If you are unable to join us at ICANN60, your engagement manager is always available to answer questions and assist with your inquiries. 2018 GDD Summit Survey: At the request of the gTLD Registries and Registrar Stakeholder Groups, the ICANN organization is conducting a brief survey of our contracted parties to determine the most suitable location and appropriate timing for the 2018 GDD Industry Summit. If you haven’t already done so, please take a moment and complete the GDD Summit Survey<https://www.surveymonkey.com/r/GDDSummit18> so we can collect everyone’s input for consideration. The deadline to respond is 11 October 2017. European Union General Data Protection Regulation (GDPR): The European Union’s GDPR will affect the ICANN organization in at least two areas: (1) Personal data that participants in the domain name ecosystem collect, display, and process, including registries and registrars pursuant to ICANN contracts; and (2) personal data that ICANN collects and processes for internal or external services. The Business Constituency is planning a cross-community session at ICANN60 in Abu Dhabi to discuss GDPR implications for ICANN. Registration Data Access Protocol (RDAP) Pilot: The ICANN organization recently announced a voluntary RDAP pilot program, which began on 5 September 2017 and will conclude on 31 July 2018. RDAP enables users to access current registration data and was created as a replacement for the WHOIS protocol. The goal of the pilot program is to develop a baseline profile (or profiles) to guide implementation, establish an implementation target date, and develop a plan for the implementation of an RDAP-based solution. ICANN Contracted Parties Survey Results: Earlier this year GDD partnered with the MITA Group<https://mitagroup.com/> to conduct a survey of ICANN contracted parties. The objective of the survey was to baseline perceptions of the ICANN organization on the following dimensions: integrity, dependability, competence, commitment and satisfaction. The ICANN organization published the survey results on 5 September 2017 on the GDD Metrics page<https://www.icann.org/resources/pages/metrics-gdd-2015-01-30-en>. We thank our survey respondents for their constructive feedback and comments, and have incorporated revised performance objectives and goals into our staff’s roles and responsibilities in consideration of the feedback. Domain Name System Abuse Study: Listen to a recording<https://newgtlds.icann.org/en/reviews/cct/dns-abuse> of two recent webinars on the Statistical Analysis of DNS Abuse in gTLDs (SADAG) Report. The study, commissioned at the request of the Competition, Consumer Trust and Consumer Choice Review Team, examined the impact of safeguards put in place as part of the New gTLD Program to mitigate abuse. The summary of public comments on the report will be available here<https://www.icann.org/public-comments/sadag-final-2017-08-09-en> on October 6, 2017. Separately, ICANN’s Office of the CTO recently published its first Domain Abuse Activity Project Report<https://www.icann.org/octo-ssr/daar>. Registrant Services Education Series: ICANN has published a blog<https://www.icann.org/news/blog/do-you-have-a-domain-name-here-s-what-you-n…> – the first of our educational series for registrants – ‘Do you have a domain name? Here’s what you need to know.’ – on the importance of keeping your contact information up to date and the WHOIS Data Reminder Policy (WDRP). Concurrently we also published – ‘5 Things Every Domain Name Registrant Should Know about the WDRP<https://www.icann.org/resources/pages/5-things-registrants-know-wdrp-2017-0…>’, a complementary educational piece. We also updated the FAQs on Domain Name Registrant Contact Information and the WDRP<https://www.icann.org/resources/pages/faqs-f0-2012-02-25-en> and reorganized the registrant landing pages<https://www.icann.org/resources/pages/domain-name-registrants-2017-06-20-en>, all in an effort to make information for registrants a bit easier to navigate and understand. ICANN intends to continue to add materials, so please check back and feel free to leverage these materials for your own use. Pre-Audit Notification to Contractual Parties: Effective 31 July 2017, Contractual Compliance stopped sending the pre-audit notification to all contracted parties to avoid confusion and reduce emails. However, based on recent feedback, the pre-audit notification will resume for future audits and will only go out to the contracted parties in scope of the audit to allow for resource planning. Policy Implementation Updates Registry Registration Data Directory Services Consistent Labeling and Display Policy now in effect: As of 1 August 2017, applicable registry operators are required to implement the data specifications defined by the Registry Registration Data Directory Services Consistent Labeling and Display Policy. Privacy and Proxy Service Provider Accreditation Program Implementation: The Privacy and Proxy Service Provider Accreditation Program Implementation Review Team (IRT) was launched in October 2016, following the Board’s approval of the Final GNSO Policy Recommendations<http://gnso.icann.org/en/issues/raa/ppsai-final-07dec15-en.pdf>. The IRT is in the final stages of reviewing the draft Accreditation Agreement, Accreditation Policy and related accreditation program materials, with the goal of posting these materials for public comment within this calendar year. Thick WHOIS Transition Policy Implementation: The transition from Thin to Thick for .JOBS remains on schedule. Verisign’s request to defer starting the data migration for .COM and .NET was granted by the ICANN organization on 29 June 2017, with a new deadline for the start date of 29 November 2017. The ICANN organization granted the request on the basis that this would not impact the policy effective dates of 1 May 2018 and 1 February 2019. On 17 August 2017, the ICANN organization received a request from the RrSG requesting a 120-day extension to the .COM and .NET for the policy effective dates. Registrars Across Field Address Validation: A Request for