EC Approval Action Notification

All There is an action required of us under the Empowered Community procedures, relating to the Fundamental Bylaws amendments recently adopted by the ICANN Board. As a Decisional Participant, we are expected to notify the rest of the EC of our support of the Fundamental Bylaws amendments. As discussed during the Council's June meeting, the Council has previously approved the recommendations from both the Customer Standing Committee and the IANA Naming Functions Review that led to the recent Fundamental Bylaws changes. These are noncontroversial changes that update the cadence of the reviews for both groups and allow the CSC appointing groups to appoint alternate members (the latter is then reflected in the CSC Charter amendments that we will shortly be voting-on electronically). In light of this, Council Leadership recommends we join the ccNSO and notify the ECA of our approval of these Bylaws amendments. Attached is a draft letter that indicates GNSO support. While the ADR is helpful in identifying upcoming decision points for the Council, it is not a prioritization tool. The Council agreed during its recent Strategic Planning Session in January 2026 to pursue a prioritization tool. A briefing document was prepared by staff, which set out various potential mechanisms Council might use in order to prioritise its work, for consideration and discussion. Taking into account Council discussion and input, Council Leadership circulated a draft pilot prioritization mechanism instructions<https://gnso.icann.org/sites/default/files/policy/2026/presentation/gnso-co…>, which endeavored to blend suggested mechanisms from both Support Staff and councilors.
