Councillors, Please see below and attached a letter that the Consumer Metrics WG is suggesting I send as GNSO Chair to the GAC Chair. I am adding this to our June 7 meeting as a consent agenda item so I would appreciate if prior to that meeting, we have discussed on the list so that we are all either comfortable with the text, or certain we do not want to send the letter. In order to get the discussion started, I have a few suggested edits to this letter that I will send in a follow-up email. Jeff, I would not want the letter to be mis-interpreted. I view it serving two specific purposes, both within the scope of a working group. First, it is soliciting input from a legitimate part of ICANN which could, if it wanted to, offer such input without solicitation. In the GNSO working group world, all are welcome, yes? Second, it is an offer of proof that the GNSO, its Council and the GAC have a mutual interest. None of this is a bar to continued and vigorous Council debate. The way it is portrayed in the letter, although it says that it needs approval from the GNSO, it implies that the advice does have at least some endorsement from the GNSO community. Otherwise, why would we (the GNSO) be soliciting feedback on it. In my mind, there is a difference between putting something out for general comment through a public comment period vs. sending it directly to SOs for their view on the GNSO’s work product. I know it is a subtlety, but the GNSO Council should be somewhat comfortable with the substance of the draft advice prior to directly soliciting other SOs and ACs views on the matter. Councillors, FYI, please see below an excerpt of a conversation that was had during this week's ICANN Chairs call. I am not aware of any specific problems at Council level, but would like to know if individual groups are having difficulties so that I can carry that message back if that's the case. I remember those days. Those were also the days the constituencies had to pay membership dues to be part of the DNSO. NGSC is apparently singularly in need enough to require an enumerated list: The NCSG is committed to the following: * Nondiscriminatory and impartial application of rules. * Transparency * Service standards for elected officers. * Standards of member behavior. * Equality of participation. * Encourage Consensus. No similar language for Rgr or CSG. As the same standards should be applicable to all groups, why not list these once at http://gnso.icann.org/about/stakeholder-groups.htm and focus the remaining texts on descriptions provided by the groups themselves? 3. While the other three SGs follow a pictorial template of ExCom, Councilors, NGSG's is an odd mishmash that intermingles the two in a single column, apparently to additionally show internal details like committee assignments. Not clear that's necessary and we couldn't be organized like the others. 4. NCUC's page is out of date, as Konstantinos has stepped down as chair since he took a job with ISOC. Our Interim Chair is now David Cake. And the correct URL to point to is www.ncuc.org <http://www.ncuc.org/> 5. The how to participate page http://gnso.icann.org/about/participation.htm could start off by being clearer about joining a constituency/SG as logical and preferred starting point, with links to how. The link on how to form a new one could be grouped with that. The only mention of the GA is as a listserv at http://gnso.icann.org/mailing-lists/index.htm. Perhaps understandable given the prevalence of troll content etc, but it does exist and one can't help wondering whether it should be left in its current state. 6. Would it be useful to have dedicated spaces on the home page for total newbies that lead to a step by step walk through of GNSO, how it fits in ICANN, how PDPs work, "so you're attending your first ICANN meeting," etc? Similarly, and further to the diffuse outreach discussions going on in various places, perhaps something similar related to people for developing countries who want to know more and might want to participant could be useful... Dear GNSO Council Members, Stakeholder Group Leaders and Constituency Leaders, We are pleased to announce that the new-improved GNSO website is now LIVE! http://gnso.icann.org We are hopeful you will find the new look, site architecture and content, to be a vast improvement from the old design, but this is just the first phase. We are planning to add additional functionality, better graphics and further improvements over time - including now being able to move forward with efforts to provide web presence functionality for all GNSO Stakeholder Groups and Constituencies. Lastly, we will be conducting a small review session of the new site at Prague. It is tentatively scheduled for Monday morning. At this session, we will provide a quick overview of the new site and also provide some hints and tips for finding all active GNSO and GNSO Council information.
