ICANN 50: GNSO Council Meeting with the ICANN GDD

All, Following on from my related recent emails, please can you provide input as to the topics your SG and/or Constituency would like to see the Council (bearing in mind the role and function of the Council) raise and discuss in our in our meeting with the ICANN Generic Domains Division in London. Please note that we will also be meeting separately with the ICANN Board, the ICANN CEO (who will be present when we meet with the board) & the Strategic Advisor to the CEO (Teresa Swineheart) so it's also important to think about which the best forum to raise a particular issue or topic. GDD staff expected to be present when we meet with them are Akram Atallah, Cyrus Namazi & Christine Willet. A couple of ideas: - An update on key themes of the work of the Council and associated policy work in the GNSO (Keeping this very short) - Specific policy related concerns with respect to the implementation of the new gTLD programme? - An update from the GDD on the process and activity for policy implementation work. Specifically, it will be helpful to get input on progress towards implementation of: o IRTP Part B Recommendations #8 (adopted by the ICANN Board in May 2012) and #9 part 2 (adopted by the ICANN Board in March 2012) o IRTP Part C (adopted by the ICANN Board in December 2012) o Locking of a Domain Name subject to UDRP Proceedings (adopted by the ICANN Board in September 2013) o Thick Whois (adopted by the ICANN Board in February 2014) - A current / latest version of thinking on the next round of new TLDs and any expectations of what the Council might do here - A N Other Topic/s Jonathan

Announcing Plans for Public Comment Improvements https://www.icann.org/news/announcement-2-2014-06-12-en ICANN's Policy Development Support Staff recently assumed day-to-day oversight of ICANN's public comment infrastructure. This responsibility includes coordinating, evaluating, developing and implementing targeted improvements to all of ICANN's community input and feedback mechanisms. The team has spent considerable time reviewing the existing public comment infrastructure, processes, and procedures and gathering data on community activity to determine what changes inspired by the original recommendations of the Accountability and Transparency Review Team have been effective. In conjunction with those efforts as well as the recent ATRT2 recommendations currently being reviewed by the Board, the Staff has been working over the past several weeks to develop a public comments improvement implementation plan. This effort builds on previous feedback from community leaders that identified a number of potential areas for public comment improvements. The plan has been shared with members of the Board of Directors who have encouraged the Staff to move forward with it. The team expects to move forward with the implementation of specific short-term process improvements after the ICANN Public Meeting in London (ICANN 50). Those short-term changes will be evaluated for their effectiveness after six months while longer-term improvements are developed. Thanks, Jonathan From: Darris Saylors [mailto:darris.saylors@icann.org] On Behalf Of Nora Abusitta Sent: 04 June 2014 03:26 Subject: UPDATE Focus Group on Document Translation Importance: High Dear All, As mentioned in previous emails and calls, the ICANN Language Services Department is embarking on a new project to guarantee the quality of document translation on the ICANN website. It was intended that this would be explored through a focus group culminating with a meeting in London at ICANN 50; however, given the time constraints on all staff at this time, we are postponing the start of this project until after the London meeting so that ICANN staff and community members have time to engage fully with this initiative. This project working group will now commence work on July 15th, with findings to be shared and discussed at ICANN 51 in Los Angeles. This working group will hold regular calls with volunteered staff and with key community members whom we will be engaging in London. We will also be highlighting this initiative in London at different sessions that week. Thank you to those who have already nominated participants. My team and I will be reaching out to you all in London to discuss this project further and connect with community members and staff who would enhance this work. In the meantime, I would appreciate if you could send through any names of potential participants whom you think would be able to be part of this extremely important focus group. We require participants who are familiar with translation services and are able to represent the linguistic diversity of the community. The volunteers will share their thoughts and discuss with our Language Experts their views and desired outcome regarding the best way to approach translation of all the different materials (e.g. crowd sourcing translation, machine translation, preferred and third-party vendors). London Weekend Sessions with the Board, CEO, GDD and Senior Advisor on Strategy

