Hello Sophia, - review external influences - e.g alternative roots (both ASCII and IDN based), search engines, tld (cctld and gtld) registry competition, growth in Internet users that are non-English speaking and users that use different character sets. We will not be discussing IDNs in detail as a separate topic, but merely identifying that it is an influence on the new gTLD discussion. Note IDNs in the root would be a type of new gTLD. Given that there are presently no IDNs in the root has led some groups establishing alternative roots to provide that function (not necessary compliant with the IETF RFCs for IDNs). Regards, Bruce

Hello Sophia, > I suppose the PDP public forum does not include the IDN at this point. Correct? We formally requested an issues report on IDN's in Vancouver. However we were informed that there was some other work going on via the President's committee and also work within the IAB that would help in the development of that report. I expect we should have the report for our meeting in Wellington, but as IDN's is a large and very specialised topic I don't see that being on the agenda for the meeting in Washington. Glen, I assume you need this information in order to determine "quorum" and that given the Councilors may drop off the call, we will need to have verification of who is on the call at any given point. Are you in fact advising us that we need to tell you affirmatively when, and if we are going to be on the segments of the calls? If so, I didn't get that message. :-) but I suspect it is the case. Perhaps you can just clarify why and the importance of this information. Secondly, I ask for input from councilors: IF the call started at US 4:00 or 5:00 p.m. would we have more councilors on the Council call? IF so, let's move the meeting accordingly, and move a session of the working group to follow the Council call. I am not suggesting that registreis have such rights, by the way. however, I am pretty sure that privacy isn't the right word for what we are trying to examine. Dear Council members, As agreed, I have modified the ToR in line with the discussions at the Council call 16 February, with most valued help from other staff attending the call. See attachment. I have used the paragraph wordings supplied to the list by Ross and Bruce (taking the latest submission in one case when both had provided slightly different texts) and staff notes for a couple of other agreed changes. I must emphasize that the exact outcome was not always crystal clear so please consider the new draft carefully. Also, regarding Marilyn's recent mail, the expression "privacy rights" remains in 5a, but I do share Marilyn's concern that this expression may be amiss. It is probably not "intellectual property rights" we're looking for either and it may be appropriate to use a more explicit sentence to capture the gist of what is intended. Best regards Olof
