This error has been corrected and the correction has been consented to by the WG members (see WG Mailing List Archive<http://forum.icann.org/lists/gnso-contactinfo-pdp-wg/>). Dear all, Here is the list of topics to be sent to the Board for discussion at their meeting with the GNSO tomorrow; please let me know ASAP if you have any specific corrections on any inaccuracies or gaps. Thank you! IMPACT ON BOARD OF NEW GNSO PROCESSES (GNSO LEADS: JONATHAN ROBINSON & CHUCK GOMES) For Discussion The need to amend ICANN¹s Bylaws if these new processes are adopted, with consequent impact on Board voting/actions BOARD DECISIONS CONCERNING gTLD POLICY AND RELATED IMPLEMENTATION MATTERS (GNSO LEAD: BRIAN WINTERFELDT) Question for Discussion - How does the Board formulate its decisions and what is its process for making decisions? This question arises specifically due to what the GNSO community perceives as growing deference to the GAC on gTLD policy and implementation issues, which could increase the GAC¹s ability to drive gTLD policymaking beyond what is contemplated in the ICANN Bylaws. Specific examples: - Some NGPC decisions seem to be based on subjective criteria rather than substantive objective information (e.g. lack of international law basis for apparent GAC ³veto² on the use of 2-character domains corresponding to country codes and its anticipated similar proposal on country and territory names) - Deference to the GAC can be illustrated by recent decisions on implementing approvals for release of 2-character domains, based on GAC/GAC member advice/comments ICANN EXECUTIVE/STAFF DECISIONS CONCERNING gTLD POLICY AND RELATED IMPLEMENTATION MATTERS (GNSO LEAD: ??) As requested, points that will be discussed with the GAC regarding the GNSO response to the GAC Communique: - this is an informal mechanism that does not change any existing formal process. - It is a process to inform the board, so that when the board responds to the GAC Communique on matters that also concern GNSO policy and process, it can have more confidence that its answers reflect the GNSO position accurately. - it is purely supplementary to existing processes, including new processes introduced by the GAC-GNSO Coordination Group - the GNSO response will formally be addressed to the board, but the GAC will be CCed in the interests of full disclosure and furthering useful discussion. - It is intended to reflect GNSO policy positions (including, but not limited to, consensus policy, but may also discuss other GNSO outputs such as interim reports, issue reports, etc) and the GNSO Councils role as the manager of generic TLD policy. It is not intended to include all GNSO stakeholder policy positions. . - the GNSO Council does not intend to comment on the GAC Communique where it does not concern GNSO policy or process. - this is a new mechanism we will be trialling, and responses on its form or usefulness are welcome If any councillor (and Mason especially) has anything to add, very happy to hear it.
