Dear Council members, FYI, here is a brief update on the remaining timeline and deliverables of the Whois Task force. The Whois Task Force schedule is as follows: * 8th January - meeting; discuss (1) access to ublished data, (2) proposal by Marilyn Cade * 15th January - deadline for constituency statements on Preliminary Task Force Report on Whois Services * 15th January - deadline for public comments on Preliminary Task Force Report on Whois Services * 19th January - staff to circulated Draft Final Task Force Report on Whois Services * 22nd January - meeting; agenda TBA, likely to include consideration of the public comments, initial discussions on Draft Final Report, and further work on access to unpublished data * 29th January - meeting * 5th February - meeting * 12th February - meeting; Task Force vote on Final Task Force Report on WHOIS Services The Final Task Force Report will be transmitted to the GNSO Council following the vote on 12th February. Real time transcription Bruce Tonkin chaired this meeting Approval of the agenda Philip Sheppard, seconded by Ken Stubbs proposed a procedural motion with an accepted friendly amendment from Marilyn Cade: To elect Bruce Tonkin as GNSO Council chair until the conclusion of the current election period. Motion carried by a unanimous vote of acclamation Decision 1: Bruce Tonkin elected as GNSO Council chair until the conclusion of the current election period. Item 1: Update any statements of interest Marilyn Cade, member of the business constituency restated her interest statement: " I advise AT&T, I advise TTPC, which is the parent of one of the new registries and provide an external appeals process, and I advise Overstock.com that is interested in registering a single-letter second-letter name. Those are the three clients that I have that some people may think may have an interest in ICANN's policy work." Item 2: Approval of the GNSO Council minutes of 16 November 2006. Ken Stubbs , seconded by Ross Rader moved the adoption of the minutes. Motion approved. Decision 2: The GNSO Council minutes of 16 November 2006 were adopted. Bruce Tonkin noted that the outcome of two decisions arising from the GNSO Council meeting on 16 November 2006 meeting http://gnso.icann.org/resolutions/ would be conveyed to the ICANN board during the current ICANN Meetings. Item 3: Correspondence - From ICANN Board chair regarding biz, info, org agreements - From GAC chair regarding new gTLD PDP - Welcome letter for meeting in São Paulo No discussion arose from the correspondence Item 4: Next steps on new gTLDs work - confirm current status - update timeline Liz Williams reported that prior to the Lisbon meeting, there would be a draft final report on the Introduction of New Generic Top-Level Domains ready for public comment, that would include all inputs received at the current meeting, formal correspondence between the supporting organizations and Advisory Committees. A timeline for the work would be published on the Calendar. There was general support for a proposed face to face meeting in mid February in Los Angeles. Item 5: Next steps on PDP-Feb06 with respect to existing gTLDs - confirm current status - update timeline Avri Doria reported that the proposed timeline for constituency statements on the various proposals were expected by 20 December 2006, and the goal was to complete the proposed recommendations by the 1 of February 2007. It was proposed that the task force would meet in mid-February to confirm the report for distribution to the GNSO council at its meeting on 22 February 2007. A 21 day public comment period would follow ending 18 March 2007. Final comments would be incorporated and it was hoped that the Final Report would be presented at the Lisbon ICANN meetings. Meeting at the same time as the proposed new gTLDs face to face meeting would be advantageous. Item 6: Next steps on WHOIS PDP - confirm current status - update timeline Maria Farrell reported that the Preliminary WHOIS task force report, published for public comment, mainly dealt with two proposals, the OPoC proposal and the Special Circumstances Proposal. The public comments period, closing on January 15 2007 will be running consecutively with the gathering of constituency statements which will be included in the final task force report. Approximately six more meetings were foreseen to complete the remaining work on the access to data. Ross Rader suggested the Council create some incentive for that task force to finish its work and proposed that if their work was not completed by the Lisbon meeting that the task force be disbanded. Marilyn Cade mentioned that a discussion with the Government Advisory Council on their WHOIS principles should be taken into account to make an informed decision on the eventual conclusion to the task force. Bruce Tonkin commented that when looking at flexibility in time lines, there was a need to identify when returns were diminishing. "In other words, a particular task group on any policy matter isn't able to reach consensus, I think it should be closed down rather than using up staff and volunteer resources." Item 7: Discussion on how to progress next steps for improving the GNSO structure and processes - consider whether to establish a separate GNSO Working Group Bruce Tonkin commented that the GNSO constituencies would provide formal feedback to the ICANN Board. Ken Stubbs made an informal