voting, passed by 21 votes in favour, one abstention and five Council members did not vote. Who would benefit from the cessation of the practice, and who would be harmed? Are registry operators involved, or could they be, in fast flux hosting activities? If so, how? Are registrars involved in fast flux hosting activities? If so, how? How are registrants affected by fast flux hosting? How are Internet users affected by fast flux hosting? What technical, e.g. changes to the way in which DNS updates operate, and policy, e.g. changes to registry / registrar agreements or rules governing permissible registrant behavior measures could be implemented by registries and registrars to mitigate the negative effects of fast flux? What would be the impact (positive or negative) of establishing limitations, guidelines, or restrictions on registrants, registrars and/or registries with respect to practices that enable or facilitate fast flux hosting? What would be the impact of these limitations, guidelines, or restrictions to product and service innovation? What are some of the best practices with regard to protection from fast flux? Obtain expert opinion, as appropriate, on which areas of fast flux are in scope and out of scope for GNSO policy making; Whereas the Working Group has faithfully executed the PDP, as stated in the By-laws, resulting in a Final Report delivered to the GNSO Council on 13 Aug 2009; Whereas the Working Group did not make recommendations for new consensus policy, or changes to existing policy; Whereas the Working Group has developed and broadly supports several recommendations, and outlined possible next steps; Whereas the GNSO Council has reviewed and discussed these recommendations and the Final Report; The GNSO Council RESOLVES: To extend our sincere thanks to the Working Group members, to the Chair James Bladel, to the Council Liaison Mike Rodenbaugh, and to two members of the ICANN Policy Staff, Marika Konings and Glen de Saint Géry, for their efforts in bringing this Working Group to a successful conclusion; To encourage ongoing discussions within the community regarding the development of best practices and / or Internet industry solutions to identify and mitigate the illicit uses of Fast Flux; and The Registration Abuse Policy Working Group (RAPWG) should examine whether existing policy may empower Registries and Registrars, including consideration for adequate indemnification, to mitigate illicit uses of Fast Flux; and To encourage interested stakeholders and subject matter experts to analyze the feasibility of a Fast Flux Data Reporting System to collect data on the prevalence of illicit use, as a tool to inform future discussions; and To encourage staff to examine the role that ICANN can play as a "best practices facilitator" within the community; and To consider the inclusion of other stakeholders from both within and outside the ICANN community for any future Fast Flux policy development efforts; and To ensure that successor PDPs on this subject, if any, address the charter definition issues identified in the Fast Flux Final Report. To form a Drafting Team to work with support staff on developing a plan with set of priorities and schedule that can be reviewed and considered by the new Council as part of its work in developing the Council Policy Plan and Priorities for 2010. That policy includes: A single 15-working-day deadline for documents, including meetings agendas Best practice guidelines on the production of meeting agendas, cover sheets and executive summaries Emphasis on the use of plain language and minimised use of jargon Sections considering the issues of translation, earlier provision of presentations, and reporting on the efficacy of the operational policy The community is encouraged to respond to the policy online and through email. The results of the comment period will be used to revise the policy, with the expectation that it will be put to the Board for formal approval in time for or at the Seoul meeting in October. The Board formally approved at its July meeting a single 15-working-day deadline for all ICANN international public meetings (resolution 2009.07.30.11). At the same time it requested that an operational policy providing fuller details be published for public comment with the Board Public Participation Committee reporting back to the Board with any suggested refinements (resolution 2009.07.30.12). In addition to the public comment period, the Board Public Participation Committee will be holding a public online session in September to receive additional feedback. A simple link will allow you to see and hear the Committee as well as any relevant presentations. You will be able to interact with others in a chatroom, put forward typed questions, as well as virtually raise your hand to be called upon to ask a question using your computer's microphone.
