NCSG and Parity on Closed Membership PDPs

Hello, I've tried to get NCSG parity on closed PDP membership on the Council agenda, but haven't succeeded yet, so I'm raising it here. We want to discuss NCSG parity on PDP membership with the Council. This is a Council matter because the Council determines membership in closed working groups. We've had to relitigate this issue multiple times—goes back to a decade ago and again with ADC PDP—because there's no standing instruction to staff that the allocation of members to the closed groups should follow Council structure in terms of numbers of reps (at least for NCPH). This wastes Council time and creates unnecessary friction. We suggest the Council instruct staff that membership allocation in closed PDPs mirrors the Council's own structure, giving CSG and NCSG the same number of representatives. This would prevent us from having to revisit the same question with every charter and reflects basic structural fairness. Since the Council is in charge of chartering and membership allocation in closed group membership, it should establish parity as the default standard and resolve this once and for all. This WG proposed three new processes, as well as implementation recommendations and principles. In June 2015, the Council adopted the Policy and Implementation Working Group Final Report<https://gnso.icann.org/sites/default/files/filefield_47703/policy-implement…>, followed by ICANN Board approval in September 2015. The recommendations resulted in the creation of the following processes: * the GNSO Expedited Policy Development Process (EPDP)<https://www.icann.org/en/governance/bylaws#annexA1> * the GNSO Guidance Process (GGP)<https://gnso.icann.org/sites/default/files/file/field-file-attach/annex-5-g…>, and * the GNSO Input Process (GIP)<https://gnso.icann.org/sites/default/files/file/field-file-attach/annex-3-i…> The recommendations also resulted in implementation related outputs that are out of scope for this report. When the Council adopted the Final Report, it committed to reviewing the effectiveness of the new processes no later than five years after their successful implementation. The Policy & Implementation (P&I) Policy Status Report (PSR)<https://gnso.icann.org/sites/default/files/policy/2025/correspondence/psr-t…>, prepared by ICANN’s Global Domains and Strategy (GDS) function, serves as the review envisioned by the Council. The Standing Committee on Continuous Improvement (SCCI), where its objective is to allow for execution of continuous improvement related projects that are focused on the GNSO’s structural, procedural, and process improvements to the Policy Development Process (PDP), was assigned to review the PSR and consider both the analysis conducted and the potential changes suggested. The SCCI systematically reviewed the analysis and came to the conclusion that the mechanisms were generally working as intended. As a result, the SCCI proposed just three (3) recommendations through its Final Report,<https://gnso.icann.org/sites/default/files/policy/2025/draft/final-report-s…> which propose courses of action for each of the three processes - EPDP, GGP, and GIP - primarily focused on enhanced clarity. The SCCI presented these recommendations during the Council’s meeting in January 2026. Here, the Council will vote on the SCCI’s recommendations. 4.1 - Presentation of Motion (Taiwo Peter Akinremi, GNSO Council Vice-Chair) 4.2 - Council Vote 4.3 - Next Steps Item 5: Council Discussion - Next Steps for System for Standardized Access/Disclosure (“SSAD”) Recommendations (35 minutes) In June 2023, the GNSO Council tasked a dedicated Standing Committee to review the Registration Data Request Service (RDRS). Specifically, the Council tasked the Standing Committee to analyze the data from the RDRS and consider: * Assignment #1. Trends that can be identified over a month-by-month period; * Assignment #2. Possible technical updates that should be considered to RDRS and/or related messaging and promotion (recognizing that the RDRS will only be running for a two-year period and limited resources may be available to implement such updates); * Assignment #3. Specific lessons learned that should be factored into the consideration of how to proceed with the SSAD recommendations; * Assignment #4. Suggestions to the Council for a proposed recommendation(s) to the ICANN Board in relation to the consideration of the SSAD recommendations. The Standing Committee began reviewing monthly data in January 2024 and distilled its findings into its Findings Report, which was published for public comment on 19 August 2025<https://www.icann.org/en/announcements/details/icann-generic-names-supporti…>. Following its consideration of the public comments received, the RDRS Standing Committee delivered its updated Findings Report<https://icann-community.atlassian.net/wiki/x/PjLlBg>, which contains