Dear all, Even though ICANN74 is the very first iteration of a hybrid meeting, the aim is for councilors on-site in the Hague to be able to convene for a traditional GNSO Council dinner on Monday 13 June 2022, at the end of Day 1. As a reminder, this is an informal gathering for councilors to be able to get to know each other. Each councilor pays for their own meal, menu prices will be communicated ahead of time. Sebastien Ducos has very kindly accepted to take on the role of Council dinner sponsor and will therefore find a venue, and take care of organizing the event. The dinner will be held close to the World Forum, a very short cab ride away at the most. Please take note of the action items coming out of the Council meeting and the proposed timing for delivering on these actions. GNSO COUNCIL MEETING April 14 2022 Item 4: COUNCIL DISCUSSION - Small Team Reviewing the System for Standardized Access/Disclosure (SSAD) Operational Design Assessment Preliminary Draft Report Action Items: GNSO Council leadership to draft a letter to the ICANN Board of Directors for review by the GNSO Council on the review of the SSAD ODA in which it would: 1. Share the EPDP Phase 2 small team preliminary report (with the necessary caveats); 2. Recommend pausing consideration of the SSAD recommendations for now; 3. Request ICANN org to proceed with the design of “SSAD Light,” but make clear that a final decision on whether to proceed or not would need to be taken once further information is available with respect to costs, details and timing of implementing “SSAD Light.” Item 7: COUNCIL DISCUSSION - Closed Generics Small Team Update Action Items: 1. The GNSO Council to expand the Closed Generics Small Team with additional GNSO councilors for greater representativeness, and task the Small Team with determining whether it should be extended to the ALAC, and with developing the formal proposed conditions for that dialogue. 2. The GNSO Council leadership to indicate to the ICANN Board of Directors the GNSO Council’s willingness to have a facilitated dialogue, subject to agreement on the conditions and modalities for the dialogue. Follow up on AOB 8.3 - Working Group Self Assessment for EPDP SCRP for IGOs - Proposed pilot of updated questions recommended by the CCOICI

Dear Councilors, As discussed under AOB during the today’s Council call, staff is preparing to launch a Working Group Self Assessment for the EPDP on Specific Curative Rights Protections for IGOs. As you will recall, the CCOICI has recently recommended a series of improvements to the WGSA. Council leadership has proposed that we use this opportunity to incorporate some of the improvements into the EPDP SCRP IGO WGSA as a “soft launch” of the updates. This pilot would provide an opportunity for the CCOICI to incorporate any further changes based on the feedback received before the updates are finalized. As mentioned during our meeting, Council has not yet officially approved the CCOICI recommendations. A public comment period will be first held on the proposed updates to the Operating Procedures associated with the CCOICI report along with outputs of the SOI Task Force. I think we all share great frustration in achieving a consensus toward developing an effective system for access to registration data directory services. Unfortunately, this proposal is not only a not solution, it is not a helpful step in the right direction. I recognize how awkward and uncomfortable it is to be told the plan won't work without also having a viable alternative. Nonetheless, that's the current state of affairs. The flaws in both the SSAD and the SSAD Light have been stated repeatedly. The stated goals of both systems are not aligned with the proposed designs. ICANN's multistakeholder process embodies the positive quality of attempting to include all the relevant stakeholders. That's admirable but not sufficient. It does not protect us from agreeing on nonsense. The best and only proper action for you to take is to send it back to both the small team and Org with instructions to try harder.
