What specific lessons have been learned and how will these affect future Board action? - Goals - The Board has asked the various community groups to identify their most relevant longer-term goals. What are the Board's longer-term goals, in view of budgetary and market trends? - The road ahead - The GNSO Council devoted time in January to strategic planning for the year ahead. Taking into account a continuously high volume of work and the FY19 budgetary pressures, we see the need for and benefit of prioritisation. Considering the many activities currently underway in ICANN, which do the Board consider to be top priority? What milestones or achievements is the Board hoping to reach by the end of 2018? in the next 5 years? How does this align with the policy development work currently underway in the GNSO? Data Protection/Privacy Activities The European Union General Data Protection Regulation (GDPR) was adopted by the European Union (EU) on 14 April 2016 and takes effect on 25 May 2018 uniformly across the EU countries. The ICANN org is engaged with contracted parties, data protection authorities (DPAs) and other stakeholders to understand the potential impacts of the GDPR. We are working to identify a single interim model to ensure compliance with both the GDPR and ICANN’s contractual requirements related to registration directory services while preserving and maintaining access to WHOIS data to the greatest extent possible. This work to address the contractual compliance implications because of the new law does not replace existing policy development work, including that of the Policy Development Process on the Next Generation gTLD Registration Directory Services to Replace WHOIS. During the UASG ICANN61 public session, the group will focus on UA-readiness in the Internet infrastructure industry. Internationalized Domain Names (IDN) The IDN Implementation Guidelines<https://www.icann.org/resources/pages/implementation-guidelines-2012-02-25-…> apply to the top-level domains (TLDs) offering the IDNs at the second level. The Guidelines are currently being updated by a community-based working group<https://community.icann.org/display/IDN/IDN+Implementation+Guidelines>. The draft version<https://www.icann.org/en/system/files/files/draft-final-idn-guidelines-18oc…> of the Guidelines was released for the second public comment<https://www.icann.org/public-comments/idn-guidelines-2017-10-19-en>. After the IDN Guidelines are updated and approved by the ICANN Board, these Guidelines will become contractually binding for the relevant gTLD registries and registrars. Following the Root Zone Label Generation Rules (RZ-LGR) Procedure<https://www.icann.org/en/resources/idn/variant-tlds/lgr-procedure-20mar13-e…>, which was endorsed<https://www.icann.org/resources/board-material/resolutions-2013-04-11-en#2.a> by the ICANN Board in April 2013, the ICANN community has been developing the RZ-LGR. To date Arabic, Armenian, Cyrillic, Ethiopic, Georgian, Khmer, Korean, Lao and Thai script panels have completed<https://www.icann.org/resources/pages/lgr-proposals-2015-12-01-en> their RZ-LGR proposals. Many of the remaining script communities<https://www.icann.org/resources/pages/generation-panel-2015-06-21-en> are now in the process of finalizing their work. With the availability of the RZ-LGR<https://www.icann.org/resources/pages/root-zone-lgr-2015-06-21-en>, ICANN org has recently invited<https://www.icann.org/news/announcement-2018-02-08-en> nominations for technical IDN experts to form a study group to recommend how to apply the RZ-LGR to IDN TLDs in a harmonized way. Policy Implementation Updates Protection of IGO and INGO Identifiers for All gTLDs On 16 January 2018, ICANN published the Implementation of the Consensus Policy for Protection of Certain Specific IGO and INGO Identifiers for all gTLDs<https://www.icann.org/resources/pages/igo-ingo-protection-policy-2018-01-16…>. Contracted parties have until 1 August 2018 to complete implementation of the new requirements for specific names of intergovernmental organizations (IGOs), the International Olympic Committee (IOC), and the Red Cross/Red Crescent Movement (RCRC). For international nongovernmental organizations (INGOs), the implementation period will be 12 months from the release of the INGO Claims Systems Specification, which is currently under development by ICANN. Privacy and Proxy Accreditation Program The Privacy and Proxy Service Provider Accreditation Program Implementation Review Team (IRT)<https://www.icann.org/resources/pages/ppsai-2016-08-18-en> is reviewing the draft Accreditation Agreement and related program materials to prepare for public comment. Upon close of the public comment period, the IRT will review the community input and take the necessary steps to complete and publish the program requirements. The ICANN61 agenda will include an IRT session. An announcement of the final program requirements is targeted for the second half of 2018. Registrars Naming Services portal for Registrars The GDD team will provide an overview of the portal roadmap and a demonstration of the initial registrar version of the Naming Services portal during ICANN61. Every ICANN-accredited registrar is planned to receive access to the portal following the conference. Registrar Content Library The new Registrar Content Library<https://www.icann.org/registrar-library> makes it easier for registrars to locate relevant information on