CSC Final Slate Approval and Joint GNSO/ccNSO Letter

On behalf of James Bladel, Heather Forrest, and Donna Austin, GNSO Council Chair and Vice Chairs, and Katrina Sataki, ccNSO Chair, please see the attached joint letter announcing to ICANN the approval of the CSC liaisons and members by the GNSO and ccNSO. Results of Electronic Voting on two motions before Council

Dear Councillors, The GNSO Council email vote on two motions (see: https://community.icann.org/x/DQObAw) closed at 23:59 UTC on Tuesday 9 August 2016. Both motions passed unanimously. Please find the results attached and at the url below https://tally.icann.org/cgi/results?e=377bb3fd405 You will notice that on the email ballot each motion states 21 votes [] In favour while there are only 20 eligible voters. This has come about because James Bladel held the proxy for Jen Gore who has left the Council and the Registrar Stakeholder Group has not yet elected a replacement. In the absence of a second email address for James, and with his consent, his email was added to the voters list twice with a different weight so that he could receive two separate ballots and so could exercise his proxy vote. jbladel@godaddy.com:1 jbladel@godaddy.com:2 The system has added an extra vote to correspond with the weighting, so please ignore the extra vote. There were 20 eligible voters and all voted in favour of both motions. Dear all, The Council chairs have informally let Bruce know that the Council will be closing its vote on its review of the GAC Communique on 9 August, the same day that the Board will be holding its meeting to consider the PPSAI PDP recommendations: https://www.icann.org/resources/board-material/agenda-2016-08-09-en. While they were obviously not able to present the Council’s specific comments on the PPSAI issue pending the result of the vote, they thought it might be helpful if the Board knew that the Council is considering comments on the GAC’s Helsinki advice on this topic. Our understanding is that Bruce has in turn notified the rest of the ICANN Board. Following the evaluation by the ccNSO and GNSO Selection Committees, please see the attached final list of the full slate of CSC liaisons and members for the upcoming vote outside of a meeting to be held by the GNSO Council beginning not later than 06 August and closing 09 August. This list will be linked to the previously submitted motion for the vote at: https://community.icann.org/display/gnsocouncilmeetings/Motions+9+August+20…. As noted previously, the GNSO Council requested that the GNSO CSC Selection Committee shall engage, if requested, with the ccNSO Selection Committee to evaluate the full slate of CSC members and liaisons. The GNSO and ccNSO CSC Selection Committees met on 02 August to consider the CSC liaisons and members. Following that meeting the GNSO CSC Selection Committee sends via this message to the GNSO Council the recommended list of CSC liaisons and members. Although the GNSO and ccNSO CSC Selection Committees recommend approval of the full slate of CSC liaisons and members to our respective Councils, the GNSO CSC Selection Committee believes, and imagines that other SOs and ACs might agree, that there are concerns with the timing of the process. We suggest that these concerns also should be raised to ICANN and the community when the ccNSO and GNSO convey their joint approval as a formal statement. First, both the ccNSO and GNSO Selection Committees agreed that although the full slate of members and liaisons fully embodies the skills and general diversity necessary for their roles, the GNSO CSC Selection Committee believes that the extreme time limitation for the selection process may have limited a broader diversity of candidates from being encouraged to apply. Furthermore, some potential candidates may not have applied due to the lack of time for outreach to address questions or concerns about the skills needed for the member and liaison roles. The GNSO Selection Committee has noted that in the future review of the CSC Charter the membership process should be amended to address the above mentioned issues. As noted above, the attached list is subject to the vote of the GNSO Council after which the ccNSO and GNSO Councils will provide the final list to ICANN not later than 10 August. The Council’s resolution further states that volunteers be those who “can demonstrate reasonable knowledge of or experience with the process of revising the ICANN Bylaws or GNSO Operating Procedures” and that the DT “shall reflect the current composition of the GNSO and as such, the GNSO Council may review the number of volunteers identified”:http://gnso.icann.org/en/council/resolutions#20160630-2.