Information has been published to gather information and available possible solutions. Once the responses have been received, ICANN intends to commission a third party to complete a study to analyze the potential solutions and generate a report along with a recommendation based on criteria from ICANN and the Registrar Working Group. Registrar Data Escrow Agent Notifications to ICANN: With a focused effort on improving Registrar Data Escrow processes, the ICANN organization plans to update the Registration Reporting Interface (RRI) to add support for approved Data Escrow Agents to submit Registrar Data Escrow notifications to ICANN. This is a parallel effort with the current Request for Proposal<https://www.icann.org/news/announcement-2-2017-08-17-en> for an ICANN designated Agent for Data Escrow Services. This improvement will facilitate tracking of any outstanding Data Escrow reporting, and registrars will have the option to monitor their Data Escrow obligations through the RRI system. Registry Service and Evaluation Process (RSEP) Improvement Project: Members from the GDD and representatives from the Registries Stakeholder Group (RySG) have been working to review RSEP. The objective is to find ways to improve timelines from initial RSEP request through the finalizing of ICANN approval, and to provide more clarity to registries in each stage of the process. Representatives from GDD and RySG will review the progress of the discussions at ICANN60. Framework for Registry Operator to Respond to Security Threats: The Security Framework Drafting Team (SFDT), consisting of representatives from registries, registrars and the Governmental Advisory Committee Public Safety Working Group (PSWG), collaborated with the ICANN organization to publish the Report of Public Comments<https://www.icann.org/en/system/files/files/report-comments-draft-framework…> for the draft Security Framework document and plans to publish the final document prior to ICANN60. It is an understatement to say that for everyone affected, the journey back to their once normal lives will be long, painful, and economically challenging. ICANN joins the rest of the world in extending heartfelt hopes that Puerto Rico will experience a speedy recovery. We want to back up that sentiment by publicly expressing our strong desire to keep ICANN61 in the Puerto Rican capital of San Juan. The public meeting is scheduled for 10-15 March 2018. Our sincere hope is that by that time, recovery on the island will have advanced to the point where our meeting can proceed as scheduled. It is one way that we can all show meaningful economic support for this storm-battered U.S. territory. We are working with our hosts to closely monitor the recovery efforts on Puerto Rico, and will keep the ICANNcommunity apprised as the date of our meeting draws nearer. If it is determined that the recovery efforts don’t advance to the point where San Juan can reasonably support a conference that will likely draw several thousand, we will then look for an alternative location. Consent Agenda (5 min) Approval of the appointment of Cheryl Langdon-Orr as an additional co-chair for the New gTLD Subsequent Procedures Policy Development Process Working Group, to join current co-chairs Jeff Neuman and Avri Doria, along with Council liaison Paul McGrady. Further, the Council recognizes that Avri’s tenure as a co-chair of this WG will end when she is seated on the ICANN Board at ICANN60. To that extent, the Council wishes to thank Avri for her service to the WG and wish her well in her role on the ICANN Board. Item 4: COUNCIL DISCUSSION – Standing Committee on Draft Budget Cycle (15 minutes) As discussed during ICANN59 in Johannesburg, the GNSO Council is looking to form a Standing Committee consisting of interested GNSO Council members focused on the ICANN Budget and Operational Plan. You will recall that the GNSO Council submitted comments as part of the FY17 & FY18 ICANN draft budget and operating plans. These past efforts have been ad hoc and somewhat reactionary. Given changes to the ICANN bylaws and the new powers afforded to the Empowered Community, one of which is the power to reject the ICANN budget, it was discussed that the formation of this new Standing Committee could formalize the Council’s consideration of future budget cycles in a more proactive and continuous manner. On 25 February 2014, the MSWG published its report<https://meetings.icann.org/en/mswgrecommendations-icannfuturemeetingsstrate…> and recommendations for public comment. The recommendations of the MSWG led to the current structure now in place (i.e., Meeting A, B, and C). Many in the community are generally supportive of the new and now existing structure, but still see room for improvement. On 17 August 2017, community leaders and ICANN staff held a discussion<https://community.icann.org/display/soaceinputfeedback/Event+Calendar> regarding possible changes to ICANN meetings and the venue selection process. ICANN org will be preparing a paper for public comment on ICANN meeting format changes, with the intention to have the public comment period open during ICANN60. The potential changes envisioned are generally considered adjustments to the existing meeting strategy rather than a wholesale change to that meeting strategy. A copy of the consultation background document and questionnaire is attached again for your reference. Carlos Reyes and I are available between now and ICANN60 to discuss the consultation with the GNSO. We also welcome the opportunity to meet with the GNSO Council in Abu Dhabi. Councilors – Please note that we are now beyond the 29 SEP deadline, and still have not yet received any topic ideas for our meeting with the Board in Abu Dhabi. At a minimum, I think we should flip their second question back to them, and ask: “What is the Board’s view of the impact of GDPR on ICANN?” Other possible topics could be to ask for a summary of the workshop in Montevideo, and their perceptions of ongoing work in the GNSO, including topics that are the subject of GAC Advice (CRM, Red Cross, Work Track 5, etc.).
