Building upon the successful geopolitics and cybersecurity session during ICANN 67 [One World - One Internet? Cybersecurity and Geopolitics in a Multistakeholder Environment [67.schedule.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__67.schedule.icann.org_…>], the At-Large Capacity Building Working Group is holding a follow up webinar as a run up to ICANN 68. Its aim is to follow the progress made thus far in enhancing community presence in ongoing cybersecurity and Internet governance discussions as well as get a better understating of upcoming issues and challenges. This interactive webinar will include an update on UN processes potentially impacting ICANN’s mission as well as a review of ICANN Board's progress and further plans in ensuring due representation of the ICANN community in these geopolitical trends. We hope for the webinar to be a platform for developing a better understanding of end user interests as represented in ICANN multistakeholder processes and how those fit in with global multilateral discussion in UN and beyond. Additionally, we will also try to explore whether the recent pandemic has impacted multistakeholder policy development, with particular emphasis on end user interests. During this webinar we would like to address the following questions: * What are the recent developments in international relations and policy making which might have a direct impact on ICANN, its community and its functions (with emphasis on UN OEWG and UN GGE)? Has the pandemic impacted these ongoing processes? What are the nearest prospected outcomes we should be aware of? Have multilateral and multistakeholder processes proven to be contradictory by nature or can they be aligned? * What are the nearest ICANN Board plans to address these developments and interests? How can the ICANN community best support the Board in fulfilling these? * How do we identify a common end user interest among and between these law making efforts? Are end users more than subjects to state jurisdiction - is there a shared common interest to be identified and addressed by the ICANN community? Is the collective interest of end users different from that of state citizens as represented by governments? Does multistakeholderism still offer a critical “post Westphalian” innovation allowing and fostering individual end-user’ engagement internationally, helping counterbalance state-actors’ purely geopolitical interests or are we heading back to multilateralism? The webinar will be an interactive exercise that welcomes questions and discussion from all community members. We will have an interactive quiz during the presentations and an opportunity for Q&A at the end of the presentation. Staff will end the webinar with an Evaluation Survey to allow us to continue to improve these webinars. We hope for this to be a useful point of departure for the upcoming virtual policy forum at ICANN68 (June 22nd - 25th). Thank you. Hi All, I received a few questions regarding changes to the 18 May version of the project list, so I thought it best to respond to everyone. Content wise, there were not many changes to projects since the version from April. The most notable one relate to: 1. EPDP-P2 - at the task level, items are marked red as there is considerable risk that review of comments may cause delay to the delivery the Final Report, but not yet enough to change the overall Status/Health. 2. CCWG Auctions - approaching the final consensus call and delivery of their final report to the Board/C.O.s is still on schedule by close of May. 3. RPMs - public comment proceeding closed and the WG is starting review of the submissions. 4. SubPro - the WG is still advancing towards their public comment release of July. Project List Structure wise, there are several changes on the summary page and order of projects. This version is based on discussions among the Council leadership and staff. * A column to assign Projects to their respective Program as we discussed the concept of organizing our work by Program at the SPS-2020. * The policy development process diagram at top now attempts to highlight who owns/manages the project through its phases. * Projects rearranged to better recognize a project sponsored by span of control (below the black line after "7 - Implementation). For example, IRP_IOT, WS2 and GEO. The Council does not have authority to represent the Status/Health of these. We could make the same argument that it should apply to CCWG Auctions, but it is so close to completion, it made sense to leave it where it is, but future similar efforts seem better served tagged as "Other". The other consideration is how involved are GNSO Policy staff resources on such a project and largely why it was tagged under Phase 4 all this time. * The standing committees retagged from Other to Standing Committee. * Those projects in stages 6 & 7, the % Complete was removed. As noted before, GNSO Policy staff do not own these projects and there's still open questions about how best to represent the Status/Health of these. Removal of Days, Status, Health starts to make those columns less significant and/or bare, but the Council ultimately owns the outcome. * One aspect outstanding is how the Council better represent the pipeline of work ahead. Looking at the "Council Future Work Plan" that Steve sent last week, some of those items appear here on the project list, and some are reflected on the Action Items list. How can we recognize this future work without reducing the effectiveness of managing current work? I hope you'll find this helpful and happy to answer further questions. Thank you. GNSO Council Detailed Draft Work Plan for Agenda Item 4 on the 21 May Council Meeting

Dear Councilors, For the April Council meeting, a draft work had been prepared and circulated for discussion (See: https://gnso.icann.org/sites/default/files/file/field-file-attach/draft-fra…) There appeared to be support for the general approach, of considering the sense of urgency (e.g., impact from not beginning the work), resources (staff/community), possible timing/dependencies, and whether there are discrete preparatory parts of the work that can be carved out and started earlier. Council leadership and staff have since prepared a more detailed look at that work plan and started to try and assign approximate start dates to the discrete preparatory parts and/or substantive work, taking into account ongoing work (and when it is expected to complete) and overall capacity of the community and staff. This assessment starts with the recognition that all of this work is important, but there needs to be a realistic and achievable path to scheduling all of it. The attached draft is intended to serve as a starting point and is therefore of course adjustable. If you have any questions in advance of the meeting, please let us know.
