VOTING PROCEDURE Since there is only one candidate, there will be one round of voting by secret electronic ballot. C. PROPOSED SCHEDULE FOR THE VOTING Friday 29 February 2008, 15:00 UTC - Friday 7 March 2008, 15:00 UTC D. GNSO COUNCIL MEMBERS ELIGIBLE TO VOTE: All GNSO Council members are eligible to vote, that is, 3 representatives from each constituency, Registrars, gTLD registries, Commercial and Business Users (CBUC), Non Commercial Users (NCUC), Intellectual Property (IPC), and Internet Service Providers and Connectivity Providers (ISPCP) and the 3 Nominating Committee appointees. Liaisons from the ALAC and the GAC do not vote. E. COUNTING OF VOTES: As provided in the ICANN bylaws, http://www.icann.org/general/archive-bylaws/bylaws-28feb06.htm, Article X, section 5.2. each GNSO Council member representing either the registrars constituency or the gTLD registries constituency will be entitled to cast two votes in each round, and all other members (including those selected by the Nominating Committee) shall be entitled to cast one vote. There will be a total of 27 votes cast and the winning candidate must receive at least 14 affirmative votes. F. VOTING Voting will take place by secret e-mail ballot. 1. Ballots will be sent out individually to each GNSO Council members' e-mail address. 2. Ballots should be filled out and returned to the e-mail address stated in the ballot. They should not be copied to any e-mail list. 3. At the scheduled time, the Secretariat will announce the result of by sending a message to the <gnso-elections(a)icann.org mailing list>. The announcement will include: a. The number of votes the candidate received; b. The names of the GNSO Council members from whom ballots were received; and c. The confidential code number of each ballot . Item 3(c) will allow each GNSO Council member to double-check that his or her ballot was properly understood, but will not allow others to determine how the member voted. 4. In exceptional cases where a GNSO Council member has no Internet access during the voting period, a voice vote may be registered with the GNSO Secretariat personally during the voting period, before the vote is closed. G. DISCLOSURE OF THE VOTING The Secretariat will announce the outcome of the voting at the close of the voting period. The GNSO Council will confirm the results of the voting at a Council meeting. Once that occurs, the GNSO Secretariat will prepare and post a full record of all voting, including how each member voted in each round. H. DISCUSSION MAILING LIST DURING ELECTIONS 1. This list will (a) exclude those Council members who are candidates; but include (b) any liaisons from the ALAC or GAC to the GNSO Council; and (c) the GNSO Secretariat. The list recipients and archiving will be concluded at the end of the process. This list name is gnso-elections(a)icann.org and archives will be posted at http://forum.icann.org/lists/gnso-elections/ following the conclusion of the election. 2. Messages posted to the list should be treated as confidential until the end of the elections. The GNSO Secretariat may, however, disclose them to the General Counsel's office to the extent appropriate to obtain advice about how to handle procedural problems that arise during the voting process. The Council list should continue to be used for normal policy development work. Please note that no ICANN staff, except the GNSO secretariat will be recipients of the special election mailing list during this period, and they should be contacted separately with any enquiries. Perfect time for the ICANN meeting

Last weekend there was a major fire at the Grand Hotel - one of the few ICANN hotels, and now two of the three undersea cables serving India has apparently been cut! http://www.businessweek.com/globalbiz/content/jan2008/gb20080131_575929.htm… Cable Snafu Cuts Internet Access in India Cuts to two subsea cables in the Mediterranean disrupted internet and voice services in India and the Middle East. The two cables are the prime direct links between Europe, the Middle East, and south Asia Cuts to two subsea cables in the Mediterranean have severely disrupted internet and voice services in India and the Middle East. Damage to the Flag Europe-Asia and the SeaMeWe-4 cables have left only the older SeaMeWe-3 system to provide service between Europe and the Middle East, research firm TeleGeography said. The two cables, with 620 Gbps in capacity, are the prime direct links between Europe, the Middle East and south Asia. Until service is restored, many carriers in Egypt and the Middle East must now route their European traffic around the globe, through South East Asia and across the Pacific and Atlantic oceans, TeleGeography said. It is not clear what caused the cable breaks, which occurred on the morning of January 30

http://www.icann.org/committees/security/sac025.pdf Fyi there is a recent report from SSAC, which recommends that the community examine steps to mitigate the criminal effects of fast flux hosting. The rise of fast flux hosting has had severely negative effects on law enforcement (private and governmental) efforts to deal with e-crime. Moreover, fast flux hosting appears to have no legitimate purpose, and can be effectively mitigated by certain steps adopted by some registries and registrars already. SSAC has done great background work here, and now I think it is time for the GNSO to take lead on this issue. I would like to have preliminary discussion at a Council meeting in the near future, please. I also copy the Business Constituency for comments back to me or the BC List please. Most of the ICANN community is at best vaguely familiar with criminal activities and how criminals are pursued. Hopefully this Advisory provides much-needed education and awareness. We also enumerate current and possible countermeasures. We hope that a broader and more uniform set of practices emerges from our findings and recommendations. SSAC doesn't dictate or write policy. We only advise ICANN, its BoD, and the community. We can make recommendations, but it's up to ICANN, the registries and registrars, and other affected and influencing parties to act on our recommendations.

Hi, I have currently tentatively schedule: ------ Saturday 9-1030 DNT 11- 1230 IRT lunch 1400 - 1530 GNSO Improvements 1600 - 1700 Staff update on new gTLD implementation plans 1700 - 1800 AOB Sunday 9 - 1230 IDN responses lunch 1400-1530 Prep for meeting with ccNSO council 1600-1730 Prep for Open Council meeting ----- But we could reverse the Saturday and the Sunday morning schedules so that we do IDN repsonse on Saturday and DNT and IRT on Sunday. The advantage of shifting the schedule is that it allows any council member who is arriving too late on Saturday for the DNT and IRT meetings to attend those meeting, though they will miss the IDN discussion. It also allows us to have the IDN discussion on answers to the GAC/ccNSO question one day, let it settle in our minds and then discuss our approach to the joint meeting, the following day. The disadvantage is that it excludes not only the ALAC Liaison from the DNT discussion, but it also exclude ALACs members from attending an open meting on the subject they brought to the table. Any thoughts? I would like to close this subject during the meeting tomorrow. thanks a.

Final Draft GNSO Response to the ccNSO/GAC Issues Paper on IDN ccTLDs

Here is the final draft of the proposed response to the ccNSO/GAC Issues Paper on IDN ccTLDs. This will also be posted on the website before today's Council call. Please note that we will be spending about 30 minutes in today's meeting briefly going over this so if you are able to view it during the meeting that would be helpful. I fully understand that most people will not have time to read the full document before the meeting and I want to make clear that that is not expected. The plan for today's call is simply to familiarize everyone with the document and not to discuss content; we will discuss content in detail in New Delhi. For ease of reference line numbers were added to the document. In MS Word you can see them in Print Preview. They will make it easy to reference sections of the document and hopefully will facilitate the overview we do today as well as the thorough review in New Delhi. Among my responsibilities, I develop and implement offensive and defensive domain name registration, Internet monitoring, and enforcement strategies; reclaim domain names through negotiation, arbitration (under the UDRP, .biz STOP, and .mobi Sunrise Challenge policies, thus far), and litigation; and advise clients on the use of keywords and sponsored links.
