Dear Councilors, To assist with your review of the Final Report, including the Minority Statements, and for further Council discussion on the recommendations from the PDP Working Group on IGO-INGO Curative Rights (Agenda Item 7), Council leadership has requested that staff provide you with the following information: (1) the list of questions that several Councilors raised during the call, for further consideration and to facilitate your development of additional questions (if any); and (2) copies of three letters that were sent during the past month to the ICANN Board relating to the PDP and its outcomes. For (1) (note that some questions, including any that Councilors may propose as a result of your review of the PDP work, may be answered via Council discussion, or by the Working Group, or by ICANN staff. Does the Council believe that the PDP has addressed the issues that it was chartered to address (i.e. What questions/topics was the Working Group chartered to consider, did it consider those charter topics/questions, and did it do so in a legitimate way); 2. Has the PDP followed due process; 3. Did the PDP Working Group address GAC advice on the topic; and 4. Are the PDP recommendations viable and do they constitute "good policy" (vs. "bad policy")? We reached this conclusion on the basis that the recently concluded CSC Charter Review established that the CSC is working well and is non-controversial; the Final Report of the CSC Charter Review provides a good platform from which to conduct an effectiveness Review; and that the primary purpose of the IANA Naming Function Review is to review the performance of PTI in performing the IANA Function and therefore is not likely to spend too much time reviewing the effectiveness of the CSC. We have made some progress on developing an outline for how the effectiveness review can be conducted and this will be provided for Council consideration in the near term. It is our intention that this outline will satisfy the requirement in the Charter and the ICANN bylaws that the method of the review will be determined by the ccNSO and GNSO. PDP Leadership Travel Support Pilot report - any objections

Dear Council colleagues, As noted on in our August GNSO Council meeting, we received in the FY18 budget process funding through the Additional Budget Request (ABR) mechanism to run a pilot of travel funding for a limited number of our PDP Chairs/leaders who otherwise would not have received funding to attend an ICANN public meeting. We are required under the Additional Budget Request process to provide a report summarising how the funds were used, and how they contributed to our activities. Donna, Rafik and I put the attached report to your attention; if you have any objections or proposed amendments, please could you post these to the Council list by next Monday, 10 September? Nominations to the ICANN Fellowship Selection Committee and Guidance on Outreach Goals

hi all, I am sending this note as ICANN org published an update on the fellowship program https://www.icann.org/news/announcement-2018-08-13-en, which is asking SO/AC to: 1. Provide input for two-year outreach and promotion goals 2. Nominate ICANN Fellowship Program Selection Committee Members for two-year terms For the first item, the council can have a small team of volunteers to work on giving guidance regarding the goals. I am happy to volunteer to lead such an effort and looking forward to hearing of others want to join in order to fill the form (attached). We can use this opportunity to set goals for bringing specific needed expertise and skills as a diversity goal for example for those to participate in PDP WGs. For the second item, as SO the GNSO should appoint a member to the selection committee and we expressed previously the interest to be involved in such a structure. Usually, we task the SSAC to conduct such process but in this case, we got a time constraint here since the deadline is the 10th September. Best, Rafik

Hi Donna, Per the RPM PDP WG Co-Chairs, with respect to your questions you may find the recently updated attached timeline to be helpful. It was sent to the RPM PDP on Friday, 31 August. In addition, they note that they are planning a call with the SubPro PDP WG leaders and will include in that discussion the issue of possible dependencies between the two Working Groups. The explanation notes that the timeline is provided as a plausible, if aggressive, path. What are the variables that could compromise the Best Case timeline and are there any steps in place to mitigate timeline slippages. I appreciate that a solid plan has been developed for ensuring that the surveys are distributed to the intended recipients, but what happens if the desired response rate is not reached? Will that window be extended and if so, for how long? What flow-on effect would this have on the timeline? It seems that a lot of important issues are intended to be discussed and resolved around the ICANN meeting in Barcelona to be soon followed by various holiday seasons. When the data request was submitted to the Council in September 2017, a detailed timeline was not provided as it was not possible at that early stage to have fully scoped the project. The request noted, however, that due to the need to collect extensive and relevant data, it was likely not possible for the Working Group to conclude its work on Phase One of the PDP in/by June 2018, Subsequently, and following the Council’s approval of the data request, a detailed timeline for issuing the mandatory Request for Proposal (RFP) in accordance with ICANN organization’s process for soliciting external vendors/contractors was developed. Initially, the idea was to have the survey vendor selected and announced by early May 2018 (following the close of the RFP process), the requisite surveys issued by mid-June, and initial results received by late July 2018. However, as the Working Group co-chairs’ report indicates, it turned out that extensive guidance from and meetings with the Working Group’s Data Sub Team was needed. The current aim is to have all the surveys issued by late August, and initial results received by mid/late September 2018. Please see the attached slide that shows the most current timeframe in which the Working Group is aiming to complete its Phase One work, including completing its review of the survey results from this data gathering exercise, as a “best case scenario”.
