We held three public sessions and a public Board meeting, and I hope you were able to join some. In the morning of the first day of the workshop, Friday, we began by meeting with the Root Server Security Advisory Committee (RSSAC) Co-Chairs to get a better understanding of their work, what issues they see coming down the road and their priorities. We then spent most of the day in sessions discussing our approach to strategic planning, long-term strategic outlook and trends, as part of the dialogue for the development with the community of the next iteration of ICANN's new Five-Year Strategic Plan for the period 2021-2025. Göran Marby, President & CEO, ICANN, gave the Board a brief update on the anticipated timing of a proposed Temporary Specification for gTLD Registration Data. As you may have read in his blog post <https://www.icann.org/news/blog/data-protection-privacy-update-proposed-tem…> on this topic, we, as a Board, supported his recommendation to release the document to the community and the Board at the same time the evening of May 11th. In order for us to devote the proper attention to reviewing a proposed Temporary Specification, we reorganized the workshop to accommodate a thorough review and discussion over the weekend. t was of the utmost importance to me, and the entire Board, that we have the time to digest, discuss and debate this document. We decided, therefore, to hold our planned public sessions, but the other sessions were rescheduled. We also decided to push our start time on Saturday morning to 10:00 am so that we had time to read the document and identify questions and comments. On Saturday we came together and started our discussions, with each Board member asking questions of, and raising points for, consideration to the ICANN org team. The discussions were broadly grouped into the following buckets: - How the proposed Temporary Specification facilitates compliance with GDPR - Guidance on addressing or incorporating interpretation of terms arising out of the GDPR - Potential for use of common anonymized email addresses across registrations - Access rights/accreditation mechanisms - Important issues for further community action, such as continued work to develop an accreditation model - The general need for a Temporary Specification - ICANN's compliance enforcement needs - The ability to update the Temporary Specification if needed Our discussion was detailed, challenging issues were raised, and our debate was robust. We took as much time as we needed to review the proposed Temporary Specification, and at the end of the day we had framed a plan for continuing the discussion on Sunday. We also held two public sessions on Saturday, one led by Akram Atallah, on the Trademark Clearinghouse regarding an ongoing discussion with the Registries Stakeholder Group, and another, led by Maarten Botterman, on the GAC scorecard, in response to the issues raised by the GAC in their San Juan Communique. On Sunday morning, we reconvened, set our agenda for the day, and began by discussing the plan for revisions to the proposed Temporary Specification document. Full discussions and debate resumed, questioning and deliberating occurred in a very open and a constructive manner. We wanted to ensure that all of our questions had been addressed and that there was a plan for continued incorporation of changes that reflected the issues we raised. We then shifted gears to discuss the broader process around the potential adoption of a proposed Temporary Specification. We reflected and discussed if we, as a Board, had sufficient time to complete our conversation on a proposed Temporary Specification since its release on Friday 11 of May. On this point we decided "no". We had made strides by spending close to 16 hours of the Board workshop on this important topic, but we decided together to postpone our vote on adoption of a proposed Temporary Specification. This will allow us the opportunity to further our discussion, and to share with the community the revised proposed Temporary Specification reflecting our clarifications. Then, as planned, Maarten Botterman led a public session on the progress made against the Board's operational priorities for FY18, highlighting the work that's been done on goals since I blogged about our priorities here <https://www.icann.org/news/blog/about-the-fy18-board-activities-priorities> . We then discussed a path forward, if a proposed Temporary Specification is to be adopted. This included conversation on initiating a formal Board/GAC consultation and a new Policy Development Process to achieve recommendations on an ultimate model, as well as the ability to make interim changes to a Temporary Specification should they be necessary until the ultimate model is available. As a group, we then discussed ideas about potential risks that could accompany either no action or adoption of a proposed Temporary Specification. We also discussed the best way to keep the community apprised of the progress and the process leading to the eventual decision we will take. One of the results of that conversation is the level of detail provided in this blog. We have also agreed with ICANN org to convene a community webinar <https://www.icann.org/news/announcement-2018-05-14-en> on 15 May, from 09:15 to10:30 Pacific Daylight Time (16:15-17:30 UTC) to discuss this topic. At the end of the day, at 17:00 local time, the Board held a full Board Meeting as we usually do. The Board passed a resolution noting our intent to take a decision on the adoption of a Temporary Specification on or about 17 May 2018. As indicated in the resolution, the Board intends to use this additional time to confirm that appropriate modifications are incorporated into the Temporary Specification prior to adoption. Based on extensive Board input and robust discussions, we published revisions to improve the clarity of the proposed Temporary Specification for gTLD Registration Data. You can view the revised document here [PDF, 153 KB]. In addition, we scheduled a community webinar that will be held from 09:15 to10:30 Pacific Daylight Time (16:15-17:30 UTC) on 15 May 2018 to discuss this topic. As a reminder, the intent of this specification is to establish temporary requirements to enable ICANN org and its gTLD registries and registrars to continue to comply with ICANN contractual requirements and community-developed policies, as well as the European Union's General Data Protection Regulation (GDPR), while maintaining the existing WHOIS system to the greatest extent possible. I also want to point out that the Board passed a resolution noting their intent to take a decision on the adoption of the Temporary Specification on or about 17 May 2018. As noted in the resolution, the Board intends to use this additional time to confirm that appropriate modifications are incorporated into the Temporary Specification prior to adoption. Cherine Chalaby will be publishing a blog soon with more information on the Board's activities during their Vancouver Workshop. In parallel, we still hope to receive a response to our letter [PDF, 400 KB] to the Article 29 Working Party that provides us with more clarity and guidance to inform the specification. I know that this is a busy time for all of us, and I am well-aware of the pressures we are facing given the fast-approaching 25 May deadline for enforcement of the GDPR. That said, I want to take a moment to acknowledge your hard work and contributions on this issue, so thank you. Together we have achieved a lot and it has been truly remarkable to watch the multistakeholder community – a mix of individuals, non-commercial stakeholder groups, industry, governments and technical experts committed to a community-based, consensus-driven, policy-making approach – in action. Please Review ICANN Org Response to Council Letter on FY19 Budget

