Dear Councilors, As you know, the Review of All Rights Protection Mechanisms (RPMs) PDP Working Group has submitted a request for Council approval in relation to resources needed to conduct an extensive data gathering exercise, in accordance with the principles developed by the GNSO’s Data & Metrics for Policy Making Working Group. The motion and request is on the Council’s meeting agenda for its upcoming 20 September call. The final amount will depend in part on a detailed analysis to be conducted if the Council approves the Working Group’s request – for example, whether there are existing sources that can be tapped for information to develop the survey questions, and the outcome of initial discussions with potential contractors over what they think is needed to design, launch and implement such a survey. The full scope of work for the contractor, as opposed to work that can be taken on by the Working Group and/or staff, will also depend on the amount that ICANN Organization is able to make available during this financial year for this one project, and whether the Council approves the entire request or just parts of it. Staff notes that, even if a professional survey designer is approved and contracted, there will still need to be additional work on the part of the Working Group and support staff to collaborate with the selected contractor to scope out the details, especially in designing the final survey questions and identifying and reaching the target groups of respondents. Dear James, I'd like to announce my resignation from the GNSO council with the end of the ICANN AGM 2017 in Abu Dhabi. In accordance with the ICANN bylaws and our procedures the ISPCP constituency held elections to fill the seat for the remaining term. I'm happy to announce that Philippe Fouquart from France shall take this role. In addition, Tony Harris has been confirmed to continue as GNSO council member for another two years term. You will see that the CSC has concluded that, overall, PTI’s performance in August 2017 was “Excellent”- PTI met the service level agreement at 100% for the month of August 2017. The CSC was informed that no complaints were received in August 2017. The August 2017 PTI report to the CSC, listing the individual service level metrics along with their actual and historical performance, can be found at: https://www.iana.org/performance/csc-reports/201708 . In addition to its review of the PTI report, the CSC together with PTI concluded their discussions on proposing adjusting 3 metrics. For details on these metrics you are referred to the CSC report. The CSC and PTI are in the process of developing metrics with respect to PTI’s procedures around the IDN Table repository. In parallel the CSC will propose changes to the procedure and timeline to change the agreed Service Level Expectations as documented in Annex A section 2 of the IANA Naming Functions Contract.