six recommendations for the Council’s consideration. The Council voted to accept<https://gnso.icann.org/en/council/resolutions/2020-current#202512> the Registration Data Request Service (RDRS) Standing Committee Findings Report. With respect to Assignment #4, “Suggestions to the Council for a proposed recommendation(s) to the ICANN Board in relation to the consideration of the SSAD recommendations”, the Standing Committee produced Recommendation 5, which provides, in part, “the SC recommends that the Board should consider the 18 recommendations together as one package. The SC further recommends that when the GNSO Council and ICANN Board engage in a dialogue, the Council should recommend that the ICANN board reject the SSAD recommendations (as a package) and send them back to the GNSO Council for further action and Supplemental Recommendation.” The Council discussed this approach during its January meeting and during its Strategic Planning Session and agreed to the Standing Committee’s recommendation, i.e., Supplemental Recommendations. Here, the Council will have the opportunity to discuss this agreed approach with members of the ICANN Board. 5.1 - Introduction of Topic (Susan Payne, GNSO Chair) 5.2 - Council Discussion 5.3 - Next Steps Item 6: Council Discussion - ICANN85 GAC and GNSO Bilateral Proposed Agenda (20 minutes) In advance of ICANN meetings, the GNSO liaison to the GAC and the GAC point of contact discuss and propose an agenda for the bilateral meeting at the ICANN meeting. The proposed agenda was circulated to the Council in advance of the February meeting. The Council has suggested that improved coordination in advance of the bilateral meeting will ensure that the messaging, goals, and objectives are better aligned in advance of the meeting, helping to avoid surprises for Councilors, while also improving the likelihood of positive outcomes from the bilateral meeting. Here, the Council will review and prepare for the proposed agenda topics for the GNSO/GAC bilateral meeting for ICANN85. 6.1 - Introduction of Topic (Sebastien Ducos, GNSO Liaison to the GAC) 6.2 - Council Discussion 6.3 - Next Steps Item 7: Council Discussion - Prioritization of Work (25 minutes) During the GNSO Council’s second Working Session at ICANN82<https://icann-community.atlassian.net/wiki/spaces/gnsocouncilmeetings/pages…>, the Council discussed its immediate and longer term pipeline of work, including work that the Council has previously committed to, e.g. Latin Diacritics, RPMs Phase 2, and a list of potential topics the GNSO Council could consider for future PDPs. At the time, the Council suggested that “level of effort” be integrated into the prioritization document, to help provide important context for the prioritization exercise. The Council further discussed this topic during its recent Strategic Planning Session. During that session, the Council agreed that its current priorities include Latin Diacritics, DNS abuse, and next steps for SSAD recommendations. Councilors also noted the current Action Decision Radar is an appropriate tool to assist in objectively assessing future decisions, provided there are built-in flexibility principles as new issues emerge. However, the Council also agreed that the ADR could coexist with a Council prioritization framework, as they serve different functions and accomplish separate things. The Council requested GNSO Support Staff to update the prioritization documents based on this discussion. Dear Council Members, I did not want to further crowd our already packed SPS agenda in Barcelona, but it is time to look at our proposed agenda items for the next GNSO-GAC Bilateral meeting in Mumbai. Before I reach out to Manal and Rida can you provide me with what you would like for me to propose as topics? During our last meeting in Dublin we discussed: 1. RDRS 2. Urgent Requests / Law Enforcement Authentication 3. Accuracy 4. DNS Abuse 5. HRIA GAC-Side In Mumbai I proposed: 1. DNS Abuse Depending on progress until then 2. RDRS/SSAD Next Steps : outcome of the SPS 3. Urgent Requests / Law Enforcement Authentication The GAC/PSWG should have updates. Are there questions we want to ask? 4. HRIA 5. Accuracy As a reminder: 1. We normally try to limit ourselves to 4 topics to give each time for discussions. We have fit 5 in the past but find ourselves needing to close discussions early and continue via email, which defeats to a certain extent the purpose of a bilateral. 2. We want to promote 2-way discussions and move away from finding ourselves reporting to the GAC. We should have questions to the GAC and topic leaders are invited to interact with their peers GAC-Side to work on questions jointly. 