The GNSO Review WG requests 15 minutes on the agenda of the GNSO Council meeting at ICANN60 on 01 November 2017 for this brief update. As the GNSO Review WG Vice-Chair I will deliver the update in place of Jen Wolfe, the WG Chair. Jen sends her apologies as she will not be at ICANN60 and will not be able to attend the GNSO Council meeting. As you may know, the GNSO Review WG is executing and overseeing the implementation of the GNSO Review 2 (GNSO2) recommendations. This Report is a required periodic update to the GNSO Council and the Operational Effectiveness Committee (OEC) of the ICANN Board of Directors. The Working Group was initiated on 15 March 2017 and has been meeting bi-weekly. The original suggested timeline for implementation has been adjusted to reflect the fact that the Implementation Plan was not adopted by the ICANN Board until 03 February 2017, and to reflect the Working Group’s progress, but the overall goal for the implementation of all recommendations is unchanged. The Working Group expects to complete the implementation of all of the recommendations within the original timeline, not later than September 2018. Kind regards, Bart Boswinkel 18 October 2017 Dear Community Members, As chair of the Customer Standing Committee I am providing you with our report on the performance of Public Technical Identifiers (PTI) for the month of September 2017. I am pleased to inform you that the CSC has concluded PTI’s overall performance in September 2017 was “Excellent”- PTI met all of the service level agreement metrics (100% compliance) for the month of September 2017. The CSC was also informed that no complaints were received in September 2017. The September 2017 PTI report to the CSC, listing the individual service level metrics along with their actual and historical performance, can be found at: https://www.iana.org/performance/csc-reports/201709[iana.org]<https://www.iana.org/performance/csc-reports/201709%5Biana.org%5D> . The CSC recently met with the CSC Charter Review Team to share the CSC’s views with respect to its Charter. The CSC was informed that rather than formally amending the contract, a simpler approach to adjusting the Service Level Expectations may be feasible. At its public meeting in Abu Dhabi during ICANN60, the CSC will continue its discussion on the procedures and associated timelines to change these Service Level Expectations. The CSC has regular meetings on the 15th of the month. The CSC report on the PTI performance is sent out shortly after each meeting. Terms of Reference for Work Track 5 should be agreed by all participating SOs/ACs. In the case of the GAC, the GAC Chair will consult with the full GAC membership to determine if Terms of Reference are acceptable. 1. The core principles of cross-community working groups should be included in the terms of reference for Work Track 5. Consistent with this, there should be equal participation of all relevant SOs/ACs, including in assessment of consensus calls, within the Work Track. Final recommendations from the Work Track should be agreed by all participating SOs/ACs before being submitted to the PDP plenary. In the case of the GAC this will require that the GAC adopt a specific position according to its usual procedures. 1. GAC will, in accordance with its own procedures, consider nomination of members to the Work Track and encourage all GAC members to participate on an individual basis. 1. In the event that there are one or more objections to a final recommendation then the current rules on geographic names contained in the Applicant Guidebook should continue to apply until a broadly-based consensus solution has been found. 1. The GAC will continue to exercise its advisory role to the ICANN Board under the Bylaws on issues relating to geographic names, and in doing so will take account of, but will not be bound by, the outcomes of the PDP. Dear all, Given the limited choice of activities in Abu Dhabi which would accommodate the GNSO Council, take place in the evening and constitute an entertaining but productive team-building activity, GNSO Council Leadership has decided to cancel the event postponing it to January 2018 during the GNSO Council Strategic Planning meeting. In its place in Abu Dhabi, there will be an informal gathering at one of the nearby hotel bars, further information will be circulated once the bar has been confirmed. Best regards, Marika ============ https://www.icann.org/news/blog/customer-standing-committee-charter-review Customer Standing Committee Charter Review Just over a year ago, the National Telecommunications and Information Administration (NTIA) of the U.S. Government's Department of Commerce transferred the NTIA's stewardship of the Internet Assigned Numbers Authority (IANA) functions to the global Internet community. The Customer Standing Committee (CSC) was established in accordance with Article 17.3(b) of the 1 October 2016 ICANN Bylaws, and conducted its first meeting on 6 October 2016. The CSC was created as one of a number of committees and entities of the multistakeholder oversight structure. The CSC Charter and ICANN Bylaws (Article 17) require that the "…Charter will initially be reviewed by a committee of representatives from the ccNSO and the RySG one year after the first meeting of the CSC." As it is now one year after the first meeting of the CSC, the Country Code Names Supporting Organization (ccNSO) and Registries Stakeholder Group (RySG) have established a CSC Review Team to conduct the charter review. In planning for this review, the ccNSO and RySG have agreed on terms of reference<https://community.icann.org/x/IyghB> and have appointed four members to the review team: Abdalla Omari and Martin Boyle by the ccNSO, and Donna Austin and Keith Drazek by the RySG. The mandate of this review is limited to considering whether the CSC Charter is adequate and provides a sound basis for the CSC to perform its responsibilities as envisioned. In particular, the review will focus on whether: * the Charter enables the CSC to fulfil its role * any aspects are ambiguous and would benefit from amendment. * any elements of the CSC's work that were unforeseen at the time the Charter was drafted would benefit from being included in a revised Charter. Next year, two other reviews will evaluate the effectiveness of the CSC and performance of the CSC as it relates to oversight of Public Technical Identifiers (PTI). The CSC Review Team has received written comments from the CSC and intends to conduct interviews with the CSC and PTI. At ICANN60, the review team will consult with country code top-level domain (ccTLD) managers and generic top-level domain (gTLD) operators attending the meeting, and will also conduct a public hearing. Following ICANN60, the review team will prepare a report of its findings, which will include proposed changes to the Charter, if any.
