GNSO Web-Site Survey

GNSO Web-Site Survey http://gnso.icann.org/en/announcements/announcement-04dec13-en.htm 4 December 2013 In May of 2012, the GNSO Policy Team, in partnership with ICANN's Web Team, launched a new theme and information structure for the GNSO website. The primary goal of that initiative was to improve the information architecture of the web site and to better align the documentation of GNSO Council activities with other community operations on the site. Key new features included: * More clarity regarding the activities of the GNSO community, the GNSO Council and its Working Groups * Quick access to active projects and an archive of past GNSO Council efforts * Better descriptions of the current GNSO organizational structures including archives of its various structures from the formative years of the GNSO as it transitioned from the DNSO (note, documentation of past efforts is still under way) * Web site integration with myICANN for pushing (RSS) change notifications So far, the site has experienced nearly 26,000 visits (130/day on avg.) with just over 15,000 being unique visitors. On average, users tend to visit 2.5 pages -- for an average duration of nearly three minutes. Approximately 30% of the traffic is from outside the United States. While we've been collecting a good bit of data about how often the improved site is visited (e.g., Google analytics, etc.), we now want to gather direct community feedback from you on how effective the site is proving to be, so that we can determine what further improvements are desirable and achievable. We've developed the following survey to provide a structured method to collect your input. The survey is designed to take no longer than ten minutes to complete - even if you choose to expand your responses with additional text - which we hope you'll do!. After the survey closes in December, we will collate and analyze the results and publish a report for GNSO leadership review. Depending on the feedback collected, that report may include recommendations for future enhancement. This Webinar is run to provide potential Working Group volunteers with relevant information prior to the launch of this WG. The presentation will cover some background on the GNSO Policy Development Process, the general expectancy with read to WG workload and deliverables. In addition, it will provide background information on the issue of Translation and Transliteration of Contact Information and give an overview of the WG's Charter. In the final section, will also explain the content and purpose of the related, staff-initiated feasibility study, the result of which are expected to feed into the WG's deliberations. Please note that the two sessions, on Tuesday 10 December 12.00 UTC and Wednesday 11 December at 18.00 UTC, are duplicates, scheduled to accommodate different time zones. Each session, scheduled to run for sixty (60) minutes, will be conducted in English only. The meeting will be run in Adobe Connect with a slide presentation along with a dial-in conference bridge for audio. Participants will have the opportunity to ask questions at the end of each session. During the course of the webinar, questions may also be submitted using the chat function of Adobe Connect. Background research Staff paper on improving the PDP is in the works Community input Chairs and WG veterans stress need for F2F meetings, professional facilitators, Board involvement and for people were both for and against the Board issuing threats and deadlines. Interconnect Report Findings PDPs mostly done by North Americans and Europeans Most active participants are paid to be there Many participants dissatisfied with process, time it takes and feel it’s not worth while – one time only WG participation is typical Culturally, PDP and WG process very Western culturally and English language based ATRT2 Findings Growing sense that professional facilitators are needed to help resolve difficult issues, although it may not suffice Current model is based on email and conference calls, but F2F is more effective Board deadlines sometimes used to overcome intractable differences, but it’s not clear how to ensure people negotiate within PDP in good faith. Board is part of the problem: Board deadlined PDPs don’t always create good policy. Or Board says it wants a policy and decides its own response in the meantime, or Board nullifies outcomes of a PDP. This creates distrust that some in the PDP are not committed to it and will undermine outcome by lobbying Board or GAC. ATRT2 Draft New Recommendations ICANN should: Fund facilitators and draft guidelines for when they can be used Provide funding for more F2F meetings Work with community to make PDP faster, to attract more people The GAC should: With the GNSO, find ways to input to WGs and to GNSO Council on draft PDP reports The Board and GNSO should: Start an initiative to increase participation from outside NA/Europe, non-English speaking, other cultures, people not funded by industry. Players Also: The Board should set procedures for what to do when the GNSO cannot come to a decision within the time, and state “under what conditions the Board believes it may alter PDP recommendations after formal Board acceptance”. A step should be added to the PDP process where those unhappy with staff comment summary can respond.

Designing a 21st Century ICANN Hello! The ICANN Strategy Panel on Multistakeholder Innovation <http://www.icann.org/en/about/planning/strategic-engagement/multistakeholde r-innovation> (the MSI Panel) and The Governance Lab @ NYU <http://thegovlab.org/> (The GovLab) recently launched an online engagement effort aimed at helping to design a 21st century Internet Corporation for Assigned Names and Numbers (ICANN) the public interest organization responsible for coordinating the Internet¹s Domain Name System (DNS). We are writing to request your participation in this important initiative and to help us spread the word! The MSI Panel has been charged with: * Proposing new models for international engagement, consensus-driven policymaking and institutional structures to support such enhanced functions; and * Designing processes, tools and platforms that enable the global ICANN community to engage in these new forms of participatory decision-making. The Panel is a small group of seven with no monopoly on the best ideas for what ICANN should or should not do to coordinate the DNS in the public interest. All suggestions to make ICANN more effective and more democratic whether constitutional, structural, legal, procedural or technological will be welcome. While we cannot decide for ICANN, the aim of the MSI Panel is to use its authority to push for real change. Thus, we want ideas that are concrete and specific for innovative processes, structures, platforms, and techniques to design a 21st century ICANN. You are invited to participate in a webinar about the recently released Whois Misuse Study, conducted for ICANN by Carnegie Mellon University’s Cylab. This study has now been published for public comment, and community feedback is being invited in order to assist ICANN with evaluating potential changes to Whois policy. The study was commissioned by the GNSO to obtain objective and quantifiable information about the extent, nature, and impact of WHOIS public data misuse – that is, harmful actions taken using contact information obtained from WHOIS – through (1) analyzing reported misuse incidents and (2) conducting experiments to measure misuse and the effectiveness of anti-harvesting measures. CMU was engaged to perform the study using two complementary approaches: (1) a descriptive study to document and analyze WHOIS misuse incidents that have already occurred and (2) an experimental study to stimulate and record misuse to in order to measure more reliably the impact of making WHOIS data public and WHOIS query filters applied to deter data harvesting. CMU’s chief researchers on the study, Dr. Nicolas Christin and Mr. Nektarios Leontiadis, and ICANN staff will provide a briefing on Tuesday 17 December at 12.00 UTC and 19.00 UTC, summarizing their findings and conclusions based on the studies they performed and data they analyzed. Amongst other topics, Dr. Clayton will discuss: · CMU’s methodology for the study and the hypothesis tested; · The different project activities that were undertaken for the study; · CMU’s analysis of the data reported and sampled for the study; and · CMU’s conclusions based on the results of its analysis.
