Agenda for GNSO Council Meetings in Beijing

All, We are on track with a team to work with peers in the ccNSO in order to develop the proposed topics for our meeting with the ccNSO. As far as our prospective meeting with the GAC Is concerned, that is still work in progress, so for now that leaves meeting with the ICANN Board and the CEO. Typically in the past, these meetings have consisted of our topics / their topics and my sense is that we have, at least at times, talked past one another. However, it is clearly still very useful to have a view on key areas we like to see covered in our interaction with the CEO and the board and to do the preparatory work on these. With the above in mind, I'd welcome input that proposes topics for either or both of these interactions. Once we settle on the topics (I have contacted both the board and the CEO in order to collaborate on these) we'll likely need volunteers to develop the topics and potentially lead the discussions. Therefore, please can you propose one or more topics for either or both sessions (with CEO and Board) as soon as possible. Thank-you. Jonathan

Dear Councillors, Wendy Seltzer drew attention to two adjustments that have been made in the minutes. In Item 6 Wendy Seltzer's name has been removed from the list of volunteers as she did not volunteer for the group. Item 6: UPDATE & DISCUSSION - Planning for Beijing Mason Cole provided an overview of the draft agenda with particular attention to the GNSO Working Sessions over the weekend. The sessions that have not been confirmed are the discussion with the CEO and the Senior Staff on the gTLD Update 1. RA / RAA, 2. Auction timing, 3. "Hourglass" of PDT/contract signing. Discussions with the ccNSO Council chair have been productive in moving the joint ccNSO/GNSO meeting forward and a small group of volunteers are to work with the ccNSO members to plan the agenda. Among the volunteers are: Petter Rindforth, Joy Liddicoat, Ching Chiao and Maria Farrell. It is not yet clear what form the GAC discussions will take and who will attend the suggested meeting with the Board/GAC Recommendation Implementation Working Group. In Item 7.1 Wendy Seltzer indicated that on behalf of the NCSG, she requested that the item be added to the agenda. 7.1 Update and discussion on recent changes to Registry and Registrar agreements Jeff Neuman, RySG, Volker Greimann RrSG and Wendy Seltzer, NCSG requested that the topic be placed on the agenda. Release of Initial Evaluation results will begin this week and the Trademark Clearinghouse will launch on 26 March. Below is a list of all ICANN staff-led new gTLD related sessions planned for Beijing: SESSION DESCRIPTION New gTLD Program Status Get the latest update on the New gTLD Program. Review what we have accomplished since Toronto, learn what is coming next in the program, and find out what we are doing to prepare for it. IDN Variant TLDs Program Get a status update on each of the projects under the IDN Variant TLDs Program. The session will include presentation and discussion of the Program's projects with a focus on the IDN root LGR Procedure and the User Experience Study Recommendations. The updates will also incorporate a presentation of Program's next steps and projects. New gTLD Pre-Delegation Testing Process Review Learn how to prepare the required data and documents for PDT, selecting a point of contact, scheduling your PDT appointment and see a demo of the system. Trademark Clearinghouse Learn about the TMCH data verification system and what's coming up with Sunrise and TM Claims. New gTLD Security Stability & Resiliency (SSR) Update Get a status update on how the Internet community is resolving security issues that have been identified as part of the SSR Program. The session will include presentation and discussion of the general DNS and TLD threat landscape. The session will include a presentation of SSR next steps and what role the ICANN community has in managing risk as new TLDs are delegated into the root. New gTLD Registry, 2013 RAA, & Registrants Rights & Responsibilities Get an overview of the contents of the New gTLD Registry and 2013 Registrar Agreements (RAA) including the new Registrants Right and Responsibilities (R3) document. Also learn about the process involved post the signing of the Agreements. For those who are new to ICANN meetings and to New gTLDs, we have a Newcomer Track session scheduled for Sunday, April 7. This will provide a baseline understanding of where New gTLDs fit in the broader Domain Name System. There will be other New gTLD-related sessions offered during the week, planned by other groups. Among them: The New TLD Applicant Group (NTAG) will conduct a session on Monday afternoon, the At-Large New gTLD Working Group plans an Outreach Evaluation Meeting on Tuesday, and on Wednesday there will be a session focused on the Impact of New gTLDs on NGOs (NPOC). IDN Variant TLD Program - Conclusion of Third Phase