3. Topics proposed will be discussed with our joint leaderships before we add them to the agenda. Priorities and time allotted to each topic is agreed then, please appreciate not all our suggestions might make the cut. **Sharing on behalf of Nitin Walia | Universal Acceptance Expert Working Group (UA EWG) – GNSO Nominee Dear GNSO Secretariat, I am pleased to share a detailed update on my participation and the progress of work within the Universal Acceptance Expert Working Group (UA EWG) [icann-community.atlassian.net]<https://urldefense.com/v3/__https:/icann-community.atlassian.net/wiki/exter…>, in which I served as the GNSO-appointed nominee, in line with the UAEWG Charter. Background and Timeline: As outlined in the Charter, the UA EWG was established following the ICANN Board’s March 2025 resolution to evaluate and evolve strategies for advancing Universal Acceptance (UA) adoption, aligned with ICANN’s Strategic Plan for FY 2026–2030. The Working Group formally commenced its work in 19 August 2025 and held regular online meetings [icann-community.atlassian.net]<https://urldefense.com/v3/__https:/icann-community.atlassian.net/wiki/exter…> on a weekly or fortnightly basis. The final scheduled meeting of the Working Group took place on Tuesday, 3 February 2026. Scope of Work Addressed: In accordance with the Charter, the UA EWG focused on developing non-policy, advisory guidelines to support ICANN org’s future UA adoption work. Key areas addressed by the group included: Big Tech and Open-Source Ecosystems : Identification of strategies for engaging large technology companies and open-source communities to encourage UA readiness in applications, platforms, and services, including prioritization criteria for engagement. Software Developers and System Administrators : Recommendations on effective mechanisms, platforms, and capacity-building approaches to promote UA adoption in software development practices and system administration, including email systems, IDNs, and EAI support. DNS Industry Engagement : Guidance on how ICANN org may further encourage registries, registrars, resellers, hosting providers, and ISPs to support UA during registration, provisioning, and hosting processes. Public Sector, Academia, and Internet Governance Community : Strategies for outreach to governments, intergovernmental organizations, and academic institutions to promote awareness and adoption of UA, particularly in support of multilingualism, digital inclusion, and citizen-centric digital services. Standards and Technical Collaboration : Consideration of existing and emerging standards relevant to UA adoption, potential areas for ICANN org contribution, and collaboration with standards-setting organizations. Measurement and Progress Tracking : Development of high-level guidance on what aspects of UA adoption should be measured across different stakeholder groups, including approaches to encourage transparency and self-reporting. Risks and Challenges : Identification of remaining gaps, risks, and challenges in achieving broader UA adoption, along with possible mitigation approaches. Deliverables and Current Status: The Working Group has completed its assigned work and reached consensus on a set of Guidelines for Promoting Universal Acceptance Adoption. These recommendations are advisory in nature and are intended to guide ICANN org’s implementation efforts, consistent with the Charter. The draft guidelines are expected to be published shortly for Public Comment. Next Steps: It has been communicated that, following the conclusion of the Public Comment period, the UA EWG may reconvene in April/May 2026, if required, for approximately two to three additional meetings. These meetings would focus on reviewing public input and finalizing the guidelines accordingly before publication. Request: The work of the Universal Acceptance Expert Working Group clearly demonstrates that sustained progress on Universal Acceptance requires continuity, focus, and clear ownership. As other Supporting Organizations and Advisory Committees have already recognized this need through dedicated structures, it is timely for the GNSO to institutionalize its leadership by formally establishing a Universal Acceptance and IDN Working Group. Doing so would ensure that these issues are addressed systematically and sustainably, and embedded at the core of GNSO policy development rather than treated as a time-bound or peripheral initiative. I will continue to keep the Council informed of any further developments, including the publication of the Public Comment proceeding and any reconvening of the Working Group. I would also like to sincerely thank the GNSO Council and its leadership for the trust placed in me and for the opportunity to represent the GNSO as its nominee to the Universal Acceptance Expert Working Group. It has been a privilege to contribute to this important work on behalf of the GNSO, and I deeply appreciate the confidence shown in my ability to engage constructively and effectively in advancing Universal Acceptance and IDN-related efforts.
