Motion regarding GNSO liaison to the GAC

I would like to move the following motion. Regards David ----- Appointment of GNSO Liaison to the Governmental Advisory Committee Whereas: 1.As part of the discussions within ICANN between the GNSO and GAC, on how to facilitate early engagement of the GAC in GNSO policy development activities, the option of appointing a GNSO liaison to the GAC has been proposed as one of the mechanisms to explore. 2.As such, the GAC-GNSO Consultation Group (CG) on GAC Early Engagement in GNSO policy development activities proposed to implement this option as a one-year pilot program in FY15 (starting 1 July 2014 to 30 June 2015). 3.This mechanism will be evaluated at the end of FY 15, by both the GNSO Council and the GAC, to determine whether or not to continue in either in the same form or with possible adjustments based on the feedback received. 4.Following a call for candidates (seehttp://gnso.icann.org/mailing-lists/archives/council/msg16435.html) five applications were received which were evaluated by the GNSO Council Leadership based on the objective criteria outlined in the call for candidates. 5.Mason Cole received the highest score and was unanimously selected by the GNSO Council Leadership as the preferred candidate. Resolved: 1.The GNSO Council hereby appoints Mason Cole to the role of GNSO Liaison to the Governmental Advisory Committee until 30 June 2015. 2.The GNSO Council Leadership Team will co-ordinatewith Mason Cole as well as the GAC-GNSO Consultation Group on next steps and the successful implementation of this new role.

For this programme again 1 seat is reserved for a representative from your stakeholder group. The programme is designed for current and incoming leaders, helping them to better understand the complexity of ICANN and elaborate their facilitation skills. We are aware that understanding ICANN as an organisation, the topics discussed within ICANN and interaction within the other stakeholder groups is challenging for incoming leaders, but sometimes also for experienced leaders. ICANN and the community are undertaking considerable effort in order to help incoming leaders have a good start in their term and provide current leaders the opportunity to strengthen their leadership and facilitation skills. Participants will have the chance to: * meet leaders from the other AC/SOs; * discuss ICANN hot policy topics in an in-depth manner; * deepen the understanding of key ICANN processes; * develop facilitation and leadership skills, focused personal effectiveness to run meetings and foster processes; * facilitate a session on a topic of their expertise and in accordance to the curriculum (experienced leaders only). You can find a preliminary programme attached. Accommodation for participants will be covered between Tuesday, 7 October and Friday, 10 October and participants will receive a stipend. Please note that flights will NOT be covered under this programme as incoming and current leaders are normally covered by the regular ICANN travel support. 8.21.14 ccNSO Council report

All, The ccNSO Council call this morning was dominated, as many of our meetings have been, by motions. Administratively, they approved a timetable for the filling of five council seats coming open in March '15 (including that of chair, Byron Holland) and another one for the election of Board Seat 11, currently held by Mike Silber. His term is up at the annual general meeting in Los Angeles. It is possible for him to be re-elected. And, finally, they re-appointed Juhani Juselius of Finland as their rep to the Nominating Committee. On broader matters, they adopted the charter for the cross community working group on IANA Stewardship Transition on Naming Related Functions (with friendly amendment) & will issue a call for volunteers with participation not limited to ccNSO members. This is a persistent topic for the ccNSO Council, allowing non-member ccTLD manager to participate. Complementary to this was the creation of a standing ccNSO committee on IANA Stewardship Transition and Accountability Coordination Committee. The boldface is mine to highlight the strong link the ccNSO puts between the two. This reflects the GNSO view, too. Let me know if you have questions. Cheers, Berard

Filling the ccNSO Council liaison spot

All, As my term on the GNSO Council is up at the annual general meeting in Los Angeles, the Council will need to designate my replacement as liaison to the ccNSO Council. It is little heavy lifting, but does require participating (observing and listening, mostly) to the monthly calls of the ccNSO Council. The calls generally are held to an hour and are scheduled at 1200 UTC. It has been my practice to issue a meeting report to the GNSO Council so that each of you can be aware of their actions. If the reinvigorated joint meetings of our two councils, the rapid expansion of cross community working groups and the natural affinity between the GNSO and the ccNSO on ICANN matters (e.g., budget, SSR and accountability) all hold, the position will become more visible in the coming months/years. I suggest we put the selection of a new liaison on the agenda for either our meeting September 4 meeting or in Los Angeles. Cheers, Berard
