FY23 Additional Budget Request (ABR) suggestions for Council activities

Dear Councilors, As you may be aware, ICANN org recently hosted a webinar explaining the process and timeline for the FY23 SO-AC Community Additional Budget Request (ABR). An initial Additional Budget Request (ABR) envelope of USD 300,000 will be included in the draft Fiscal Year 2023 (FY23) ICANN Operating Plan and Budget. ABR requests are expected to reflect potential ICANN community activities that are not already included in the annual ICANN OP&B. The ABR process helps the ICANN Board and ICANN org better understand and develop resources for present and future ICANN community needs. Successful previous Council ABR requests include support for Council Strategic Planning Session and the development of the Consensus Playbook. In light of the recent Council SPS, I would like to encourage you to think about activities or tools that could be piloted as an ABR to assist the Council in achieving its objectives for the coming year. We have added this topic to the upcoming Council meeting but I would like to encourage you to share any ideas or suggestions you may have in advance of that meeting. Requests will need to be submitted by 24 January 2022 at the latest. Once the Council agrees on requests it may want to submit, leadership and the staff support team can assist in compiling the requested information to complete the application, namely: 1. Purpose and scope of the proposed activity 2. Direct alignment of the proposed activity with the ICANN mission and current strategic plan 3. Demonstrable relationship of the proposed activity to ongoing policy, advisory, or technical work 4. Expected impact of the proposed activity 5. Page 08 – Work plan & Action items for the period Key point: * At the time the Charter was developed for the IDN EPDP it was assumed that the SubPro recommendations, particularly those relating to IDNs under Topic 25, would have been approved by the ICANN Board. The IDN EPDP is conducting its work with the expectation that the SubPro recommendations will be approved by the Board at some future date. However, it has been necessary for the EPDP Team to make assumptions about the implementation of those recommendations in order to address our Charter questions. While the assumptions are believed to be sound, the EPDP Team wanted to make the Council aware of the possible ripple effect or potential risk to its work in the event that the Board does not adopt the related SubPro recommendations. The EPDP Team is not seeking Council action at this time. It is just making the Council aware of a potential risk that the EPDP Leadership Team has identified. EPDP Phase 2A GNSO Council Recommendations Report to the ICANN Board

Dear All, Please find attached the proposed GNSO Council Recommendations Report to the ICANN Board regarding adoption of recommendations 1-4 contained in the Final Report from the EPDP Temporary Specification for gTLD Registration Data – Phase 2A. This will be added to the consent agenda for the upcoming meeting, unless there are any comments / questions that require further discussion. As a reminder: “If feasible, the Recommendations Report to the Board should be submitted to the Board in time for consideration at the next GNSO Council meeting following adoption of the Final Report. Staff should inform the GNSO Council from time to time of the format requested by the Board. These GNSO Council Reports supplement any Staff Reports that may highlight any legal, implementability, financial, and other operational concerns related to the PDP recommendations contained in the Final Report.” (Section 13 – Preparation of the Board Report, GNSO Operating Procedures) Best regards, Marika

EPDP Ph2 SSAD ODP and next steps

Dear Councilors, For those that have attended the recent SSAD ODP Webinars, you may be aware that the SSAD ODP Team is in the process of finalizing its analysis, including its work on the SSAD Cost Model. As a result, the Council requested consultation with the ICANN Board is expected to be scheduled in January 2022. To prepare accordingly for this consultation and possible next steps, Council leadership has worked with the staff support team to put forward the following proposed schedule: * 16 December 2021 at 14.00 UTC - GNSO Council meeting to discuss the approach outlined in this email * 20 December 2021 at 21.00 UTC - Update session on SSAD ODP, including SSAD Cost Model information for Council and GNSO appointed EPDP Team members (closed session) * Between 21 December and January 2022, GNSO Council with input from SG/Cs to prepare for GNSO Council - ICANN Board consultation (e.g. informal conversations, formal meetings, mailing list discussion, small team - to be discussed) * January 2022 (date TBC) - GNSO Council & ICANN Board consultation Although at this stage we do not have any further insight into what the SSAD Cost Model will tell us or how it may, or may not, change the positions on the SSAD recommendations, there are roughly three scenarios that can be anticipated: 1. ICANN Board determines that the adoption of the recommendations is in the best interest of the ICANN community and ICANN and adopts the SSAD recommendations - no further action expected from the GNSO Council at this stage; 2. ICANN Board determines that the adoption of the recommendation is not in the best interest of the ICANN community or ICANN and does not adopt all or part of the recommendations - the GNSO Council will be requested to affirm or modify its recommendations in the form of a "Supplemental Recommendation". 3. The GNSO Council decides to avail itself of section 16 ("Amendments or Modifications of Approved Policies") and agrees to modify or amend the recommendations before the ICANN Board considers the recommendations for approval. To be clear, Council Leadership does not want to get ahead of the discussion and as such, we are not making any kind of prediction about which scenario is most likely, but we would like the Council and SG/Cs to start thinking about these scenarios and consider what is needed to be prepared for the next steps. Our main objective here is to make sure that conversations within the GNSO as well as with the ICANN Board are constructive and effective - it is on all of us to work towards an approach and outcome that we are all willing and able to defend and live with. Please come prepared to share your feedback during the Council meeting on 16 December. Of course, you are encouraged to already start the conversation on the mailing list.
