PPSC Working Group work team status update: Forwarded from j. scott evans | senior legal director, global brand & trademark | Yahoo! Inc. | Glen: Our group divided its work into two sections. First, we are developing a Charter Drafting Guidelines document that would assist groups that are chartering a Working Group in putting together an appropriate Charter. Second, we are putting together a Working Group Operating Model Guidebook that would be used by Working Groups to understand how to operate a working group. Currently, we have finished the work on a majority of the Charter Drafting Guidelines document. We hope to have a call for consensus for about 90% of the document within the next 2 weeks. However, because certain sections of the Charter Drafting Guidelines cross-reference information in the Working Group Operating Model Guidebook, there are a couple of sections for which we will have to delay the call for consensus until such time as the Working Group Operating Model Guidebook is finalized. Hence, we plan to start work on the second document next week. We are cognizant that some portions of the Working Group Operating Model Guidebook are reliant on working going on in other parts of the reorganization effort and we have every intention (with the assistance of our able staff liaisons) to ensure that our work compliments and/or incorporates the work of these other groups before being finalized. We have a rough draft of this second document prepared and will now begin the task of refining the text. It is our hope to have the document in a position to have an intense drafting session in Seoul so that we can have a draft to put out a call for consensuses soon thereafter. Advance Notice: Board Committee Public Session Discussion of public participation and document publication operational policy 18 September 2009 The ICANN Board Public Participation Committee (PPC) will be holding a special public session on Monday 5 October at 15:00 UTC to discuss the Committee's work, focusing in particular on the Document Publication Operational Policy currently out for public comment. The public session will be held entirely online using the conferencing software that ICANN has been testing over the course of 2009 for its remote participation abilities. Any and all community members are invited to join the session, which will be accessible through the address: http://icann.na3.acrobat.com/ppc/. The meeting will be split into two parts: * The first will cover the broad issue of public participation within ICANN and Committee members will outline what they are currently working on, as well as take questions and suggestions. Input will be fed into the Committee's public session at the international public meeting in Seoul at the end of October. * The second part will take up the majority of the time and be dedicated to community discussion of the Document Publication Operational Policy. Input will be fed into the public comment period currently open on the operational policy. The operational policy covers the provision of documents and meeting agendas a set time ahead of an ICANN international public meeting, and also includes sections on the provision of executive summaries, plain language, use of jargon and acronyms, translation and so on. It was put out for public comment on 8 September and comments on it will be accepted for three days following the PPC public session. The date of the PPC public session – Monday 5 October – is particularly relevant as it is also the deadline date for the Seoul meeting (15 working days ahead of the opening day on 26 October). In particular, the Committee is interested in hearing the community's perspectives on the potential impact of the operational policy and what may be done to alleviate any issues. IRTP Part B Update: Continued discussions on defining terms. Public comment period on charter issues is still open. Closes 5 October. PEDNR Update: All SOIs of participants have now been collected. Registrar Survey: Marika is ready to work on these, and will be reaching out to known registrar reps for answers or an appropriate contact within the organization. Discussion of a workshop during the Seoul meeting - scheduling & remote access facilities, what other meetings may conflict, concern that new gTLD sessions would take away our participants, potential conflict with an ALAC event. Public Comment summary and analysis ** 14 Comments Rec'd, 13 participants (1 commented twice) ** Answers grouped by charter questions. ** Feedback on other issues (not related to charter questions) were also collected ** Constituency Statements: IPC, RSG not posted yet or included in analysis. ** Discussion of a "drop box" during Seoul to receive anonymous comments. Some discussion about Registry Practices. Notably, the extension of the date during auto-renew grace period which could give registrants the impression that the date had renewed. Discussed a shift in the timeline. I will likely be posing this request to the Council (2 wk extension). Continued discussion on Charter question 1 - Does registrant have sufficient opportunity to renew names prior to expiry? Tim

GNSO Council meet and greet?

Under Item 9 on our Council agenda this week the topic is "Proposal by Registrars for a council meet & greet (discussion and socializing)". I want to thank Adrian and the registrars for the suggestions they put forward and also thank everyone who participated in the online discussion of the ideas for Council interaction in Seoul. Based on what I saw discussed on the list, I have come to the following conclusions: 1. Regarding what I will refer to as a possible "gripe" session, I don't believe it is realistic for us to reach even rough consensus about holding such a session, so I suggest we not spend any more time on this idea. 2. There seemed to be strong support for some social interaction of Councilors. With regard to the latter idea, Bruce Tonkin shared some thoughts with Avri, Adrian and I that I think were helpful that I would like to pass on for Council consideration when we cover the related agenda item on Thursday: "It is difficult to make an informal dinner at a restaurant work. The Board (which is just as big) has tended to use the following approach which is a reasonable compromise. (1) Find a restaurant that has a private room. This often has the benefit that it is quieter and possible to hear conversations a few seats down. (2) Find a restaurant that has a suitable pre/post dinner drinks area - where people can more informally interact before and after sitting down. (3) Try to mix things up a bit between courses - move people around. This doesn't always happen - but I think it can be useful. The Board did this when the new CEO joined for example." If there is interest in doing this, we could possibly impose on Staff to explore the possibility for Saturday night in Seoul. Thoughts? Chuck

Amended Motion to Approve Plan for Bicameral Council Seat Transition

Attached you will find a clean and a redline version of a revised motion to approve the Plan for Bicameral Council Seat Transition (i.e., an implementation plan for the new bicameral Council). Note that I submitted the original motion two days ago but Avri, Staff and I discovered some changes that were needed after consultation with the GC office and in our own discussions. The clean version is also posted on the wiki at https://st.icann.org/gnso-council/index.cgi?24_sept_motions. This motion is on our agenda for our meeting next week on 24 September 2009 so please forward it to your respective groups for review and comment as soon as possible for their review and comment. In the redline version you will see that quite a few changes were made, although the overall essence of the plan is very similar to what it was; quite a few needed details were added. The clean version is probably the easiest to use but those of you who already reviewed the original motion may find it helpful to refer to the redline version so that you can easily see the changes that were made. Also, the redline version contains comments that were exchanged by Avri, ICANN Staff and I in the process; they hopefully will provide the rationale for the amendments made. Travel to Seoul - funding

Olga, thank you for the outreach. Please make this formal request. The BC formally requests travel funding for Philip Sheppard, as a retiring council member, for the Seoul meeting. There is considerable constituency, stakeholder group, and GNSO handover work to do. I may also be able to provide a certain institutional memory. My organisation can ordinarily currently fund one long-haul trip per year. This year there have been three such long-haul and so costly trips (for a European), which is I believe the first time ever in ICANN history. Philip
