All, We are due to meet with the GDD staff as part of the GNSO weekend sessions in LA. There are a couple of topics which spring to my mind immediately as follows: 1. An update and interchange on the overlap & synergy between: a. Staff work on the new gTLD subsequent rounds b. GNSO Discussion Group on new gTLDs 2. ALAC Liaison to the GNSO

As many of you know, at this start of this term, I had announced that after 8 years, it would be my last. I have also recently been named the in-coming ALAC Chair, so even without the decision I would be leaving the GNSO. I am pleased to report that a successor has been named. For the 2014-15 year, the ALAC Liaison to the GNSO will be Cheryl Langdon-Orr. I have no doubt that you will welcome her. I will avoid all references to show sizes here, but I have no doubt that you will find her style very different from mine, but more than capable of being my successor. Alan

Motion for the creation of CWG-IG

Hi, Please find a motion for approving the charter of the CWG-IG as was discussed at our last meeting. Since James and I worked on this, I have added his name as seconder but he needs to either accept or reject that. Note the last item in the motion: > 4. As the charter calls for each of the chartering organizations to > appoint a co-chair for the group, the GNSO Council appoints <name > here> to serve as a member of the CWG-IG, to serve as the GNSO > co-chair of the CWG-IG, and to serve as GNSO Council liaison to the > group. We need to decide which name goes here. Does no necessarily need to be the same person for co-chair and liaison. Rafik Dammak is a current co-facilitator for the group from the GNSO side. Each GNSO Stakeholder Group will identify one member to serve on the CWG-IG by 15-October-2014 taking into account the charter requirement that best efforts should be made to ensure that members: - Have sufficient expertise to participate in the applicable subject matter; - Commit to actively participate in the activities of the CWG-IG on an ongoing and long-term basis; and - Where appropriate, solicit and communicate the views and concerns of individuals in the organization that appoints them. 3. The GNSO will collaborate with the other SOs and ACs to issue a call for observers to join the CWG-IG, each in accordance with its own rules. 4. Motion to Adopt IRTP-D Final Report

Councilors: In preparation for our next meeting in Los Angeles, I would like to formally introduce the motion (below) to adopt the Final Report and Recommendations of the IRTP Part D PDP (IRTP-D) Working Group. I am also seeking a second for this motion. Please let me know if you have questions or need additional info. Thanks- J. ________________________________ - Motion on the Adoption of the IRTP Part D Final Report and Recommendations Whereas 1. On 17 January 2013, the GNSO Council launched a Policy Development Process (PDP) on IRTP Part D [http://gnso.icann.org/en/council/resolutions - 201301<http://gnso.icann.org/en/council/resolutions#201301>] addressing the following six Charter questions: a) Whether reporting requirements for registries and dispute providers should be developed, in order to make precedent and trend information available to the community and allow reference to past cases in dispute submissions; b) Whether additional provisions should be included in the TDRP (Transfer Dispute Resolution Policy) on how to handle disputes when multiple transfers have occurred; c) Whether dispute options for registrants should be developed and implemented as part of the policy (registrants currently depend on registrars to initiate a dispute on their behalf); d) Whether requirements or best practices should be put into place for registrars to make information on transfer dispute resolution options available to registrant; e) Whether existing penalties for policy violations are sufficient or if additional provisions/penalties for specific violations should be added into the policy; f) Whether the universal adoption and implementation of EPP AuthInfo codes has eliminated the need of FOAs. 2. This PDP has followed the prescribed PDP steps as stated in the Bylaws, resulting in a Final Report delivered on 25 September 2014; 3. The IRTP Part D WG has reached full consensus on the 18 recommendations in relation to the six issues outlined above; 4. The GNSO Council has reviewed and discussed these recommendations. Now therefore be it resolved, 1. The GNSO Council recommends to the ICANN Board of Directors the adoption of the IRTP Part D recommendations (#1 to #18) as detailed in the IRTP Part D Final Report [http://gnso.icann.org/en/issues/transfers/irtp-d-final-25sep14-en.pdf] 2. The GNSO Council shall convene an IRTP Part D Implementation Review Team to assist ICANN Staff in developing the implementation details for the new policy should it be approved by the ICANN Board. The Implementation Review Team will be tasked with evaluating the proposed implementation of the policy recommendations as approved by the Board and is expected to work with ICANN Staff to ensure that the resultant implementation fulfils the intentions of the approved policies. If the IRTP Part D Implementation Review Team identifies any potential modifications to the policy or new policy recommendations, the IRTP Part D Implementation Review Team shall refer these to the GNSO Council for its consideration and follow-up, as appropriate. Following adoption by the ICANN Board of the recommendations, the GNSO Secretariat is authorized to issue a call for volunteers for an IRTP Part D Implementation Review Team to the members of the IRTP Part D Working Group.

Updated letter to NGPC on IGO-Red Cross protections

Dear all, Please find attached an updated draft of the letter discussed at the Council meeting of 25 September. Following discussions with Thomas and Alan, the following sentence was added as the final sentence to the paragraph that deals with protection for Red Cross national society names: "We would greatly appreciate it if the NGPC can share with the Council its thoughts on the most appropriate form of protection for these national Red Cross society names, to ensure that if the Council decides to propose amendments for which it will need to reconvene the original PDP WG, it considers a proposal which will ultimately meet the needs of the NGPC.² Please reply to this list if you have any other comments or suggestions for the letter. If not, staff proposes that Jonathan be able to send the final letter off to Cherine and Chris by the end of this week. Mary Wong has suggested the following revision which has been noted in the minutes that are attached (redline version and clean version). Item 4: MOTION - A proposed modification of the GNSO's consensus recommendations relating to IGO acronyms and Red Cross identifiers The Action Item has been amended from: "Communicate to the NGPC, the GNSO intention to examine specific aspects and the potential to modify the GNSO's consensus recommendations relating to IGO acronyms and Red Cross identifiers." To the suggested change: "Communicate to the NGPC the GNSO Council's willingness to consider amending specific aspects of the remaining policy recommendations relating to IGO acronyms and certain Red Cross identifiers in accordance with the GNSO's procedures, and seeking the NGPC's confirmation of the Council's understanding of the nature of the amendments that may be made."