proposal to extend the public comment period for two weeks following the conclusion of this meeting, December 22 2006, to give the constituencies adequate time and the board an opportunity to review the comments. Bruce Tonkin proposed making the recommendation to the ICANN Board that the GNSO constituencies would commit to providing input by 22 December 2006. Bruce Tonkin further commented that the Council was awaiting decisions from the ICANN Board on the next steps. Item 8: Update on process for election of GNSO Council chair The Secretariat reported that the nomination period closes on 11 December 2006. Bruce Tonkin has been nominated by Mawaki Chango, seconded by Ken Stubbs, and accepted his nomination. If there were more nominations, the voting period would commence on 19 December and run to the 2 January 2007. If there were only one nomination, then the voting and confirmation of the election would take place at the scheduled GNSO Council meeting on 21 December 2006. Philip Sheppard pointed out that should, for any reason, there not be a quorum at the 21 December Council meeting the council resolution, to elect Bruce Tonkin as GNSO Council chair until the conclusion of the current election period, would carry over the chairmanship until such time as there was a quorum meeting. Item 9: Any other business Bruce Tonkin proposed a motion of thanks to the outgoing Council members whose terms concluded at the end of the Annual General Meeting 2006. Ken Stubbs, who had been involved in the GNSO Council and, prior to that, the Names Council from the very beginning, for his devoted participation and invaluable contributions. June Seo, the gTLD registries representative and Bret Fausett the ALAC liaison, and those absent councillors, Maureen Cubbereley Nominating committee representative, and Lucy Nichols who recently resigned as a member of the Intellectual Property constituency for their participation and contributions. The motion passed by unanimous acclamation. Bruce Tonkin formally closed the meeting and thanked everybody for participating. Dear Council members, Following last week's very productive meeting between the Nominating Committee and GNSO Councillors in Sao Paulo, I'm following up with you on matching the requirements for NomCom Council roles with Councillors' considered views. Attached is the Nominating Committee's 'job description' for NomCom roles. The Nominating Committee leadership would appreciate it if you could review the document to make sure it provides relevant and appropriate guidance on the time commitment and skills required of NomCom appointees to the GNSO Council. Input on the general ICANN description would also be appreciated. For your convenience, I've re-produced the relevant sections below. Your input will help ICANN describe more accurately the skill-sets needed to be a GNSO Councillor, and will also help NomCom to evaluate candidates effectively. Could you please send me any input you may have by 10th January, latest? Either focused comments or redline changes to the draft would be helpful. I will then compile all the input received, reference Glen's research last year on the role of a GNSO Councillor, and send a comprehensive response to the NomCom leadership. All the best, Maria 1 Position and Roles, Eligibility Factors, and Time Commitments Position: GNSO Council Number of Seats: 1 Start of Term: Conclusion of Annual Meeting 200x End of Term: Conclusion of Annual Meeting 200x The Generic Names Supporting Organization (GNSO) is a policy-development body responsible for developing and recommending to the ICANN Board substantive policies relating to generic top-level domains. The GNSO consists of various Constituencies representing particular groups of stakeholders and a GNSO Council, responsible for managing the policy development and administrative processes of the GNSO. The GNSO Constituencies choose the majority of the Council members; Nominating Committee chooses three Council members with staggered terms. The GNSO also includes a liaison from the ALAC and the Governmental Advisory Committee. Liaison activities from the ASO and ccNSO are under development. GNSO Council Members receive no compensation for their services as GNSO Council Members. ICANN provides administrative and operational support necessary for the GNSO to carry out its responsibilities through the GNSO Secretariat. Most recently ICANN also provides staff support for policy development. As stated in the ICANN Bylaws, such support shall not include an obligation for ICANN to fund travel expenses incurred by GNSO participants for travel to any meeting of the GNSO or for any other purpose. However, ICANN has customarily furnished travel expenses for Nominating Committee appointed Council members to ICANN meetings. This custom is planned to continue, but is subject to the Bylaw statement. [Bylaws Article X, Section 4, see http://www.icann.org/general/bylaws.htm#X-4] Nominating Committee will use the Criteria for Selection of ICANN Directors (see above) in choosing Selected Nominees for the GNSO Council. GNSO Council members are expected to support the ICANN mission and the implementation of ICANN's Core Values. Nominating Committee will also take into account the following eligibility factors and additional considerations. GNSO Council Eligibility Factors 1. No person who serves on the Nominating Committee in any capacity