Update on SG/C volunteers for the Drafting Team on new GNSO rights and obligations under the revised ICANN Bylaws

Dear Councilors, On 30 June, the Council passed a resolution creating a new Drafting Team (DT) to work with staff to: (1) identify the GNSO’s new and additional rights, powers, obligations and responsibilities under the revised Bylaws; (2) develop and deliver a draft Implementation Plan to the Council by 30 September 2016; and (3) as necessary, develop new or propose modifications to existing procedures and structures to implement the revised Bylaws for the GNSO. The Council’s resolution further states that volunteers be those who “can demonstrate reasonable knowledge of or experience with the process of revising the ICANN Bylaws or GNSO Operating Procedures” and that the DT “shall reflect the current composition of the GNSO and as such, the GNSO Council may review the number of volunteers identified”: http://gnso.icann.org/en/council/resolutions#20160630-2. Staff has received the following names from most SG/Cs. We expect to receive the name(s) of the BC representative(s) soon, and we understand that the NCSG Policy Committee is currently discussing which of their volunteers will constitute their final slate. In view of the Council’s discretion with regard to reviewing the DT’s numbers and composition, please feel free to send your comments to this list. GNSO Liaison to the GAC - Revised timeline

Dear Councillors, We would like to remind you of the revised timeline as adopted in Helsinki for the GNSO Liaison to the GAC and that we will be sending a call for candidates early in September 2016. We would like to draw your attention to the slight adjustment in the timeline which has come about as a result of the change in the date of the Council meeting at ICANN57 (see: http://gnso.icann.org/en/drafts/meeting-c-schedule-11jul16-en.pdf) 1. The leadership of each Stakeholder Group / Constituency may submit the application of its candidate(s), which should include at a minimum a link to a completed and current statement of interest as well as a brief note explaining why the candidate has applied for this role and how the candidate meets the specific requirements by 1 October 2016 at the latest to the GNSO Secretariat (gnso.secretariat(a)gnso.icann.org)<mailto:gnso.secretariat@gnso.icann.org)>. Candidates will be requested to complete an application template. 2. The GNSO Council Chairs will review the applications received and rank these taking into account the skills and experience required as outlined in this call for volunteers by 20 October 2016. 3. Based on the outcome of the ranking process, the GNSO Council Chairs will contact the nr 1 candidate to confirm the selection by 20 October 2016. 4. GNSO Council Chairs will submit motion for confirmation of GNSO Liaison to the GAC to the GNSO Council by 28 October 2016 at the latest. 5. Consideration of motion and approval of candidate by GNSO Council during GNSO Council meeting on 7 November 2016. 6. Confirmation of candidate to GAC leadership (by 9 November 2016). 7. GNSO Liaison to the GAC officially takes up its role (by 10 November 2016). A process had been prepared for CCWG appointed members to apply for travel funding to attend the meeting that aligns with the CCWG-Acct budget for WS2. The current budgeted amount to support the work of CCWG WS2 members allocates support (travel, hotel and per diem) for an amount equivalent to 20 appointed members to attend a CCWG-Acct. face-to-face meeting in association with an ICANN meeting with support for 7 days. The Co-Chairs have the authority to re-allocate this amount - this could include supporting requests for partial funding to allow them to maximize the number of members attending (e.g. if someone only needs a few additional days of hotel this could be acceptable). You are eligible for travel support from the CCWG if you are an officially appointed member of WS2 from a Chartering SO or AC. Dear GNSO Councilors, I am sending this message on behalf of the GNSO Customer Service Committee (CSC) Selection Committee. Following the evaluation by the ccNSO and GNSO Selection Committees, please see the attached final list of the full slate of CSC liaisons and members for the upcoming vote outside of a meeting to be held by the GNSO Council beginning not later than 06 August and closing 09 August. This list will be linked to the previously submitted motion for the vote at: https://community.icann.org/display/gnsocouncilmeetings/Motions+9+August+20…. As noted previously, the GNSO Council requested that the GNSO CSC Selection Committee shall engage, if requested, with the ccNSO Selection Committee to evaluate the full slate of CSC members and liaisons. The GNSO and ccNSO CSC Selection Committees met on 02 August to consider the CSC liaisons and members. Following that meeting the GNSO CSC Selection Committee sends via this message to the GNSO Council the recommended list of CSC liaisons and members. Although the GNSO and ccNSO CSC Selection Committees recommend approval of the full slate of CSC liaisons and members to our respective Councils, the GNSO CSC Selection Committee believes, and imagines that other SOs and ACs might agree, that there are concerns with the timing of the process. We suggest that these concerns also should be raised to ICANN and the community when the ccNSO and GNSO convey their joint approval as a formal statement. First, both the ccNSO and GNSO Selection Committees agreed that although the full slate of members and liaisons fully embodies the skills and general diversity necessary for their roles, the GNSO CSC Selection Committee believes that the extreme time limitation for the selection process may have limited a broader diversity of candidates from being encouraged to apply. Furthermore, some potential candidates may not have applied due to the lack of time for outreach to address questions or concerns about the skills needed for the member and liaison roles. The GNSO Selection Committee has noted that in the future review of the CSC Charter the membership process should be amended to address the above mentioned issues. As noted above, the attached list is subject to the vote of the GNSO Council after which the ccNSO and GNSO Councils will provide the final list to ICANN not later than 10 August. Dear Councilors, On behalf of Kathy Kleiman, Philip Corwin and J. Scott Evans (co-chairs of the RPM Review PDP Working Group), staff would like to inform you that, following consultation with and a straw poll of the Working Group members, the co-chairs believe that it will not be necessary for this Working Group to hold a half or full day face-to-face meeting on Day One of the ICANN57 Public Meeting. The co-chairs believe that a more appropriate time for the Working Group to hold such a session is likely to be either at ICANN58 or ICANN59, and request that the GNSO Council take this feedback into consideration when deliberating whether, when and which group is to conduct face-to-face sessions at these upcoming meetings. Please let me know if you have follow up questions for the co-chairs or the Working Group. For clarification, please note that the Working Group nevertheless plans to hold its “regular” open community session during the course of the ICANN57 meeting, as is the norm for all GNSO Working Groups. In addition, the co-chairs will be pleased to provide the Council with updates on the group’s progress either at ICANN57 or at the Council’s request.
