Hi all, On 1 October 2019, we received formal notification from ICANN that the 2019 Customer Standing Committee (CSC) slate has been finalized. According to ICANN's bylaw concerning the CSC, 17.2.d, "... the ccNSO and GNSO shall approve each annual slate of members and liaisons being recommended for a new term." Attached you will find the formal notification from ICANN, and the draft GNSO Council motion that will be the subject of the upcoming electronic vote. You will have received an email yesterday from Nathalie seeking confirmation that (1) you will be available, and (2) that your email address is the correct one to use for this purpose. Call for Volunteers: Transfer Policy Review Scoping Team

Dear Council Members, As you may be aware, ICANN Org delivered the most recent version of the Transfer Policy Status Report (TPSR) to the GNSO Council on 22 April 2019. ICANN Org delivered the TPSR pursuant to Recommendation 18 of the Inter-Registrar Transfer Policy (IRTP) Part D PDP Working Group, which provides, “[t]he Working Group recommends that contracted parties and ICANN should start to gather data and other relevant information that will help inform a future IRTP review team in its efforts.” The TPSR provides details on the noted purposes of the Transfer Policy (formerly known as the Inter-Registrar Transfer Policy (IRTP)), an overview of the domain name transfer process, the impact of the Temporary Specification and the Registration Data Access Protocol (RDAP) on the Transfer Policy, metrics related to the Transfer Policy, and a summary of the public comments and survey responses to the published TPSR. The GNSO Operating Procedures do not prescribe specific steps to be taken in response to a Policy Status Report. As this is the first such review activity, the Council is able to consider a range of options to determine the best path forward and is now looking for assistance in scoping further work on the Transfer Policy review effort. The GNSO Council agreed to launch a call for volunteers for a Transfer Policy Review Scoping Team, which will be comprised of interested and knowledgeable GNSO Members that will advise the GNSO Council by providing recommendations on the following: * approach to the review (for example, by initiating a new PDP); * composition of the review team or PDP working group, and * scope of the review and future policy work related to the Transfer Policy. As noted in the TPSR, there have been many technical and policy developments since the Transfer Policy first came into effect. To that end, some Council members have noted the Transfer Policy Review Scoping Team may choose to consider a methodology for further work on the Transfer Policy in a broader context. Some have also suggested that it may be timely to approach the Transfer Policy from a clean slate perspective – instead of trying to fix previously-identified issues, it might be worth rethinking the Transfer Policy as a whole by starting with a clean slate. Additionally, some have suggested utilizing some of the GNSO PDP 3.0<https://gnso.icann.org/sites/default/files/file/field-file-attach/pdp-imple…> Improvements when scoping and chartering the eventual policy work, in whatever form it takes. The Council is now calling for volunteers who are GNSO members interested in joining the Transfer Policy Review Scoping Team. As noted above, the GNSO Council is looking for volunteers who possess policy and/or technical expertise on the Transfer Policy. The Transfer Policy Scoping Team is expected to have bi-weekly teleconferences for one hour each. Between meetings, the Transfer Policy Review Scoping Team may work using collaborative tools. The expected time commitment is estimated to be approximately 2-3 hours every week, and the GNSO Council expects to receive guidance from the Scoping Team by February 2020. Dear all, I know I’m way too late to sign up as a volunteer here, but I would be grateful if you could factor in the BC’s view on the GPI: The BC would prefer a specific definition of GPI as a foundation for the framework. In our prior comments, the BC has offered this definition for “Global Public Interest” in the context of ICANN’s mission, and consistent with our interests. We said “public interest” in the ICANN context should be narrowly defined to fit the limited scope of ICANN’s mission. To that end, The BC has said that public interest should be measured in terms of the integrity and availability of registrations and resolutions. The 'public' part of public interest is concerned more with users and registrants than with contracted parties and others who are deeply involved at ICANN. And the public interest in ICANN decisions is broader than just a secure and stable DNS. Namely, users and registrants want ICANN to make sure the DNS delivers two essential and measurable qualities: Availability and Integrity of Registrations and Resolutions Availability of the DNS is critical for global users who increasingly rely on the Internet for information, communications, and commerce. Domain name resolutions need to be available 24 hours a day, 365 days a year, from anywhere on the globe. Availability also means being able to use any language and any script for both generic and country-code domains and email addresses. Availability can also apply to domain names sought by registrants: will domains in new gTLDs be available to the public, or will they be captured by insiders? That kind of availability should also be part of the public interest test for ICANN decisions. Integrity of the DNS is vital to registrants and end-users of the Internet. Registrants rely upon the integrity of domain name registration to ensure that their identities are not misrepresented or misappropriated. E-commerce and Internet financial transactions absolutely require integrity in resolution of domain names and secure delivery of encrypted data. Internet users depend upon the integrity of domain name services to provide accurate and authentic results when they look up a website or send an email. Integrity is undermined by deceptive practices such as redirecting users to fraudulent websites or providing false information about the true owner of a web domain. This term is too important to leave undefined or let a few individuals define it to fit their own agenda. If we allow 'public interest' to mean anything and everything, it will end up meaning nothing at all. Thanks! According to ICANN’s bylaw concerning the CSC, 17.2.d, “… the ccNSO and GNSO shall approve each annual slate of members and liaisons being recommended for a new term.” Attached you will find the formal notification from ICANN, and the draft GNSO Council motion that will be the subject of the upcoming electronic vote. As council liaison to the Registration Data Policy IRT, the one formed to implement EPDP Phase 1 recommendations, I am relaying this as requested by the IRT. The main message is that 29 Feb 2020 recommended date was deemed to not be feasible due to not providing adequate time for IRT to complete a full review and analysis. The reasons for that include: - Large Scope of work: 29 recommendations; 40+ impacted policies and procedures - Data matrix for 60+ data elements completed for all transactions for both registrars and registry operators - Several recommendations require in-depth IRT discussions as there are multiple interpretations - IRT needs to fully understand the implications and not rush a policy that has such a wide impact The current situation is: - All 29 recommendations analysis formulated and are under IRT review - Initial draft policy language for each recommendations have been proposed for IRT review - Policy language for scope and terms have been drafted - Initial FAQ document drafted When asked for a new date estimate, the IRT view is that: - Estimate can’t be done until after review and analysis - Implementation timeline estimate will be available after IRT have the whole draft - Estimated date will be published for the public comment In summary, the IRT ask is to give them the time they need to do the job. My personal note on that ask is that it looks reasonable, and since this policy includes the so-called "rainbow bridge" that allows contracted parties to move faster if they are ready while allowing more time for those that need it, the average implementation date will be sooner than the policy required date.
