RAA Amendments discussion

Hi all, I see 15 mins on tomorrow's agenda for this topic, and only a link to this letter from the US Government to the Chair of the ICANN Board. http://forum.icann.org/lists/raa-consultation/pdfXG2oUDNceq.pdf. I have no idea what our discussion was going to be about, and so I try to kick off a talk on the list. I appreciate the letter and hope we as a Council can respond by moving WHOIS studies forward at long last, and meanwhile (at minimum) formally object to the newly proposed RAA amendments wrt WHOIS proxy services. The entire RAA amendment "process" has not involved the GNSO. Instead there have been two very long rounds of bi-lateral negotiations between ICANN Staff and the Registrars Constituency. There was one round of public comment in between (though it is difficult to understand how public comments played any significant role in the second draft), and one just closed wrt the second draft. The RAA amendments involve many changes to existing gTLD policy as embodied in the existing, many-year old RAA. Public comments from several constituencies indicate substantial disagreement with many of the suggested amendments. The Council really should consider the proposed amendments formally and with the goal of consensus comments, and to record constituency and/or minority comments. Yet this may be far too late at this point, it is unclear what the "process" is and how GNSO might impact it, and some of the RAA amendments are unobjectionable and should be implemented immediately. Still, some of the suggested amendments are completely unacceptable. So we need to figure out a way to formally register those concerns and ensure they will be heard, while not unduly stalling the entire process. The only other option would be to request Issues Reports on various of the suggested amendments? Thanks, Mike

What about section 5.8 re proxy voting? I anticipate that my travel cost and hotel accommodation from Thursday Nov 6 to Sunday Nov 9am will be covered for me as a member of the 2009 Nominating Committee. While my employer dedicates my time to the work of the GNSO, it does not reimburse any part of my ICANN-related travel expenses. Need for partial ICANN travel support for Cairo meeting

I need partial travel support (hotel only) in order to attend the ICANN meeting in Cairo. My employer has agreed to cover all of my other travel expenses (airfare, meals, etc.). Visa Information for Cairo

Dear All, If you will be travelling to the Cairo meeting in November, the following information regarding travel visa requirements may be of value. The specific rules for various citizens appear below. Please review this information carefully to determine your individual requirements for obtaining the visa. NON-US RESIDENTS NON-US residents who are required to get a pre-arrival visa or just prefer to get the visa in advance must apply to a consulate in their jurisdiction. A list of Egyptian Missions can be found at <http://www.mfa.gov.eg/MFA_Portal/en-GB/mfa_websits/>. Visa application requirements may vary slightly by jurisdiction. Most consulates will require the following: Completed visa application form (attached) Passport with at least 6-months validity and 1 blank page for the visa; 1 passport size photo; A copy of your itinerary; and An official letter from ICANN If you require an invitation letter, please see: https://forms.icann.org/cgi/invitation-request SPECIFIC RULES FOR DIFFERENT CITIZENS: A- Arabic Countries Citizens exempted from getting a visa to Egypt: Citizens of Saudi Arabia, Bahrain, Kuwait, United Arab Emirates, Jordan, Yemen, Gepoti, Syria, Oman, Qatar, and Libya. Citizens of the following countries are required to be in possession of a pre-arrival visa to Egypt and they CANNOT get a visa upon their arrival*: Palestine, Iraq, Lebanon, Morocco, Tunisia, Algeria, Somalia, Sudan, Mauritania. Citizens of the following countries are required to be in possession of a pre-arrival visa to Egypt and they CANNOT get a visa upon their arrival: The rest of Asian citizens. D- USA and Canada USA and Canadian citizens can get a visa from a consulate abroad or upon their arrival to Egypt. E- South American Countries South American citizens can get a visa from a consulate abroad or upon their arrival to Egypt except those from Palestinian origin and Belies citizens from Lebanese origin*. F- Australia and New Zealand Australian and New Zealand citizens can get a visa from a consulate abroad or upon their arrival to Egypt.
