[To: ga[at]gnso.icann.org; announce[at]gnso.icann.org] [To: liaison6c[at]gnso.icann.org; council[at]gnso.icann.org] ICANN Opens Public Comment Period on the Tralliance Proposed New Registry Service http://www.icann.org/announcements/announcement-1-18sep06.htm On 13 September 2006, ICANN posted for public information a proposal http://www.icann.org/registries/rsep/tralliance_request.pdf submitted through the Registry Request Service by Tralliance Corporation for a new service known as "search.travel". ICANN has made a preliminary determination that the Tralliance proposal requires further consideration by the Registry Services Technical Evaluation Panel (RSTEP) because the proposal could raise significant Security and Stability issues. Accordingly, today ICANN has referred the proposal to the RSTEP. Under the terms of the Registry Services Evaluation Policy, http://www.icann.org/registries/rsep/rsep.html the RSTEP shall have 45 calendar days from the referral, until 2 November 2006, to prepare a written report regarding the proposed Registry Service's effect on Security or Stability, which report (along with a summary of any public comments) shall be forwarded to the ICANN Board. The report shall set forward the opinions of the Registry Services Technical Evaluation Panel, including, but not limited to, a detailed statement of the analysis, reasons, and information upon which the panel has relied in reaching their conclusions, along with the response to any specific questions that were included in the referral from ICANN staff. A public comment period will remain open until 5:00 PM PDT/California, 18 October 2006. Public comments will be available for consideration by the RSTEP and the ICANN Board. As most of you remember, I was elected at the end of 2005 for a two year term. According to the IPC bylaws I could serve two terms. I am actutely aware of the complexity of the issues and the time needed to get sufficiently up to speed to play an active role, despite the excellent support from ICANN staff. I certainly see the benefit of having councillors on board who have completeted their first term and see no downside in councillors serving multiple terms, provided they present the positions of their constituency based on appropriate consultation. I was appointed to the GNSO Council in 2003 as a substitute for Philip Grabensee. I was elected for another term in 2004. This term ends in 2006. Due to our constituency bylaws I'm able to serve two consecutive terms. Since there is no specification in the registrar constituency bylaws and the ICANN bylaws state that not full served terms are not to be counted as terms I would be eligible for another term. In general I want to note that I do not really have any hard feelings either into the direction of restricting the number of terms nor into leaving it totally open. The two points I think that are very important under both options are a. it is the same for all constituencies b. The modus and its outcome is transparent. Philip Sheppard, Marilyn Cade, Greg Ruth, Tony Harris, Tony Holmes, Ken Stubbs, and Cary Karp were all on the Council at that time. E.g see the minutes at: http://www.dnso.org/dnso/notes/20020829.NCteleconf-minutes.html I have been a member and chair of the GNSO Council since it was formed in 2003. So I guess I have been the chair for the past 4 years. Under the registrar constituency rules, I am serving my last term on the Council as a representative of the registrars constituency. Hi, In recommendation 13 of the report, (for those who have not seen it yet : http://icann.org/announcements/announcement-15sep06.htm ) they recommend term limits of 2@2 year or 1@3 year. I never gave any thought to how long people had been in the council and was wondering if a list of councilors with their years in the council could be generated. I am curious as to how many councilors this would affect if it were the practice. I looked for such a table in the Annex, and while I may have missed it, did not see one. Might even be interesting to include that information in the council members list at http://gnso.icann.org/council/members.shtml . Note on my personal opinions on the the issue: I am not in general in favor of strict term limits, but i am in favor of transparency that allows all to know how long someone has been in place. In terms of renewals I tend to prefer guidelines that. e.g. say - after 1 term - renew unless there is a reason not to - after 2 terms - renew if there is a good reason to do so - after 3 terms - do not renew unless it is vitally important to do so thanks a.
