Councillors, FYI. This call continues to puzzle me. There has been little reaction on this list to the emails I've sent informing of the call, so I have not pushed this in any way. But this call does make me uncomfortable. JAS is a co-chartered group. It has produced an INTERIM report. Without much consultation with the GNSO, a call is organised by ALAC for the Board and the GAC to ask questions on this interim report. In essence, I don't have any problem with this. I think it's actually very useful for a group like the JAS to explain its interim reports if people have questions. But part of me is thinking that because its an interim report, I am surprised that the Board would want to ask questions at this stage. I hear that the JAS WG is preparing a 3rd milestone report. I don't know if this is true and if this means that there will be a final report after this 3rd MS report (Rafik, can you perhaps shed some light on this please?). If that's the case, then this seems early days to get direct Board involvement. Now of course I realise that this is a special case because there may be implementation aspects that need to be taken care of quickly, as the new gTLD program is about to be launched, but I am also mindful of the process issues. So please let me have your thoughts on this. I am happy to talk to Olivier, the ALAC Chair, and bring any concerns or questions the GNSO may have on this to him. As noted in prior status reports, the success of the Policy is evidenced by the 99.7% reduction in AGP deletes since the Policy went into effect in April 2009. ICANN committed to analyzing and reporting on the effects of the Policy to the GNSO at six-month intervals for two years after its implementation. The first status report<http://www.icann.org/en/tlds/agp-limits-policy-report-10jun09-en.pdf> [PDF, 41 KB] was issued on 10 June 2009, the second status report<http://www.icann.org/en/tlds/agp-limits-policy-report-14dec09-en.pdf> [PDF, 61 KB] on 14 December 2009, the third status report<http://www.icann.org/en/tlds/agp-limits-policy-report-01jun10-en.pdf> [PDF, 224 KB] on 1 June 2010, and the fourth status report<http://www.icann.org/en/tlds/agp-limits-policy-report-18nov10-en.pdf> [PDF, 312 KB] on 18 November 2010. The purpose of these reports has been "to allow the GNSO to determine when, if ever, these recommendations and any ensuing policy require additional clarification or attention based on the results of the reports prepared by ICANN Staff." Presented in a prior report was that during GNSO calls in April and May 2010, following inquiry from ICANN Staff about whether or not additional Policy work should be considered, the GNSO decided that the success of the Policy and the low number of exemption requests demonstrated that modifications to the Policy were not warranted at that time. Further, since the time of those calls there have not been any additional GSNO discussions about the Policy and the number and frequency of reported exemption requests from registrars has dropped considerably. The results of the AGP Limits Policy illustrate the success of ICANN's consensus-driven, bottom-up policy development process. Community members identified the problem, initiated policy discussions, generated a solution, and now monitor the results. The ICANN practice of encouraging and considering broad community input on policy issues leads to effective results. http://www.icann.org/en/announcements/announcement-01jun11-en.htm ________________________________ Increase of the Registrar Accreditation Application Fee and Introduction of Further Due Diligence Background Checks 1 June 2011 To offset the costs of increased due diligence, the application fee for submitting an ICANN accreditation application will be increased from the current fee of US $2,500 to US $3,500 effective on 1 July 2011. All applications received on or after that date will be subject to a non-refundable US $3,500 application fee. The increased fee will offset the costs for ICANN to conduct additional due diligence checks on applicants during the registrar accreditation application process, including reviews of: * Criminal records; * Credit records; * Financial history and solvency; * Corporate/company structure and ownership. In order to conduct these due diligence checks ICANN will perform inquiries through the use of external resources (including reputable commercial third party information service providers). These steps are the result of community input that called for the strengthening of the requirements for registrar accreditation, and to address changes that have arisen in the registrar marketplace. ICANN is today releasing the Fiscal Year 2012 version for public comment in 5 UN languages. This represents a new format for the FY 12 SSR Framework, which is being published to provide for community input prior to the ICANN 41 meeting in Singapore and publication of the FY 12 ICANN Operating Plan and Budget. This Framework is divided into two sections, and is intended to more clearly describe for the community * The foundation of ICANN's role in security, stability and resiliency of the Internet's unique identifiers, * Provide an overview of the Internet ecosystem and ICANN's place in it, * Describe ICANN's operational priorities in SSR for the coming fiscal year commencing in July 2011, and * Distinguish between ICANN's operational priorities, areas in which ICANN is a collaborator and facilitator, and areas in which ICANN is an observer or has awareness on the activities of others in the ecosystem regarding the Internet's unique identifiers At the informal request of the ccNSO, the comment period is being extended to 7 June 2011 23:59 UTC.
