GNSO Council Response to the Geographic Regions WG Recommendations

Here's a suggested outline for a GNSO Council Response to the Geographic Regions WG Recommendations: 1. Thank the WG for their considerable and thorough work. 2. Acknowledge a few key points that we strongly support, for example: a. Executive Summary item 7 - ". . provide flexibility to individual communities and structures within ICANN . . . " by permitting them to: follow the same framework as the Board, or develop their own mechanisms (with Board oversight) for ensuring geographic diversity within their own organizations." b. Executive Summary Item 8 - ". . . Staff should also develop and implement a process to permit stakeholder communities in countries or territories to pursue, if they wish, re-assignment to a geographic region that they consider to be more appropriate for their jurisdiction." 3. Call attention to any points about which we have questions, for example: Executive Summary Item 9 - ". . the Working Group recommends that ICANN seek ways to recognize and accommodate Special Interest Groups to promote the interests and unique attributes of stakeholder communities that may not clearly fit into the formal top down regional structures. These "bottom-up" groupings would be complementary to the formal regional framework, and would not replace it. They would not form any part of ICANN's decision-making structure but would be free to lobby for the support of elected representatives. " Some clarification of what is meant by the last sentence would be helpful. Assuming we understand the intent, we would suggest that such groups work within existing structures as much as possible to communicate their concerns. I think this would be much better than saying "no response". This version includes some edits in item 3 that were suggested by an RySG participant. I guess the answer to your a or b or c question is YES. We have discussed such options (very briefly), but that is indeed something that we are not being prescriptive about. The real thrust of the recommendation is the word "funded". We (the GNSO and community) are making good progress toward coming up with methodologies which could improve the policy development process, but many of them will require funding (whether for services, travel or additional ICANN staff). DSSA -- broadening its exposure

hi Avri, the DSSA brought this report to the Council a while back (time doesn't permit figuring out exactly when). the report was caught in the usual logjam of crisis stuff and was given a very brief acknowledgement at that time. i would love an extensive discussion in the community and on this list. the part you're quoting though isn't from the report -- that's based on the letter of submission from us co-chairs to our respective Councils (which we should have linked to this motion -- but didn't, so i've attached it to this note). in that letter, we co-chairs are pretty emphatic that the "go ahead with Phase II" option is a bad idea, and that sentence is part of our justification as to why we think that way. sorry for soo terse. hope this helps. happy to discuss on the call mikey On Dec 12, 2013, at 7:38 AM, Avri Doria <avri(a)ella.com> wrote: > Hi, > > Please forgive me for coming late to this topic. > > Just reading the report now, and am wondering about: > > - have these results been extensively presented to the community and discussed with them?
