The Clearinghouse will accept and authenticate rights information, and will support both trademark claims and sunrise services, required in all new gTLDs. Today, ICANN is publishing two explanatory memoranda related to the Trademark Clearinghouse for a 45-day public comment period: 1. Implementing the Proof of Use Verification<http://newgtlds.icann.org/en/about/trademark-clearinghouse/proof-of-use-24s…> [PDF, 176 KB] - This memo describes the procedures to be used by the Clearinghouse to verify proof of use associated with a trademark where requested. 2. Implementing the Matching Rules<http://newgtlds.icann.org/en/about/trademark-clearinghouse/matching-rules-2…> [PDF, 194 KB] - This memo provides the detailed explanation of how a "match" is determined between a trademark record and a domain name, for purposes of the sunrise and claims processes. The public comment period opened 24 September 2012 and will close on 7 November 2012 at 23:59 UTC. It is informed by the gTLD Applicant Guidebook<http://newgtlds.icann.org/en/applicants/agb>, as well as inputs from the Implementation Assistance Group (IAG)<https://community.icann.org/display/cctrdmrkclrnghsiag/Home> and other community discussions. The URS is one of the mechanisms to address trademark protection concerns in the New gTLD Program. The URS is expected to provide trademark holders with a new, cost effective remedy in addition to those available under the Uniform Domain Name Dispute Resolution Policy (UDRP) and applicable law. The primary purpose of the URS is to provide for rapid suspension of domain names on trademark infringement cases in which there is no genuine contestable issue as to the infringement and abuse that has taken place. Candidates for operating the URS are expected to meet the requirements outlined in the RFI, which include, for example, a demonstrated understanding of the issues concerning global intellectual property rights and the Internet, proceedings in an expedited online context, dispute resolutions, UDRP proceedings, and serving as globally diverse and highly qualified neutral panelist. ICANN seeks candidates with a proven ability to manage and support processes in multiple languages, in addition to fulfillment of the technical requirements. This draft takes into consideration community feedback gathered through consultations and submitted public comments. A Strategic Planning session is scheduled for Toronto that will be organized to take comment on this document and also raise for discussion future strategy formulation as well as a model for ICANN planning and execution. With regard to those last two items, community feed back also indicated that ICANN should undertake a full-scale strategy development for the next planning cycle to cover 3 to 5 years and that there be clear linkage of strategy and execution. Future planning cycle: Focus on developing and implementing a strategy that will: * Develop a shared vision and define ICANN's mission, to be followed consistently. * Consider environmental forces and new developments that will impact the multi-stakeholder model. * Formulate "macro-level" organizational objectives and goals that are clearly derived from ICANN's vision and mission. Linkage of strategy and execution: ICANN's Strategic Plan is linked to the annual Operating Plan and Budget. The Execution Structure is a management system methodology that will ensure that strategy is translated into actionable and measurable goals, programs, projects and activities by: * Facilitating understanding of organizational objectives and goals that form the basis of the annual Operating Plan and Budget. * Measure effectiveness of initiatives and programs by implementing a management system of clear ownership, timelines, metrics and accountability. http://gnso.icann.org/en/ A Parting Message from the Chair of the GNSO Council This is a fascinating time. The new gTLDs, born out of extensive policy develop work done by the GNSO, is set to redefine the Internet's naming system. This programme will have a profound impact on Internet users worldwide, but also on ICANN and the generic name community. This is certain to be one of the many topics of conversation that the GNSO Council will delve into when it convenes for a full week's work at the 45th ICANN International meeting in Toronto. For me, Canada will be a very special and emotional meeting. After four years on the Council, including one as Vice Chair and two as Chair, I will be moving on to new pastures. It has been immensely rewarding working alongside truly exceptional individuals and helping to shape the global gTLD space's policies. I am honoured to have served on what I consider to be one of the jewels in the ICANN crown. I wish the GNSO well as it moves into this new era of hundreds of new gTLDs, and I will continue to be a staunch supporter of the GNSO Council. The survey aims to measure the level of support for various technical requirements outlined in the WHOIS Service Requirements Report<http://gnso.icann.org/issues/whois/whois-service-requirements-final-report-…> [PDF, 633 KB], as requested of ICANN Staff by the GNSO Council. The survey consists of 15 sections around 11 technical requirements, and it will be made available until 31 October 2012. Afterwards, the WSWG will produce a final report and deliver it to the GNSO Council toward the end of 2012. The report will describe the results of the survey and any agreed upon recommendations by the WG for the GNSO Council's consideration concerning WHOIS. Many sections of this survey will require a high degree of technical skill around WHOIS. If the participant feels that they may not understand a question or not possess the technical knowledge to answer it appropriately, then the participant is welcome to skip the question and move on to the next one. If completing the survey for an organization, the participant may wish to engage more technical personnel to help complete all sections of the survey. GAC Toronto High Level meeting

Councillors, Heather Dryden, the GAC Chair, and I have conferred about the GAC HL meeting and how it is being organized. The session planned with the leadership of the SOs and ACs is actually meant to help officials from governments that are not usual ICANN participants understand the way we work. So my previous request for topics for this session now appears moot. The kind of items we might want to discuss are linked to the makeup of the GNSO, what our body is and what it represents, the value of the model we operate in, how we interact and work with governments and their reps inside the GAC, an explanation of the major interest that make up the GNSO (companies, communities, etc...). The idea is for me to provide this kind of insight. The meeting itself will be open all day, but seating at the table will be limited to those invited to participate. My suggestion to Heather was to have the full GNSO leadership representing the Council, so me as Chair and your two VCs representing both houses. We can discuss and prepare for this session in more depth as we approach Toronto. GAC GNSO joint meeting in Toronto

Councillors, Heather also informed me that the GAC would not be able to meet with us in Toronto. Glen, Wolf, please update our weekend agenda accordingly. Heather was keen to stress that the GAC values its meetings with us immensely. The reason they have preferred not to meet in Toronto is that the GAC is having to prioritize work on new gTLDs and providing early warnings and advice on schedule. I am sure that we can all appreciate that as being a real priority for the whole community. The GAC will be meeting with only a few other ICANN bodies in Toronto, and all of them are linked in some way with the GAC's current work on new gTLDs. So those meetings will be extremely focused on that.
