Hi Paul, Anne, all, Lars is hopefully in the midst of his Friday evening and weekend mindset, so I will try and respond, though I am not the staff SME on this topic. I am going to try and isolate the question being presented to the Council because I believe talking about the options without answering the question is potentially distracting; the proper option should flow out of the Council’s assessment of the underlying question. I believe that the underlying question is: * What does it mean for the full name identifiers to be “protected,” but available for the relevant organization via an exception procedure? There are two interpretations: * Protected only means that no organization other than the relevant organization can apply for the exact match of the full name identifier, full stop. This implies that an unrelated third party could apply for a confusingly similar string, thereby preventing the relevant organization from securing their protected string in the future - (option 1). * Or, protected means that no organization other than the relevant organization can apply for the exact match of the full name identifier AND the ability for the relevant organization to secure their protected string should persist. This implies that unrelated third parties would need to be prevented from securing confusingly similar strings (i.e., include the protected strings in string similarity) - (option 2). These are the competing interpretations of Board-adopted recommendations, which are reproduced below (note, I’ve only included the recs for the Red Cross Red Crescent Movement, but there are similar recs for the International Olympic Committee and IGOs). To try and answer Paul’s specific question, option 2 is what implementing staff believes aligns with the intent of the PDP’s recommendations and is therefore not a policy change or new policy (setting aside the fact that a majority of the IRT disagrees with the staff’s interpretation). Recommendation 3.1.1: Top-Level protections of Exact Match, Full Name Scope 1 identifiers of the Red Cross Red Crescent Movement are placed in the Applicant Guidebook section 2.2.1.2.3, Strings “Ineligible for Delegation”. Recommendation 3.1.2: For Red Cross Red Crescent Movement identifiers, if placed in the Applicant Guidebook as ineligible for delegation at the Top-Level, an exception procedure should be created for cases where a protected organization wishes to apply for their protected string at the Top-Level. Again, I am not the SME, but hopefully this helps to narrow in on the issue and better allows you all to navigate it with your respective groups. Standing Predictability Implementation Review Team (SPIRT) - UPDATE

Dear Councilors, As the September Council meeting was action packed and we didn’t manage to get to all of the AOB items, you will see a handful of email updates to cover the items we missed. 9.5 - Initiating the Standing Predictability Implementation Review Team (SPIRT) For Councilors that may be unfamiliar with the SPIRT, it is a GNSO Council mechanism to manage unforeseen change to the New gTLD Program that may occur after the Board’s adoption of Applicant Guidebook (AGB). With the Board potentially adopting the AGB at ICANN84, steps need to be taken to ensure the SPIRT is established and prepared to carry out its role. The Council adopted<https://gnso.icann.org/en/council/resolutions/2020-current#202408> the draft SPIRT Charter in August 2024. That tiny bit of background aside, the update is: * The Call for Volunteers for the SPIRT will be published soon; we expect the Call for Volunteers will remain open through mid-October. The SPIRT will likely kick-off shortly after ICANN84, presuming that the AGB is adopted by the Board during ICANN84. * As noted in the background above, the Council adopted the SPIRT Charter in draft form. This was because the Predictability Framework, upon which the SPIRT relies upon, was still subject to potential change. As far as staff is aware, there has not been any significant change to the Predictability Framework and as a result, staff plans to make minor and non-substantive adjustments to migrate the SPIRT Charter from draft to final. According to the draft Charter, the CCG is open to members nominated by Nominating Groups, including ICANN’s SOs and ACs, where each Nominating Group may propose nominees for membership in the group in accordance with their own rules and procedures on the explicit understanding that there will be only a maximum of two (2) per Group. 4. On 5 August 2025, the GNSO announced a Call for Expressions of Interest (EOI) [gnso.icann.org]<https://urldefense.com/v3/__https:/gnso.icann.org/en/announcements/announce…> to solicit two (2) volunteers to fill the roles of members to the RoR CCG, which closed on 11 August 2025. 5. On 14 August 2025, the GNSO Council approved the Charter for the RoR CCG and tasked the GNSO Standing Selection Committee (SSC) with reviewing the applications and recommending two (2) candidates as the members for the RoR CCG, at least one of whom should be a GNSO Council Member. 6. On 20 August 2025, the SSC convened to review and deliberate on the five (5) applications received—three (3) of them Councilors—taking into account the selection criteria outlined in the announcements. 7. On 8 September 2025, the SSC submitted its Full Consensus recommendation to the GNSO Council, by way of submission of the relevant motion. 8. The GNSO Council considered the recommendation of the SSC. RESOLVED, 1. The GNSO Council confirms Sophie Hey and Osvaldo Novoa as the two (2) members of the RoR CCG. 2. The GNSO Council asks the GNSO Secretariat to inform the GNSO-appointees that they have been selected. 3. The GNSO Council asks the GNSO Secretariat to send a response to those applicants who were not appointed, thanking them for their interest and encouraging them to apply for future opportunities as they arise. On 5 August 2025, the GNSO announced a Call for Expressions of Interest (EOI)<https://gnso.icann.org/en/announcements/announcement-05aug25-en.htm> to solicit two (2) volunteers to fill the roles of members to the RoR CCG, which closed on 11 August 2025. 5. On 14 August 2025, the GNSO Council approved the Charter for the RoR CCG and tasked the GNSO Standing Selection Committee (SSC) with reviewing the applications and recommending two (2) candidates as the members for the RoR CCG, at least one of whom should be a GNSO Council Member. 6. On 20 August 2025, the SSC convened to review and deliberate on the five (5) applications received—three (3) of them Councilors—taking into account the selection criteria outlined in the announcements. 7. On 8 September 2025, the SSC submitted its Full Consensus recommendation to the GNSO Council, by way of submission of the relevant motion. 8. The GNSO Council considered the recommendation of the SSC. RESOLVED, 1. The GNSO Council confirms Sophie Hey and Osvaldo Novoa as the two (2) members of the RoR CCG. 2. The GNSO Council asks the GNSO Secretariat to inform the GNSO-appointees that they have been selected. 3. The GNSO Council asks the GNSO Secretariat to send a response to those applicants who were not appointed, thanking them for their interest and encouraging them to apply for future opportunities as they arise.