is eligible for selection by any means to any position on the Board or any other ICANN body having one or more membership positions that the Nominating Committee is responsible for filling, until the conclusion of an ICANN annual meeting that coincides with, or is after, the conclusion of that person's service on the Nominating Committee. [Bylaws, Article VII, Section 8, see http://www.icann.org/general/bylaws.htm#VII-8] 2. No more than one officer, director, or employee of any particular corporation or other organization (including its subsidiaries and affiliates) shall serve on the GNSO Council at any given time. [Bylaws, Article X, Section 3(5), see http://www.icann.org/general/bylaws.htm#X-3.5] Additional Considerations For the GNSO Council position, specific experience related to the scope of the GNSO's work with the Domain Name System would be advantageous. The current composition of the GNSO Council is available here http://gnso.icann.org/council/members.shtml The Bylaws do not state a limit on the number of terms GNSO Council members may serve. Time Commitment The basic responsibilities of a GNSO Council member would spend at least 18 hours per month on Council related activities, with those chairing or participating in committees or task forces spending at up to 50 hours a month. Task force members and councillors are not compensated for either time or teleconference costs. 2 About ICANN The Internet Corporation for Assigned Names and Numbers (ICANN) is a non-profit, private-sector corporation that serves as a major technical coordination body for the Internet. Created in 1998 by a joint initiative of the Internet's business, technical, academic, and user communities, ICANN has been gradually assuming the responsibility for a set of technical functions previously performed under US government contract by the Internet Assigned Numbers Authority (IANA) and other groups. ICANN is a California public benefit, non-profit corporation. ICANN's mission is "to coordinate, at the overall level, the global Internet's systems of unique identifiers, and in particular to ensure the stable and secure operation of the Internet's unique identifier systems. In particular, ICANN: 1. Coordinates the allocation and assignment of the three sets of unique identifiers for the Internet, which are: a. Domain names (forming a system referred to as "DNS"); b. Internet protocol ("IP") addresses and autonomous system ("AS") numbers; and c. Protocol port and parameter numbers. 2. Coordinates the operation and evolution of the DNS root name server system 3. Coordinates policy development reasonably and appropriately related to these technical functions. <http://www.icann.org/general/bylaws.htm#I> ICANN is dedicated to preserving the operational stability of the Internet; to promoting competition; to achieving broad representation of global Internet communities; and to developing policy appropriate to its mission through bottom-up consensus-based processes. Criteria and time commitments applicable to all positions NomCom will use the Criteria for Selection of ICANN Directors contained in the ICANN Bylaws for all four sets of positions it will fill. These Criteria are: 1. "Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and a demonstrated capacity for thoughtful group decision-making; 2. Persons with an understanding of ICANN's mission and the potential impact of ICANN decisions on the global Internet community, and committed to the success of ICANN; 3. Persons who will produce the broadest cultural and geographic diversity on the Board consistent with meeting the other criteria set forth in this Section; 4. Persons who, in the aggregate, have personal familiarity with the operation of gTLD registries and registrars; with ccTLD registries; with IP address registries; with Internet technical standards and protocols; with policy-development procedures, legal traditions, and the public interest; and with the broad range of business, individual, academic, and non-commercial users of the Internet; 5. Persons who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and 6. Persons who are able to work and communicate in written and spoken English." Given ICANN's Mission and Core Values, the nominees engage in discussions on the technical functions coordinated by ICANN and their impact on the global Internet operation, such as its stability and integrity, or the effect on the users of the Internet. Appointees interact in a diverse environment, involving ICANN Board, ICANN Supporting Organizations and Constituencies, or Advisory Committees, as well as the broad Internet community, by means of a continuous, transparent and informed dialogue, as it corresponds to the ICANN multi stakeholder concept. Appointees will be part of groups which function better in a collegial and cooperative manner but in which individuals must also be prepared for intense debate in which tolerance and reasoning are necessary to accommodate and synthesize conflicting views. Careful consideration of the issues, depth of study of the precedents and environment, and the ability to deal clearly with conflict, including potentially conflict of interest, are predictors of successful contributions to ICANN. NomCom welcomes and encourages participation from all members of the global Internet community. Although Candidates should be able to both work and communicate well in English, there