We are announcing today the conclusion of the third (out of four) phase of the Program with the publication of two reports: the IDN Root Label Generation Rules (LGR) Procedure, and the User Experience Study for Active Variant TLDs. The Root LGR Procedure defines the process for creating and maintaining the Label Generation Rules (LGR) for the DNS root zone. The project team consisted of a team of Internet community volunteers from across the globe representing multiple scripts and languages, as well as ICANN staff and expert consultants. Following two face-to-face meetings, conference and email work discussions, and numerous community input processes, including two Public Comment processes, the team produced the document entitled "Procedure to Develop and Maintain the Label Generation Rules for the DNS Root Zone in Respect of IDNA Labels<https://www.icann.org/en/resources/idn/variant-tlds/draft-lgr-procedure-20m…>" [PDF, 1.39 MB]. This document provides a procedure for establishing some of the Label Generation Rules for the root zone. The procedure provides a mechanism for creating and maintaining the rules with respect to IDN labels for the root. This mechanism can be used to determine which Unicode code points are permitted for use in U-labels in the root zone, what variants (if any) are possible to allocate in the root zone, and what variants (if any) are automatically blocked. The mechanism is not the last stage in making determinations about IDN labels for the root. Rather, its output is to be consumed by other ICANN procedures that actually determine whether a particular label is allocated to someone, and whether it is delegated in the root. The User Experience Study examines issues that end-users, system administrators, application developers, and other users might face when IDN variant TLDs are activated. Incorporating inputs from public sessions, a Webinar, and two Public Comment periods, ICANN staff and expert consultants produced the report entitled "Examining the User Experience Implications of Active Variant TLDs<https://www.icann.org/en/resources/idn/variant-tlds/active-ux-21mar13-en.pdf>" [PDF, 1.38 MB]. The report: 1) summarizes and compares, from a user experience and registry management perspective, variant practices in several ccTLD registries; 2) proposes a set of guiding principles to define an acceptable user experience; and 3) identifies how various user communities (e.g., end users, system/network administrators, application developers, registrants, registrars and registries) will be impacted by active variant top-level domains, and 4) based on 1, 2, and 3, proposes a set of recommendations to ensure the security, stability and acceptable user experience for active variant top-level internationalized domains. These documents benefited from significant community participation. ICANN wishes to express its gratitude to all of the volunteers, reviewers, commentators, and the subject matter experts who contributed to these reports. ICANN is holding a public session<http://beijing46.icann.org/sched-overview> at the ICANN Beijing meeting on the IDN Variant TLD Program to explain the Procedure and the results from the Study. In the meantime, work continues to ensure a secure and stable delegation of IDN variant TLDs once the IDN Variant TLD Program has finished its work, which is expected by June 2014. Initial Evaluation Results Released for First Set of Applications

https://www.icann.org/en/news/announcements/announcement-22mar13-en.htm Initial Evaluation Results Released for First Set of Applications 22 March 2013 Today marks a major milestone in the New gTLD Program: Initial Evaluation (IE) results for the first set of new gTLD applications have been released to applicants and the general public. This achievement is the result of many years of policy development and implementation work to bring diversity, competition, and innovation to the Domain Name System. Applicants, along with the greater ICANN community have dedicated countless hours toward reaching this goal. This is not only an important and exciting moment in the New gTLD Program but also in the continuing evolution of the Internet. To view Initial Evaluation results for applications with priority numbers 1 through 30, go to the Current Application Status<https://gtldresult.icann.org/application-result/applicationstatus> page of the new gTLD microsite. Results are posted under the IE Results column. Clicking on the result will take you to the Initial Evaluation report for that application. There are three possible outcomes of Initial Evaluation: Pass, Eligible for Extended Evaluation, or Ineligible for Further Review. * Pass - The evaluation panels determined that the application is consistent with the requirements in the Applicant Guidebook and can advance to the next phase of the Program. * Eligible for Extended Evaluation - The Financial, Technical/Operational, Registry Services, or Geographic Names evaluation panels determined that the application did not provide sufficient information to award a passing score. The application is eligible for extended evaluation. * Ineligible for Further Review - The DNS Stability, String Similarity, Background Screening, and/or Geographic Names evaluation panels determined that the application did not meet the relevant criteria in the Applicant Guidebook, and the application is ineligible for further review. For some applications Initial Evaluation results were not yet available for one or more possible reasons such as: pending change requests, clarifying questions, or follow-up with applicants regarding missing information. The results for these applications will be published as soon as the relevant processes are completed. As communicated previously, ICANN is releasing Initial Evaluation results in priority order, in increments of 30 per week, with plans to increase to 100 per week. ICANN anticipates having Initial Evaluation results for all applications published by the end of August 2013.