www.icann.org<http://www.icann.org> and supports the Information Transparency Initiative (ITI)<https://www.icann.org/news/blog/creating-content-governance-and-rebuilding-…>, which the ICANN Board approved in late 2017. Bookmark the new page at https://www.icann.org/registrar-library. Registrar Application Process Revision The ICANN org no longer requires a hard copy for new registrar accreditation applications. Across Field Address Validation (AFAV) The ICANN org received and published nine completed responses to its Request for Information regarding commercial services that focus on global address validation. The GDD staff and the Registrar Working Group are currently reviewing the submissions and working on formal criteria for service acceptance. Hopefully my question would become obsolete by tomorrow, but I understand we can expect the proposal of the SSC for a name to be known by the beginning of next week for this motion, am I correct? I realise I might be picky – my apologies for this, it is a candid question, I don’t necessarily expect a problem with the name that’s going to fill in the space left blank given the candidates - but we have a motion up for a vote in less than a week with a pending variable that’s quite essential to that motion. Based on discussions with the SSR2 Review Team (RT) at ICANN60, a confidential survey conducted by the SO/AC Chairs of RT members, and one-on-one discussions between RT members and their respective SO/AC leaders, our understanding is that there are two areas where the RT believes that they could benefit from enhanced MSSI support. 1. *Better records of RT meetings, both face-to-face and teleconferences*. Currently MSSI support provides a record of decisions made by the RT and Action Items (for both RT members and MSSI staff). In addition to these current efforts, the Review Team requests that high-level notes of discussions be captured during the meetings, similar to the notes that are taken by staff for many CCWG meeting discussions as well as for GNSO PDPs, and comparable to the records of Board discussions that often form a part of Board minutes. The SO/AC Chairs consider that this request is reasonable. 2. *Improved response to RT requests*. RT members have expressed a concern that ICANN (via MSSI staff) has been slow in providing answers to questions and further information. Clearly this is a subjective issue, both in regard to how quickly responses should be provided and to what extent requests are reasonable and able to be addressed within the expected response time. Nevertheless, as it has been identified as a concern of RT members and is potentially hindering the RT’s effectiveness, we believe that this should be addressed. The SO/AC Chairs suggest the following: a) For all requests for information (which are already logged as MSSI Action Items), MSSI to the extent practical should estimate expected response time and track response time. b) When a response cannot meet expectations, the RT should be notified with an amended expectation and explanation for the extended time needed. c) If the RT or RT leadership believes that the response or response time in any given instance is unsatisfactory, this should be raised with MSSI staff. d) If the question cannot be responded to or requires clarification, or if ICANN org for some other reasons does not feel the request is appropriate, MSSI must flag this as a “critical issue” to be addressed. Such “critical issues” may also be raised by RT leadership, RT members, MSSI or other ICANN staff in the event of a disagreement on resources or information availability. To the extent possible, a rationale should be clearly expressed to enable the RT to understand the situation. e) Any such “critical issue” should be explicitly noted as an Action Item. A small group consisting of the Board Liaison to the RT, one member of MSSI staff and one from the RT leadership (or one that the RT leadership appoints) will work to either ensure that adequate resources are made available or RT expectations are reset at a more appropriate level or whatever other action is appropriate to allow the issue be resolved. Immediately when a “critical issue” is raised, the OEC and SO/AC Chairs should be notified, and both OEC and SO/AC Chairs should, if at least one of the three persons in the subgroup so requests, help by having a representative participate in the discussions. f) the process above should be considered for inclusion in the Operating Standards. We would appreciate your thoughts on these proposals. Dear Council colleagues, Following up on our SSR2-related discussions in Los Angeles, please find below the final product (much delayed, but at last sent) communication from SO/AC Chairs to the members of SSR2-RT. The SO/AC Chairs have been working on a suite of 4 documents. This communication to SSR2-RT is one. The other 3, and their status, is as follows: - Letter to MSSI to request additional staff support to SSR2-RT based on RT members' requests (This was supposed to go out on 14 Feb - I am checking status now) - Letter to Board OEC/SSR2 Caucus Group to request support for external facilitator: sent 15 Feb 2018 (I will forward to the list shortly) - Appointment process for new RT members (in progress) Of these efforts, the only one that raises concerns in my mind is the appointment process for new RT members; this is still in early stages of discussion so I'll continue to follow up.
