Preparation for the Extraordinary Council Meeting on 08 April 2021 at 19:00 UTC

Dear Councilors, On behalf of Council leadership, I wanted to share a document intended to help in preparing for and collectively planning for the upcoming Extraordinary Council meeting on 08 April 2021 at 19:00 UTC. In the Google doc available, you will see the four topics on the meeting agenda: https://docs.google.com/document/d/1_yvx7lsJSgHSdl3MO2-xEmXP28gpSfSWOoFWlIh…. In the third column, you will find required reading for each of the agenda items. Please come prepared to the meeting having reviewed all of the required items. In the fourth and fifth column, you will see proposed “Questions/Clarifications” and “Goals for Topic” respectively. The idea here is to try and provide structure to the discussion and make agenda items as outcome driven as possible, though of course this is not a decisional meeting. Noting that review of the required reading in advance will be helpful, the ask here is that in advance of the meeting, you review the proposed text in the preparation document now and consider if amendments or additions are helpful to support the Council dialogue. Lastly, there are two additional supporting draft documents being prepared to further support the conversation for items 1 (Wave 1.5) and 2 (accuracy briefing paper), which will be shared separately soon. Please let us know if there are any questions or concerns and please do of course engage in any helpful discussion ahead of the meeting on the Council list. Dear SG/C leaders, This is a headsup on the discussion on the discussion item we will have during the next (Thursday) extraordinary Council meeting on the GNSO Framework for Continuous Improvement, and the specific questions reproduced here. 1. With the details provided, does this framework approach make sense for dealing with some of the immediate priorities on the ADR as well as future projects that relate to structural, procedural and process improvements? If not, why not and what would be your proposed alternative? 2. Are there any aspects of the framework that can be further enhanced? If so, please provide further details. 3. Are there any assignments that are missing or should be modified? 4. Does the grouping of assignments make sense or is there another way in which assignments should be organized? ask people to weigh in on the questions that were posed in the email that went out I now some of you have continued the discussion within your G/C, I’m certainly happy to arrange for a call after Council with you all if this helps. If you would consider that some of the more controversial items planned under this framework would rather be kept aside for the time being, there’s also the option of initiating this with a limited scope through a pilot. Dear Councilors, Please find enclosed the ICANN70 GAC Communique. This is the first communique in over a year that has GAC Consensus Advice. It also includes follow up on previous GAC Advice. The Advice centers around ePDP Phase 2 and follows up on advice regarding SubPro and IGOs. I would also like to remind the Council of several statements from the ICANN Board at ICANN70 acknowledging that the non-consensus advice is also deemed important by the Board and that they hold intersessional meetings to discuss even the things not designated as GAC Advice. Therefore, we may as a Council, want to consider responding to those items as well (even though we have not done so in the past). I would like to ask for some volunteers that want to assist me on drafting the first response to the Communique.
