Whereas On 25 June 2008 the GNSO council initiated PDP IRTP Part A to be referred to as IRTP PDP Jun08 and, decided to create an PDP WG for the purposes of fulfilling the requirements of the PDP and, has reviewed the charter found at IRTP PDP-A WG Charter http://gnso.icann.org/issues/transfers/irtp-working-group-charter-jun08.htm Resolved The GSNO Council approves the charter and associated time lines and appoints Mike Rodenbaugh as the GNSO Council Liaison to the IRTP PDP Jun08 WG. The GNSO council further directs that the work of the IRTP PDP Jun08 WG be initiated no later then 14 days after the approval of this motion. Until such time as the WG can select a chair and that chair can be confirmed by the GNSO Council, the GNSO council Liaison shall act as interim chair. Hi, While I do not know whether the council will be ready to vote on the Improvements item at today's meeting, I have pulled the motion that was on the table a the last meeting up to this meeting. I have amended it to included mention of Board resolution 2008.06.26.13 and updated the date by which the constituencies sold appoint members for the groups. --- Motion on GNSO "Improvements" (tabled on 25 Jun 08, modified for 17 July) Motion: Avri Doria Second: Whereas, The ICANN Board in resolution 2008.02.15.03 directed the ICANN Staff to "draft a detailed implementation plan in consultation with the GNSO", and That such a plan was developed by the Planning Team composed of staff and GNSO members working jointly and in cooperation, and That the ICANN board in resolution 2008.06.26.13, endorsed the recommendations of the Board Governance Committee's GNSO Review Working Group, other than on GNSO Council restructuring, Resolved: The GNSO Council approves the Framework defined in GNSO Improvements – Top Level Plan of 21 June 2008 prepared by the GNSO Improvements Planning Team as documented in {file: GNSO Improvements_top-level- plan_update-080521.pdf}and request that constituencies and nomcom appointees begin the task of naming representatives to serve in the two Standing Committees as defined in the Top Level Plan by 7 August.

All, In light of recent changes in staff supporting the GNSO Council, I'd like to provide the following summary of selected GNSO Council activities and the primary Policy Staff responsible for supporting those activities. You are encouraged to contact the policy staff listed below (all can be reached at policy-staff(a)icann.org<mailto:policy-staff@icann.org>) if you have questions regarding the activities they are handling: Implementation of BGC GNSO Improvement recommendations * Policy staff lead - Rob Hoggarth, with several staff supporting Fast flux PDP * Policy staff lead(s) - Liz Gasster and Marika Konings Inter-registrar transfers PDPs (denial definitions PDP and Part A Issues Report) * Policy staff lead - Marika Konings (Olof Nordling will be available for transition and continuity) Domain name tasting resolution Responsibility for implementation now shifts to ICANN's Services staff, with ongoing policy support from Rob Hoggarth. The Final Report highlights the latest topics and issues that need to be considered in developing (1) a mechanism for the selection of the IDN ccTLD string and (2) a mechanism to designate an IDN ccTLD manager. The ICANN Board of Directors accepted the Final report at its 26 June meeting in Paris, France and directed that the report be made available for public comments. Process: In addition to opening this new public forum, the ICANN Staff has been directed by the Board to begin work on implementation measures with relevant stakeholders to implement the fast track and to prepare a detailed implementation report to the Board before the ICANN Cairo meeting in November 2008. Comments submitted in this forum will be used by the staff to help fulfill those obligations. Background: The IDNC WG was chartered by ICANN's Board to develop and report on feasible methods, if any, that would enable the introduction (in a timely manner and in a manner that ensures the continued security and stability of the Internet) of a limited number of non-contentious IDN ccTLDs, associated with the ISO 3166-1 two-letter codes (both the official code list of ISO 3166-1 and the list of reserved ISO 3166-1 code elements)(popularly known as "the fast track"), while the overall IDN ccTLD policy is being developed. The scope of the IDNC WG was limited to developing methods that would not pre-empt the ultimate policy outcomes of the IDN cc Policy Development Process (ccPDP). As described in the Final Report, the fast track approach requires two specific mechanisms: 1. A mechanism for the selection of the IDN ccTLD string; and 2. A mechanism to designate an IDN ccTLD manager). ICANN is today posting the plan for public comment. Comments on the plan may be submitted to: <registry-failover-plan(a)icann.org> through 14 August 2008 23:59 UTC and may be viewed at http://forum.icann.org/lists/registry-failover-plan/. ICANN's gTLD Registry Failover Plan is intended to provide protection for registrants, and add to the security and stability of the Internet through collaboration with registries, registrars and members of the Internet community. The plan provides a comprehensive guide describing potential ICANN actions in specific situations involving a registry and is intended to define the roles of registries and ICANN in the event of registry failure. The plan includes provisions for: information sharing, situation handling and event management, crisis response, communications, business continuity, data escrow and data security, TLD and data transition and registry closure. Going forward, ICANN's FY09 Operating Plan states that a key deliverable during FY09 is to "implement [the gTLD] registry failover plan including live testing with a registry or registries." At the conclusion of the comment period, ICANN will move into the implementation and testing phase of the project, and will work with experienced registries, registrars and others to exercise the plan in Fiscal Year 2008-09.