Dear all, As you may remember, on 8 March the Council submitted [this comment](http://mm.icann.org/pipermail/gnso-sc-budget/attachments/20180428/… [.docx] to ICANN org in response to the proposed FY19 Budget and Operating Plan. ICANN org responded to the comments received in [this document](https://www.icann.org/en/system/files/files/report-comments-fy19-… [.pdf] published on 24 April. The Standing Committee on Budget and Operations was asked to review this response, and to aid us in these efforts, Berry prepared for us a [thin version](http://mm.icann.org/pipermail/gnso-sc-budget/attachments/20180428/… [.docx] of this report, trimming it down to only include those which were relevant to the Council’s comments. Berry has completed an inventory and advised that ICANN org has responded to all of the questions that we submitted. We now need to review these responses to ensure that the responses provided are adequate, and to see if any clarifications on our part are required. I would like to ask for the Council's help in doing this, as feedback has been light on the SCBO's mailing list. Fellow Councilors: I'm writing to report that the RPM Working Group has selected Brian Beckham as an additional Co-Chair of the Working Group via consensus and with one objection from George Kirikos. Brief Status Report from the GNSO Review Working Group on Progress and Implementation

Dear GNSO Council members, In accordance with the document and motion deadline of 04 March, on behalf of the GNSO Review Working Group (WG), here is a brief status report on the progress and implementation of the GNSO Review recommendations. Note also that the previous report provided for the Organizational Effectiveness Committee (OEC) and to the GNSO Council at ICANN60 is available at: https://gnso.icann.org/en/drafts/gnso-review-progress-implementation-report…. As you may know, the GNSO Review WG is executing and overseeing the implementation of the GNSO Review 2 recommendations. This brief status report is a required periodic update to the GNSO Council. The Working Group was initiated on 15 March 2017 and has been meeting bi-weekly. The Council leadership team has collaborated with staff in bringing all discussions and suggestions to date into one document for your and your respective communities’ consideration. We welcome input, particularly on section 4 – potential incremental improvements for consideration. In particular, which potential incremental improvements should be prioritized, are there any missing, are there additional implementation steps that should be considered? After receiving feedback, we hope to commence the development of an implementation plan proposing the when/how/who of implementing those incremental improvements agreed upon by the Council. To contribute to this next step in the improvements process we kindly request your feedback and/or that of your community by 8 June so that the Council can consider next steps during its meeting at ICANN62. Call for volunteers - drafting team to develop proposed Council input on the Initial Report on the review of the Customer Standing Committee (CSC) Charter

Dear All, As discussed during the last Council meetings, volunteers are requested to develop a draft comment for Council consideration concerning the Initial Report on Review of the Customer Standing Committee (CSC) Charter. As a reminder, The CSC Charter review team (RT) seek comment and input on its findings and proposed amendment of the CSC Charter, as included in the RT's Initial Report. According to the ICANN Bylaws (Section 17.3 (c)) and reflected in the CSC Charter, the ccNSO and RySG are required to review the CSC Charter one year after the first meeting of the CSC to consider whether the Charter is adequate and provides a sound basis for the CSC to perform their responsibilities as envisioned in the development of the IANA Transition Proposal. Taking into account comments received, the Review Team will then prepare a Final Report for consideration and adoption by the ccNSO and GNSO Councils. The Amended Charter will become effective following the adoption of the Final report. The deadline for comments is 1 June.