is no requirement that English be the candidate's first language. The time commitments identified below are a basic requirement and the NomCom anticipates that in most cases people will spend more time rather than less. All appointees should expect to spend an additional significant amount of time when joining ICANN on training and learning about the organization, its mission, history and mode of operation. Whereas, the Joint Working Group has been functional as an instrument for making communications between the Board and the GAC more effective. Whereas, on 6 December 2006, the Working Group held its third face-to-face meeting during the ICANN meeting in São Paulo, Brazil, where it discussed the GAC work program for 2007, joint outreach efforts, permanent solution for the GAC secretariat, contingency planning and the role of the GAC within the ICANN framework. Whereas, the Working Group will continue its support to outreach strategies and the sustained synchronization of GAC's priorities with ICANN's work program and strategic plan. Whereas, the preliminary laboratory test conducted by Autonomica and development of root zone and application test plans are significant steps toward the stable deployment of IDNs. Whereas, the TLD registries working group has met regularly on the IDN Guidelines revisions and a best practices document. Whereas, the ccNSO, GNSO, and the GAC have active working groups considering policy aspects related to the introduction of internationalized top-level labels. Whereas, the community has had considerable discussions regarding the development of a process by which internationalized labels corresponding to territories could be developed through a joint effort involving the ccNSO and GAC. Resolved (06.___), the ICANN Board acknowledges the significant work performed by the members of the community working on this important topic and urges this work to continue to move forward in a manner that emphasizes the security and stability of the Internet and enhances the usability of and accessibility to the Internet. Whereas, the 2007-2010 Strategic Plan gives a brief description of challenges and opportunities that ICANN is likely to face in the next years and outlines five strategic objectives for the ICANN community. Whereas, the strategic objectives in the plan will form the framework around which the July 2007 through June 2008 Operational Plan and the associated budget are constructed. Whereas, members of the community have been very generous with their time and the Board appreciates the work that they have done. Resolved (06.___), the Board approves the 2007-2010 Strategic Plan, and directs the President and staff to move forward with the community-based operational planning process based on the strategic objectives as set forth in the plan. | back to top | Schedule for Periodic Reviews of ICANN Structure and Operations Whereas Article IV, Section 4 of ICANN’s Bylaws calls for the Board to cause periodic reviews of the performance and operation of each Supporting Organization, each Supporting Organization Council, each Advisory Committee (other than the Governmental Advisory Committee), and the Nominating Committee by an entity or entities independent of the organization under review. Whereas these reviews are intended to ensure an independent examination of the role and operation of key elements of ICANN, and are part of ICANN’s ongoing commitment to its evolution and improvement. Whereas the Board Governance Committee has determined that, although not required by the Bylaws, a review of the Board would be appropriate and consistent with ICANN’s commitment. Whereas these reviews will be conducted in an objective way by independent evaluators, under guidance from the Board on the review’s terms of reference, and with opportunity for public review and comment on the terms of reference and on the results of the reviews. hi, Annette just mentioned the help that ALAC got from ICANNWIKI is setting up collaborative online tools. I attended some of the sessions where they helped set this up and was impressed with ICANNWIKI's level of support and the level of patience they showed in customizing and explanations. Perhaps we can consider talking to them about getting advice and assistance in setting up collaborative work environment to use in one of our future pdp processes, working group projects or some other project. a.

Request for Data: Individual vs. Commercial Registration

Today in the GAC/GNSO co-session, we heard a request for data about the number of gTLD registrations that are registered by commercial users versus those that are registered by individual users. Some quick work with Google shows that the ratio is roughly 7:3. "...70 percent of domain registrations were attributed to the business segment and the remaining 30 percent to consumers. Compared to a similar study in 2005, the role of the consumer segment has increased from 25%. Registrars in the United States had a slightly higher percentage of business from the consumer segment than the international registrars, 30 percent and 27 percent respectively." - Verisign Domain Name Industry Brief, November 2006. While I am certain that these numbers vary slightly from gTLD to gTLD, I think its fair to assume for our purposes that the ratio is similar, and that we can expect to see continued growth from the consumer segment in the coming years.
