Following several discussions, including the publication of a staff discussion paper and a community session during the ICANN meeting in Beijing in April 2013, the Generic Names Supporting Organization (GNSO) Council decided in July 2013 to form a Working Group (WG) which was tasked to provide the GNSO Council with a set of recommendations on a number of questions that specifically relate to policy and implementation in a GNSO context. Proposed way forward (Re: [council] RE: IDN Implementation Guidelines)

Dear all, Given that the 31 January deadline is approaching quickly, staff would like to suggest a possible way forward for the GNSO in respect of providing the requested input into the pending update of the IDN Implementation Guidelines. Since Edmon has already volunteered to assist in the effort, we would like to suggest that a small group of interested Councilors and community members join him to: (1) provide Akram Atallah (GDD President) and Sarmad Hussain (IDN Programs Senior Manager) with an expected date by which the GNSO input will be provided; and (2) develop (as requested) a list of issues to be reviewed as part of the update of the Guidelines. I attach a proposed draft letter to Akram that can be sent by the group, assuming the Council approves this plan. As a reminder, these Guidelines concern the possibility that implementation of IDNs at the second level may create issues relating to cybersquatting and consumer confusion. It will therefore be critical for all of the GNSO¹s constituencies and stakeholder groups who are concerned about these issues to contribute to scoping the review, and participating in the review when it takes place. As such, compiling a list of issues from the GNSO community for consideration as part of that scoping exercise would be extremely helpful and potentially important. You may recall that this topic was the subject of some lively discussion among the Council at the Los Angeles meeting. If the suggested approach is unobjectionable, this item will be placed on the consent agenda for the Council¹s 29 January meeting, to ensure timely notification to Akram and his staff, and to enable the group of volunteers to begin their work. As a reminder, Sarmad is due to provide his regular briefing/update to the GNSO during the GNSO¹s Working Sessions in Singapore as well. Staff will also reach out to individual Councilors and community members who have expressed interest in the effort, to facilitate diverse representation within the small group. Item 2: Opening Remarks / Review of Projects & Action List Arising from the Action List<https://community.icann.org/display/gnsocouncilmeetings/Action+Items>: · Expert Working Group (EWG) The Board/GNSO group met last week via phone call and are working through the issues trying to determine which ones would be helpful to further consider prior to a PDP. Work will soon start on a Preliminary Issue Report and the draft charter. There will be further reporting during the GNSO working sessions in Singapore on Saturday 7 February 2015 · New GAC Leadership Jonathan Robinson contacted Thomas Schneider the new GAC chair and will follow up in Singapore with the GAC vice-chairs Item 3: Consent agenda Approve the GNSO Council Recommendations Report<http://gnso.icann.org/en/drafts/council-board-irtp-d-05jan15-en.pdf> to the ICANN Board concerning IRTP Part D No votes against and no abstentions All Councillors present voted to accept the consent agenda as it stands. The statement could also note that while meeting the timeline is important, not doing so in the interest of finding the right solution attests to the success of the multi stakeholder model. · Provide statement before next Council meeting. GNSO Council Update for the Translation and Transliteration of Contact Information PDP WG

Hi, Following up on the update of the initial report of the translation and transliteration of contact information PDP WG, I thought it best not to paste the entire executive summary in this email. It’s quite long, and has several references in the footnotes that may be useful to look at, so please do look at the report (http://gnso.icann.org/en/issues/gtlds/transliteration-contact-initial-15dec…) and encourage your respective groups to provide comments before the February 1st deadline. The public comment period announcement is here: https://www.icann.org/public-comments/transliteration-contact-initial-2014-… These are my personal notes, and if Lars and Julie can fill in any gaps I may have missed, I’d be grateful: First meeting of the working group was in August 2013. The working group was tasked with answering two chartered questions: Is mandatory transformation of contact information in the WHOIS database to a single common language and script desirable? Who should, in the view of the working group, bear the burden of transformation? The working group solicited input at an early stage in its deliberations and received input from: ALAC The European Commission The Government of Thailand The People’s Republic of China NCSG IPC FICPI (International Federation of Intellectual Property Attorneys) - This input was received very late, and was decided to be included as input to the public comment on the initial report All input was discussed in great detail by the working group members. Special attention was given to the ongoing work of the EWG on registration data services as well as the EWG on internationalised registration data services, both of which were relevant to the work of this working group. After review of community comments and extensive working group deliberations, the recommendations provided in the working group's initial report were provided for public comment. This was done in the absence of a formal consensus call, however, with the understanding that a majority of the working group members support these recommendation. They are also provisional recommendations pending review of comments submitted in the public comment period. That translation and transliteration of contact information should not be mandatory. Any new RDS contemplated by ICANN should allow for non-Latin script to be usable. Registrants should provide their contact information in the language/script appropriate for the language the registrar operates in Registrars and registries should assure that data fields are consistent and correctly tagged to facilitate future transformation if ever needed If registrars wish to transform contact data, this should be displayed in the WHOIS as additional fields along with the original information provided by the registrant The field names in the WHOIS should be translated into as many languages as possible Based on these recommendations, the question of bearing the burden of transformation is moot. The working group is asking for input specific to this question, especially from those providing input in favour of mandatory transformation. A formal consensus call of the working group members will be taken following discussions of any and all input provided during the public comment period, which will close on February 1st 2015. I have attached a very light redline to soften some of the wording that I thought could create a misunderstanding about what the Discussion Group is doing. As background for those not involved, we have used the Discussion Group simply to raise issues, not to think about solutions or policy recommendations. Any member of the group can raise an issue for inclusion, and we are not trying to reach consensus on what issues should be addressed or the possible policy outcomes. So I have recommended changing phrases such as "the DG is expressing concern...." to something like the "DG has raised the issue of...." because while one person may be concerned, I think it's too much to say that the group as a whole has that concern. Overall, it's an excellent letter and a fair summary of the DG discussions to date, but I would be more comfortable with the revisions attached.
