ICANN community members will have the opportunity to participate in trend identification sessions via their Supporting Organization (SO) or Advisory Committee (AC). ICANN org will collaborate with SO and AC chairs and support teams to schedule their sessions over the next few weeks. We are targeting to complete the trend sessions by the end of March. All strategic outlook sessions will be conducted virtually. ICANN community members are encouraged to join this important discussion. Once complete, ICANN org will conduct a trend analysis and impact assessment. The Strategic Outlook Program is a joint effort of ICANN org, community, and Board to identify and track trends that are related to ICANN. This ensures that these opportunities and challenges are incorporated into current and future planning. Every year, new trends or shifts in existing trends impacting the operating plans (five-year or annual) and/or budget are factored into the annual iteration of those plans as appropriate. As some of you would know an expression of interest is about to be launched to select a second GNSO representative to the Community Representatives Group for IRP Standing Panel selection. The responsibilities of this second GNSO representative and those of the IRP Community Representatives Group are reproduced below. No immediate action is required from us at this point, but as for the initial EoI, Council will be requested to endorse the Standing Selection Committee’s selection, which should happen within a couple of months. The following draft timeline as circulated to the SG/C leaders is the following: * 8 March 2021: EOI process opens * 28 March 2021: EOI process closes * 29 March-9 May 2021: SSC completes selection process * 10 May 2021: Document deadline for May Council meeting * 20 May 2021: GNSO Council votes on SSC selection Thanks. Therefore, the new GNSO representative will need to catch up with any work already underway. The Community Representatives Group is expected to: * In coordination with ICANN org, select an external expert to help conduct initial interviews, vet candidates, and identify a slate of well qualified panelists for Board approval. Note that this task may already be complete by the time the new representative joins. * Define the process for how the expert will coordinate with the IRP Community Representatives Group on vetting candidates and identifying a slate of panelists, including potential interviews as appropriate. We began hosting this webinar in lieu of the working session where PDP leadership would provide updates to Councilors during the ICANN meetings. Participation in this Pre-ICANN GNSO Council webinar is mandatory for all Councilors. The Pre-ICANN70 GNSO Council Webinar will be on Tuesday, 9 March at 19:30 for 60 minutes. All councilors should already have a placeholder invite on your calendar; however, please note that to attend this session, you must please register for ICANN70. ICANN community members will have the opportunity to participate in trend identification sessions via their Supporting Organization (SO) or Advisory Committee (AC). ICANN org will collaborate with SO and AC chairs and support teams to schedule their sessions over the next few weeks. We are targeting to complete the trend sessions by the end of March. All strategic outlook sessions will be conducted virtually. ICANN community members are encouraged to join this important discussion. Once complete, ICANN org will conduct a trend analysis and impact assessment. The Strategic Outlook Program is a joint effort of ICANN org, community, and Board to identify and track trends that are related to ICANN. This ensures that these opportunities and challenges are incorporated into current and future planning. Every year, new trends or shifts in existing trends impacting the operating plans (five-year or annual) and/or budget are factored into the annual iteration of those plans as appropriate. Significant shifts could also result in adjustments to the strategic plan. We look forward to your participation in this dialogue about ICANN planning and strategy. Dear Councilors and SG/C Chairs, As noted in Philippe’s email of 20 January (see https://mm.icann.org/pipermail/council/2021-January/024395.html) the staff support team has worked with the Council leadership team on a more detailed proposal for a GNSO Framework for Continuous Improvement that you will find attached to this email. The objective of the framework is to put in place an approach and structure that allows for the continuous scoping and execution of projects that are focused on GNSO structural, procedural and process improvements. The document analyzes and proposes a number of specific assignments in relation to the different projects that pertain to the scope of this effort from the Action Decision Radar (ADR) (https://community.icann.org/x/14vzC) It also proposes a possible way of organizing these assignments into task forces of a thematic nature. The document does not opine on the priority order in which these are expected to be addressed. Following your review of this document, we would like to request your input on the following: 1. With the details provided, does this framework approach make sense for dealing with some of the immediate priorities on the ADR as well as future projects that relate to structural, procedural and process improvements? If not, why not and what would be your proposed alternative? 2. Are there any aspects of the framework that can be further enhanced? If so, please provide further details. 3. Are there any assignments that are missing or should be modified? 4. Does the grouping of assignments make sense or is there another way in which assignments should be organized? In order to move forward with consideration of the framework approach, and especially being able to tackle the different projects that are high on the ADR, we would like to request your input by 15 March so that the Council may be able to take a decision on the path forward during the next Council meeting on 24 March. If it is deemed helpful, the staff support team is also more than willing to set up a call to walk through the document and answer any questions you may have.
