"The gTLD Registry constituency strongly believes that all material provisions of the new .net Agreement should be made known to the public in the draft and final RFPs. This includes, but is not limited to, any information regarding proposed fees to be paid by the subsequent .net registry operator to ICANN. It is only with such information can an applicant truly propose a realistic, viable, and appropriate business, technical and financial model. In addition, such information known in advance by the applicants will also help in ensuring a smooth negotiation process with the successful successor operator after its selection."

Hello All, I wish to advise that: - I am an employee of Melbourne IT - Melbourne IT is a 10% shareholder in Neulevel - Neulevel may apply to be the successor registry operator for .net As a result of the potential conflict of interest, I will not vote on the resolution relating to .net. For item 3 of the agenda, I appoint either Ross Rader or Tom Keller as my proxy to vote for me as they see fit on this issue. Hello All, With regard to item 3 on the agenda, here is some proposed text for a resolution with respect to the .net criteria. "In response to the letter from Paul Verhoef on 31 March 2004 requesting that the GNSO provide advice with a consensus statement defining the criteria to be applied in the selection of a successor registry operator for .net, and in accordance with section 5.2 and 4.3 of the .net registry agreement, the GNSO recommends that the following criteria (as detailed in the Final report of the GNSO subcommittee at http://www.gnso.icann.org/mailing-lists/archives/council/pdf00001.pdf) be applied: - absolute criteria related to the targeting - absolute criteria related to continuity - absolute criteria related to policy compliance - absolute criteria related to stability, security, technical and financial competence - relative criteria related to promotion of competition - relative criteria relating to stability, security, technical and financial competence - relative criteria related to existing registry services, and provides the attached written report (http://www.gnso.icann.org/mailing-lists/archives/council/pdf00001.pdf) which includes all substantive submissions to the GNSO relating to this recommendation, as required in section 4.3.1 of the .net agreement. Absolute criteria are thresholds which an applicant is expected to meet, and relative criteria become relevant once absolute criteria are met and are recommended as a basis for comparison and evaluation of competing applications." Input received as a result of the committee's outreach activities indicates that additional time would be beneficial to those individuals interested in participating in the NomCom process, as well as allow the committee to take full advantage of the interest generated at the ICANN meetings in Kuala Lumpur. The extension will also provide the NomCom with the opportunity to publicize its search in additional channels worldwide, and devote further resources to its ongoing recruitment work. The 2004 Nominating Committee began its work in May of this year and is actively seeking qualified candidates for the following key positions within ICANN: The ICANN Board of Directors The Generic Names Supporting Organization (GNSO) Council The Interim At-Large Advisory Committee (ALAC) The Country Code Names Supporting Organization (ccNSO) Council Those individuals selected by the Nominating Committee will have a unique opportunity to work with accomplished colleagues from around the globe, address intriguing technical coordination problems and related policy development challenges with diverse functional, cultural, and geographic dimensions, and gain valuable insights and experience from working across these boundaries of knowledge, responsibility and perspective.
