Unfortunately, the community members who had volunteered to reach out to the US government have just informed the organizing group that they have not been able to confirm a speaker for this role. The organizing group – including representatives from the ALAC, CSG, GAC, NCSG and RySG – have agreed that as a result the session should be postponed to ICANN71, when it may be possible to run the session as envisioned and to facilitate community dialogue on the topic. Based on this agreement, ICANN org staff that support you in organizing the plenary sessions for ICANN Public Meetings would like to confirm the following: * By custom, a previously-agreed plenary session that is postponed to the next (or other subsequent) meeting does not require re-vetting or re-voting; in other words, that session is automatically deemed accepted for the next (or other subsequent) meeting and thus accounts for one plenary slot at that meeting. * The postponement of this particular ICANN70 session leaves that slot empty. Although there is no clear historical practice in this regard, staff respectfully suggests that, as ICANN70 is due to begin in ten days’ time, there is simply not enough time to organize a new plenary session. As such, please let us know if you wish to reposition that slot in any particular way, such as: * Leave it “as is” (i.e. unfilled); * Allow each SO and AC (and their constituent groups) to use the slot as necessary – subject to available staff and technical support; * Organize a second Public Forum – again, subject to available staff and technical support as well as (in such a case) ICANN Board and Executives’ availability. We would like to thank the organizing group for their time and collaboration, and Mr. Oliver Bringer (European Commission) for having graciously agreed previously to speak on behalf of the Commission if the session were to proceed. We also acknowledge the GAC’s suggestion that, for future planning, groups submitting plenary proposals that include suggestions for specific speakers reach out to those speakers (or the community group in question, as applicable) prior to submitting the proposal. We will add this suggestion to the plenary and meeting planning guidelines accordingly. As a reminder, we would like to request your input on the questions below by 15 March so that the Council may be able to take a decision on the path forward during the next Council meeting on 24 March. As noted in Philippe’s email of 20 January (see https://mm.icann.org/pipermail/council/2021-January/024395.html) the staff support team has worked with the Council leadership team on a more detailed proposal for a GNSO Framework for Continuous Improvement that you will find attached to this email. The objective of the framework is to put in place an approach and structure that allows for the continuous scoping and execution of projects that are focused on GNSO structural, procedural and process improvements. The document analyzes and proposes a number of specific assignments in relation to the different projects that pertain to the scope of this effort from the Action Decision Radar (ADR) (https://community.icann.org/x/14vzC) It also proposes a possible way of organizing these assignments into task forces of a thematic nature. The document does not opine on the priority order in which these are expected to be addressed. Following your review of this document, we would like to request your input on the following: 1. As you may know, the GNSO Council requested a Preliminary Issue Report on this topic and has now received the Final Issue Report<https://gnso.icann.org/sites/default/files/file/field-file-attach/final-iss…> from Policy Support Staff. The GNSO Council will be considering whether to initiate a PDP to review the Transfer Policy during its 18 February meeting and will also be discussing the composition of the Working Group should it be initiated. The draft Charter included as Annex A of the Final Issue Report describes a Working Group with a representative model and a limited number of members. The following summarizes the proposed roles: · Members, who are responsible for active participation, preliminary deliberations, and consensus; · Alternates, who only participate if a Member is not available, but will be responsible for keeping up with Working Group; · Observers, who may follow the work but do not have posting or speaking rights during WG meetings. The GNSO Council recognizes that the subject matter of this PDP may be of greater interest to some groups than others. We also recognize that community volunteer resources may be limited and available resources may depend on the timing of the PDP’s initiation. Therefore, the GNSO Council is interested in your group’s input on the following questions: · Is your group comfortable with the proposed membership model as outlined above? · Can you provide an indication of how many members you believe your group would like to assign to this Working Group? · Do you have any concerns from a resource perspective about the PDP beginning as soon as possible? [Urgent Input Required] Transfer Policy PDP Charter: Working Group Composition

Dear Councilors, I am writing to seek your urgent input on the proposed composition of the Transfer Policy PDP Working Group. Following the call for volunteers (see staff's email below), the Council small team (consisting of Carlton, Olga, Greg and myself) has been working on finalizing the draft charter, mainly on the composition of the Working Group. In coming up with our proposed composition, the small team has taken into account the comments that Councilors made during the February Council meeting (the group size should be around 20) and the community responses to Council chair's email soliciting their interest and number of representatives. Specifically, only the RrSG and the RySG indicated the number of representatives they are likely to assign to this effort: RrSG indicated: 8 - 15 RySG indicated: 2 - 5 The small team is proposing the following group structure (based on a "representative model") to be included in the Charter: each SG/C/SO/AC that did not respond to Philippe's email or responded but indicated "no representatives": 1 member + 1 alternate RySG: 3 members + 3 alternates RrSG: 10 members + 10 alternates For those of you who are not familiar with the PDP 3.0 Improvements, your may find these links helpful: PDP 3.0 Improvement #2: Comparison Table of Working Group Models(10 February 2020) PDP 3.0 Implementation: Revised GNSO Working Group Charter Template(10 February 2020) In order to meet the deadline for submitting documents for the March Council meeting, please provide input or feedback within the next 48 hours, by 23:59 UTC 12 March 2021.