All, We have a set of key weekend sessions with the ICANN Board and senior staff. Typically, the Council works on the content through a discussion on the Council list feeding into a preparatory call or email exchange I have with the relevant people. For London, we have weekend meetings with the Board, CEO, GDD (Akram Atallah & team) and Senior Advisor to the CEO on Strategy (Theresa Swineheart) and the GAC. In addition, we will meet with the ccNSO on Monday and a draft agenda is in preparation. I will kick off individual discussions for the above and use input from that to discuss with Steve, Fadi, Akram and Theresa in order that they are adequately prepared. Thanks. Jonathan

Please review the final Panel on the Framework's Report at: <https://www.icann.org/en/system/files/files/prf-report-15may14-en.pdf> https://www.icann.org/en/system/files/files/prf-report-15may14-en.pdf. The Panel's report outlined how ICANN can better address the global public interest through an approach that reviews ICANN's current activities, and identifying opportunities and key targets that should be addressed to strengthen ICANN's commitment. In its conclusion, the Report listed top line recommendations for ICANN's public responsibility framework moving forward. Recommendations included: the streamlining of current ICANN public responsibility activities under a formal Development and Public Responsibility Department (DPRD); strengthening ICANN Regional Engagement Strategies; commissioning research to enhance understanding of links between Internet Governance and Development; and exploring the establishment of an external foundation to operate in the philanthropic space. Building on the recommendations from the Panel's report, ICANN is exploring the potential of creating a Development and Public Responsibility Department (DPRD), which will aim to implement the Panel's recommendations and formalize ICANN's public responsibility framework. If established, this department will aim to: 1. Streamline and formalize existing, and future, public responsibility activities, which will eliminate the need to grow dramatically in FY15, as it focuses primarily on strategy enhancement and efficiency. This could include: ensuring that the public interest is cohesively and cross-cuttingly served throughout the organization's activities and operations; commissioning research how ICANN can best act with other entities and members in the Internet ecosystem; enhancing the understanding of the links between Internet, Internet governance, development, and policymaking, particularly in developing and emerging countries and regions; strengthening Regional Engagement Strategies so they can continue to identify, assess, and meet local needs; and ensuring that all ICANN departments incorporate public responsibility as a core component of their work. 2. Organize its development and public responsibility efforts into four following strategic priority areas, as recommended by the Panel Report: . Education . Localization and Language Services . Next Generation Projects . Participation in Global Cooperation and Development This organizational structure will further strengthen ICANN's commitment to the global public interest. Projects within each area could be carried out by ICANN independently, in collaboration with International and Intergovernmental Organizations, in partnership with foundations, or with regional and local capacity building and training organizations. As mentioned above, our goal at this meeting is to socialize the Community with the idea of creating the DPRD. This goal can be effected by discussing the proposed DPRD with the attending Community and various ICANN departments, and implementing recommended changes for best practices. To do so, we have scheduled the following two sessions for the ICANN 50 Meeting: 1. " <http://london50.icann.org/en/schedule/mon-nextgen-uog> NextGen@ICANN with University of Greenwich" (Monday, June 23rd from 15:15 to 16:45 BST in Thames) - Building on the success at ICANN49, this session will review the work by Post Graduate students at the University of Greenwich on the potential economic social and political costs of a fragmentation of the DNS, generating an interesting dialogue including potential areas for further work.. 3. " <http://london50.icann.org/en/schedule/wed-development-prf> Exploring ICANN's Development and Public Responsibility Programs" (Wednesday, 25th June from 13:00 to 14:30 BST in the Windsor Suite) - This session will incorporate, and elaborate upon, the DPRD information mentioned above, and provide a discussion session for the Community to participate, give feedback, and recommend changes for the department proposition and strategy. Nii Quaynor, who served on the Strategy Panel on the Public Responsibility Framework, will attend this session, and I will be moderating. In addition, I am hoping to meet with you while in London to gather your input and expertise in this area. I anticipate that this upcoming meeting will help our team, and ICANN, further demonstrate its commitment to international participation, and help to develop a streamlined approach to fulfilling ICANN's public responsibility. Pursuant to this end, and as an extension of Fadi's recent call covering plans for the DPRD, I would like to arrange individual follow-up calls with each of you to discuss these plans further.
