Hi, In terms of this item of the agenda, the design team has been working, but there is a slight delay in terms of getting the template out for discussion. I expect the template to be available for the council to review starting tomorrow (Tuesday) morning. I propose the following for the discussion: - Liz will walk us through the template - Council discussion on the template - council discussion of the next steps in accordance with our decision in LA on studies related to whois: I propose the following as a starting point for the discussion: -- The design team works on filling out the template for a number of studies. This team remains open to new members and any GNSO constituency member interested in sponsoring a study is encouraged to join the design team. -- The form is forwarded on the the chairs of the GAC and ALAC because those groups have also indicated an interest in whois studies -- the form can be forwarded to the chairs of other groups if relevant. - Initial proposals are due on 10 January - The council will review initial proposals for studies at its 17 January meeting. - Any proposal approved by the council will then be sent out for bid by ICANN staff - Further proposals for studies may be reviewed at a later time. thanks a.

Hi, We have had this topic pending for a few meetings now. In the hopes of achieving a decision one way or another on this issue, I am proposing the following to seed the conversation. (it is included in the docs.google.com motions page at http://tinyurl.com/2z7mcc) thanks a. -- Proposed motion 4 for a GNSO moderated IDN discussion email list Whereas there have been requests for a list where a public discussion of IDN issues facing the GNSO can be discussed by stakeholders and constituency members, Resolved that a trial of an IDN discussion list will be created on the following basis: - The purpose of the list is to allow public discussion of issues regarding the creation of IDN TLDs in ICANN namespace - The Chair of the GNSO council and other volunteers will be responsible for monitoring the list and for administering any rules as required. - Membership requests for the list will be reviewed by the list moderators on the following basis - Membership in the list will be open to any ICANN participant who has not been removed from any other ICANN list in the last 6 months. - All potential participants will be required to submit a statement of interest regarding their participation in the list prior to their subscription to the list. All such statements will be sent to the list by the moderators upon enrollment. -The List Moderators will be responsible for administering the following rules: - Participants on the list must restrict themselves to on topic postings. - Participants must not engage in personal attacks on others - Participants must follow generally established rules of netiquette. http://en.wikipedia.org/wiki/Netiquette and the references in that article will be used by the list monitors as a reference if required. - The moderators will give a transgressor one private and then one public warning of any breach of netiquette, after which time a further breach will enable expulsion from the list. Any such warning or expulsion by the moderators must be explicit in terms of what rules of email list behavior have been breached. - A participant who is expelled from the list may apply for reinstatement after 6 months. It will be up to the moderators whether the applicant will be re- enrolled - While GNSO council members are encouraged to participate in the conversations on the IDN discussion list, there will be no obligation for any council member or the council itself to take specific action on any recommendation made on that list. Any question directed at the council will be handled by the list moderators, with council consultation when necessary. - The charter for the IDN discussion list will be reviewed 6 months after creation of the list

GNSO Council elections for ICANN Board seat 14

[To: council[at]gnso.icann.org] Dear Councillors, The time is approaching for the GNSO Council elections for ICANN Board seat # 14 which is currently held by Rita Rodin. The current term for seat # 14 expires six months after the conclusion of ICANN's annual meeting in 2007, which would be 2 May 2008. Pursuant to ICANN Bylaws (http://www.icann.org/general/bylaws.htm) Article VI, section 8.4, the GNSO should give notice of its selection no later than five months after the Annual General Meeting in 2007, which would be 2 April 2008. ICANN Bylaws (http://www.icann.org/general/bylaws.htm) Article VI, section 2.3, requires that "no two Directors selected by a Supporting Organization shall be citizens of the same country or of countries located in the same Geographic Region." Since Bruce Tonkin is a citizen of the Asia/Pacific region, the GNSO may not select another Director from that region. The GNSO is free to select a citizen of any of the four other regions, since each region will continue to have at least one Director per region and no region could have more than five as a result of the GNSO's pending selection. That's the conclusion the report Cyber Attack: A Risk Management Primer for CEOs and Directors released today by the British-North American Committee (BNAC) and the Atlantic Council of the United States, a U.S. sponsor of the Committee. The one global Internet, for which the Internet Corporation for Assigned Names and Numbers (ICANN) coordinates addresses, makes possible about $2.8 trillion in global e-commerce annually. "As enterprise on the Internet has become more sophisticated, so have cyber criminals," said Dr Paul Twomey, ICANN's President and CEO, and one of the report's main authors. "The message of this report is clear - senior government figures and leaders of corporations need to make cyber-security a personal priority." "Global investors, CEOs and board directors, while measuring risks to the corporate bottom line, will have to know what they are doing to prevent data compromises. CEOs are not IT experts and they don't have to be. This report is a quick comprehensive reference list of things that every chief executive should know and do," said William Mayer, founder of Park Avenue Equity Partners and chairman of the BNAC Cyber Security and Business working group. "We live in a completely different environment wherein people and businesses are dependent on technology and the Internet and while this helps us run are companies better, we need to realize that there are corresponding risks and threats. Cyber security is therefore critical to the success of every enterprise," said Frederick Kempe, Atlantic Council president and CEO and a BNAC member. "It must be an integral part of every CEO and directors thinking and planning." The report calls on CEOs and corporate directors to take actions to protect their businesses and organizations from cyber attacks. It identifies information security threats, and most commonly made mistakes in data security and provides recommendations for business and corporate leaders to manage cyber security risks. "This report is a timely reminder to all organisations - large and small, public and private - of the need keep up with best data security practices. The risks are very real but help is at hand," said Clive Mather, until recently president and CEO of Shell Canada and a BNAC member. Among its recommendations, the report urges CEOs and directors to: * Establish a comprehensive information security policy, implemented by senior management; * Hold a company-wide security audit to expose vulnerabilities and strengths and give a complete picture of an organization's security requirements; * Underpin a robust security culture with frequent and rigorous testing; and * Prioritize keeping abreast of changes in security technology and best practices, including through participation in relevant international information security organizations. The report further provides a comprehensible information security checklist of recommendations chief executives and directors must follow to protect their corporations against industry espionage. PROPOSED SCHEDULE FOR VOTING The voting period will open on Thursday, 13 December 2007 at 15:00 UTC and run through to Monday, 7 January 2008 at 15:00 UTC. C. VOTING PROCEDURE The voting will be by electronic ballot and the candidate receiving the majority of the votes will be elected as the chair. There will be a total of 27 votes cast. Hi, I conveyed the council decisions regarding the IDNC WG to Chris Desspain and Janis Karklins this morning. I have received a note from Chris welcoming the representatives. Additionally when I asked him about my being able to participate as an observer, he agreed to this and extended the invitation to include our 2 alternates as 'lurkers' as well. a.
